    • Coordination and implementation of UNDP’s engagement on stabilization in sub-Saharan Africa including programmatic and policy advisory services, capacity development and knowledge management;
    • Receive and coordinate requests from Regional Organisations and Country Offices for stabilization support. Assess the nature of the request and determine the support required including whether it is multidisciplinary or not, liaising with Regional Hubs and HQ and define the package of support needed to support stabilization work;
    • Work with the Regional Programme Coordinator and Regional Bureau Country Advisors to ensure relevant, timely and multi-disciplinary support on stabilization;
    • Provide technical expertise on stabilization related issues on demand to the Regional Programme and to Country Offices including programme/project development and initiation, implementation, monitoring and assessment;
    • Ensure risks are monitored and managed across the portfolio of advisory engagements;
    • Provide policy advisory and programming services to CO’s on stabilization; 
    • Provide substantive inputs in the development of UNDP’s policies on stabilization and contribute to the formulation of global policy products on the same;
    • Develop synergies with other RP projects and programmes including PVE, cross border unit, AU programme and others. Ensure close synergies with UNDP practice areas including governance and peacebuilding, gender, environment/climate, extractives, private sector, inclusive growth and Disaster Risk Reduction;
    • Ensure that Gender considerations are mainstreamed across all interventions as per best practices. 
    • Develop a resource mobilization strategy for UNDP’s stabilization engagement, including tracking of partnerships and pledges that have been provided in RBA for this area of work;
    • Explore opportunities for partnerships with established and emerging donors- the BRIC countries and private sector (foundations); 
    • Develop and execute a capacity development plans with CO’s working on stabilization to mobilize and leverage resources as well as develop and maintain partnerships;
    • Act as a pivotal resource in shaping the relationship management of regional partners and resource mobilization in line with the RSS;
    • Articulate and enable pathways for mobilizing and fostering external partnerships supporting Stabilization work;
    • Manage the building of strategic alliances and partnerships, especially with key think tanks and non-governmental organizations;
    • Manage engagements with the UN system including UN Agencies, Department of Political and Peacebuilding Affairs and leverage support and engagement with PDA’s based in the region;
    • Manage and coordinate UNDP’s partnership with regional organizations including the African Union and Regional Economic Communities (REC’s) including ECOWAS, IGAD, LCBC, LGA and others where relevant as it relates to stabilization.
    • Provide intellectual and strategic direction in identifying tools, developing methodologies and producing knowledge management products on stabilization;
    • Set forth an operational platform for continuous analysis, documentation, codification of regional results/lessons learned as it relates to stabilization work;
    • Synthesis of lessons learned and best practices on stabilization including continuous analysis, documentation, codification of regional results/lessons learned;
    • Sound contributions to analytical reports on stabilization, where required
    • Promote cross-unit teamwork and skills development for the division team members and encourage a culture of knowledge sharing and learning;
    • Capture and disseminate lessons learned and good practices to contribute to learning;
    • Participate in and contribute to internal and external knowledge networks;
    • Advocate for and enable South-South Cooperation and facilitation of exchanges where valuable;
    • Assist in developing and maintaining information systems that will ensure maximum transparency to beneficiary clients, communities, Government and donors, concerning the implementation of stabilization programmes and projects.
    • In close collaboration with the PMSU Advisor, facilitate gathering of information for monitoring and evaluation of stabilization programmes ensuring compliance with UNDP M&E requirements in reporting on programme results and progress towards outcomes;
    • When relevant, develop programme/project budgets and implement the project in accordance with the budget;
    • Produce high quality reports to development partners at the standard and timeline according to UNDP’s contractual obligations to donors;
    • Facilitate proper monitoring of inventory, attendance records, filing system. Assure fair and transparent personnel management and procurement of goods and services in accordance with UNDP Programme and Operations Policies and Procedures;
    • Ensure overall accountability for the use of funds as well as the strict and consistent application of UNDP rules and regulations in all project operations;
    • Provide leadership in overseeing the effective provision of services to counterparts including fair and transparent procurement, efficient logistics and sound financial management;
    • Ensure the integrity of financial systems and oversee the administrative, financial and budgetary aspects and advise the Regional Programme Coordinator accordingly;
    • Maintain field level financial accountability through regular liaison with field staff, monitoring payment requests from the field and ensuring timely and regular payment. 
    • Master’s degree in Human Rights, Peacebuilding, Law, Social Sciences, International Relations, Political Science, or other relevant fields.
    • A minimum of 7 years of progressive and relevant experience in the field of crisis, post conflict and fragile states or in very closely related fields or relevant fields. 
    • Experience on stabilization policy and programming related services is required;
    • Experience in providing regional policy advice and/or regional technical assistance supporting multi-stakeholder institutions in establishing and coordinating collaborative cross-border interventions;
    • Extensive experience working on conflict prevention including infrastructures for peace, local peace committees and relevant national security organizations is desirable;
    • Experience working within a UN agency or intergovernmental organization  and field experience is preferred;
    • Proven experience in development programming, including good understanding of UN programming modalities, and rules and regulations is an asset;
    • Extensive experience in project development and management;
    • Experience conducting qualitative research and monitoring and evaluation is preferred;
    • Coordination experience working with government, development partners, and international partners would be an asset;
    • Excellent knowledge of and extensive experience in Sub-Saharan Africa, including in the prevention of violent extremism, dialogue and conflict prevention, Stabilization initiatives, is preferred.
    • Fluent in English;
    • Fluency in French is desirable.
