Overview of the position:

The EU funded project (Social Protection for Community Resilience in Yemen – SPCRP) aims to strengthen the resilience capacity of poor & vulnerable communities & households through improved access to public services & social safety nets, with particular attention to the inclusion of women, young people, & marginalized minorities.

The project consists of 4 components:

• Result area 1: Vulnerable Yemeni households are able to enhance their income & livelihoods through participation in cash for work & asset upgrade / replacement.
• Result area 2: Basic healthcare facilities are functional through community based projects & provision of equipment for alternative & renewable energy source (i.e. solar), improved water & medical waste management.
• Result area 3: Scaled up psychosocial assistance is provided linked to health care, skills development & income generation.
• Result area 4: Local authorities can effectively plan, coordinate & monitor implementation of priority projects for enhanced basic services delivery including health care.

Role objective:

Our client seeks to recruit national consultants for the solar systems that will be distributed in the northern governorates to:

• Communicate with the international supplier to finalize the technical sites visits along with the local installers.
• Finalize all the requirement of the international supplier & prepare a report of the standards, conditions & needs of the solar systems based on the actual visits of the international supplier & local installer reports.
• Communicate & coordinate with the needed local health authorities for the distribution special for the vaccination fridges distribution.
• Communicate & coordinate with the local implementer the Social Fund for Development (SFD )for any replacement of the health facilities or any changes required.
• Finalize & evaluate the needs of the facilities of the solar power before the installation.
• Communicate & coordinate with the local supplier who will handle the installation.
• Receive and check the solar systems with the local installers.
• Review & update the solar systems status for the targeted facilities with the SFD.
• Communicate with the international solar supplier for any technical issues & feedbacks.
• Ensure the proper installation for the systems for each facility.
• Map all the facilities in the north governorates to be a guidance for the local installer.
• Monitor & evaluate the local installer process of the solar systems with the local suppliers of the distribution & installation.
• Report for any changes or issues during the installation with recommendation of solutions.
• Prepare final report for the whole installation process & evaluation for the supplier distribution & installation.

Project reporting:

• The successful consultant will report directly to the SPCRP JC Manager, work in close collaboration with the SPCRP team.
• Deliver a report finalizing the whole shipment requirement & status with the international vender.
• A mid report after the installation of the 50% of the solar systems.
• Prepare final report for the whole installation process & evaluation for the supplier distribution & installation.

Team management:

• This role does not have any team management responsibility.

Geographical experience:

• Minimum of 3 year of experience in Middle East (essential).

Education:

• University Degree or related to Electricity, Mechanical & Electronics studies.

Experience:

• At least 3 years of experience leading consultancy assignments in the field of renewable energy in Yemen.

Geographical experience:

• Knowledge of the general situation & similar working experience in the region.

Languages:

• Excellent written & verbal communication skills in English & Arabic.

Required skills:

• Extensive expertise, knowledge & experience in the field of solar system.
• Strong familiarity with solar related projects.

Functional skills:

• Demonstrated ability of analytical & drafting work.
• Familiarity with computers & Word processing (Word, Excel, Power Point).

• To do segregation of the submitted technical proposals which fulfil all general & technical conditions according to lots.

• Prepare final report for the whole installation process & evaluation for the supplier distribution and installation project.
