Background **
The Swedish Red Cross (SRC) has a long history of working in partnership with the Palestine Red Crescent Society (PRCS). The PRCS is a strong national society with headquarter in Ramallah and branches in the West Bank and in Gaza as well as in Lebanon, Syria, Egypt and Iraq. The SRC currently supports PRCS in Palestine, Lebanon and Syria predominantly within the areas of community-based health and emergency health.
The PRCS branch in Lebanon (PRCS-L) runs 5 hospitals and 8 clinics in 11 Palestinian refugee camps spread across the country and operates in coordination with the Lebanese Red Cross inside the camps. PRCS is a key provider of secondary health care to the Palestinian population and others that reside inside the camps.
Job Summary
The SRC is looking for a Programme Manager (PM) to coordinate and manage the health focused EU-funded MADAD program in Community Based Health and First Aid implemented by PRCS-L and additional SRC supported PRCS-L programmes. Based in Beirut, Lebanon, the PM works closely with its counterparts in PRCS-L, to follow up on project implementation and coordinate technical support to PRCS-L in fields where the organisation has identified opportunities to improve its capacity. It further ensures that SRC’s support to PRCS-L is coordinated with other partner national societies (PNS).
The position is part of SRC’s International Department, Middle East and North Africa Unit (MENA). The PM reports directly to the MENA Head of Unit (based in Stockholm). The PM works closely with the SRC Lebanon Country Representative (based in Beirut) and maintains a close dialogue with SRC’s Palestine Country Representative (based in Ramallah) who is responsible for the overall partnership between SRC and PRCS.
Main responsibilities
The PM is responsible for the SRC cooperation with PRCS-L. The position requires a flexible and solution-oriented mindset. The PM is expected to spend most working days in the
PRCS-L premises together with relevant counterparts and jointly conduct regular field visits to operational sites.
Programme management
- Assist PRCS-L counterparts in monthly, quarterly and annual planning
- Support PRCS-L in managing and coordinating activities of EU-funded MADAD project implementation (planning, monitoring, reporting and evaluation as well as financial monitoring).
- Ensure compliance with EU regulations and agreements signed by PRCS-L for the MADAD programme
- Support PRCS-L in coordinating the project with other Red Cross and Red Crescent (RCRC) partners involved in the regional program set-up.
Representation, relationship and Communication
- Maintain a continuous dialogue with the PRCS-L branch management about achievements and challenges in the cooperation with SRC
- Represent SRC in all coordination meetings organised by PRCS-L or other actors
- Coordinate with other PNS with the purpose of optimising technical and financial resources
- Liaise closely with SRC’s country representative in Ramallah on all significant developments
- Assist PRCS-L in its relationship management with donors and other stakeholders as requested
- Respond to requests for information from the SRC headquarters
Security and wellbeing
The SRC is integrated with the International Federation of Red Cross and Red Crescent Societies (IFRC) in Lebanon. As such, all SRC personnel in Lebanon abide by IFRC’s security regulations at all times. All SRC staff are required to learn, understand and follow routines for field visits within respective areas of work.
The PM will be asked to assume the role of SRC’s security focal point in Lebanon, as requested by the MENA Head of Unit.
- Living conditions may include intermittent electricity, limited access to Internet and other basic services
- The SRC supports a safe working environment and comfortable accommodation however, as in all contexts, delegates must be aware and responsible for their personal safety
- All SRC delegates must be cleared by the International HR Unit including full medical and vaccination clearance.
Required Qualifications
- Relevant academic education or work experience
- Experience in programme and financial management
- International humanitarian field experience
- Comprehensive understanding of the current political, social and humanitarian situation in the MENA region
- Fluent English (spoken and written)
- Excellent command of Microsoft Office
- International Driving License
