    Chemonics seeks a southern management unit lead based in Bogota, Colombia for the USAID Colombia Justice for Sustainable Peace (JSP) program. The activity aims to strengthen the effectiveness and capacity of the Colombian justice system, increase citizen support for the rule of law in conflict-affected regions, and confront the critical justice needs of victims of the armed conflict. We are seeking individuals who have a passion for making a difference in the lives of people around the world.

    Responsibilities include:

    • Provide leadership and supervision of interventions to increase access to more effective, inclusive, and efficient justice services in conflict-affected regions
    • Support regional coordinators in the activity development cycle, which includes identifying needs, selecting contracting mechanisms, developing and validating scope of work, participating in the selection of donors and subcontractors, implementing the activity, monitoring indicators, reviewing deliverables and developing evidence-based evaluation and learning
    • Formulate and implement an overarching territorial strategy. Responsible for results in municipalities assigned within prioritized regions. Supervise regional offices to support the contractual objectives in target municipalities, ensuring consistency with the strategic framework of the work plan and that all activities reflect the work plan, schedules, and agreed budgets
    • Supervise regional coordinators and a team of thematic specialists
    • Provide inputs and materials for reports and communication materials
    • Coordinate with Colombian government counterparts at the national level

    Qualifications:

    • Undergraduate degree in anthropology, sociology, political science, public administration, international development, law, or human rights. A graduate degree in any of the above is preferred
    • With a graduate degree, 10 years of relevant experience working in Colombia on projects or activities related to the rule of law, access to justice, mediation, or human rights is required. Without a graduate degree, 12 years of relevant experience working in rule of law, access to justice, mediation, or human rights is required
    • Ability to communicate effectively and develop working relationships with local and national Colombian government officials, the Organizaciones de la Sociedad Civil, and organizations representing indigenous, Afro-Colombian, and gender issues
    • Experience as a supervisor managing activities related to effective criminal and civil justice systems, the rule of law, access to justice, and human rights
    • Specialized knowledge and skills in formal and non-formal justice systems in Colombia, rule of law, mediation, conciliation, and human rights
    • Excellent interpersonal skills and ability to work in teams, lead groups of senior professionals, and generate collaborative working environments
    • Demonstrated leadership, versatility, and integrity
    • Legal authorization to work in Colombia required
    • Oral and written fluency in Spanish required
