Job organizational context : The Social Mobilization and Development Specialist is dedicated to support the polio eradication efforts in Afghanistan through communication research, communication strategies, communication interventions management, partnerships management and reporting.
How can you make a difference?
Purpose for the job: The Social Mobilization and Development Specialist reports to the Communication Manager for general guidance and supervision. The Specialist provides technical and operational support for developing a systematic, planned and evidence-based strategy and process for C4D as an integral part of programme development, planning and implementation. Through communication and engagement, as well as the empowerment and participation of stakeholders, communities, children, civil society partners, and government counterparts, s/he promotes measurable behavioral and social change/mobilization for polio vaccine uptake.
Key functions/accountabilities:
1. Support to strategy design and development of C4D activities
- Conduct and/or participate in comprehensive C4D situation analysis of social, cultural, economic and political issues in the country/region, including through national/subnational working groups or committees. Assess/synthesize qualitative and quantitative information, data and evidence to support the establishment of comprehensive and evidence-based information for developing and planning the C4D component of the polio eradication program.
- Participate in country program communication planning and reviews to provide technical recommendations on approaches, strategies and plans of action for C4D to promote increased uptake of the polio vaccine.
- Review and provide quality assurance of C4D materials, strategies and action plans to ensure optimum impact within politically and culturally sensitive context.
- Collaborate/consult with a wide range of partners and stakeholders to ensure synergy, integration, coherence, and harmonization of the C4D activities to deliver impactful communication resulting increased uptake of the polio vaccine.
2. Implementation of C4D activities, M&E and reporting
- Collaborate with, consult internal partners and external partners to design C4D strategies, including formulation, production and testing materials to organize C4D events and activities to ensure engagement and participation of key audiences, and maximum outreach of polio messages.
- Recommend based on research the appropriate multiple media formats and channels that are influential, especially in hard to reach areas. Oversee the production and implementation of multi-media initiatives for compliance with targets and plans that integrate the latest evidence.
- Provide technical support for effective social mobilization and design of suitable community engagement activities to sensitize polio vaccine uptake.
- Contribute to the M & E approaches, review and utilization of data for enhancement, correction or development of communication activities based on data outcomes.
- Produce formative reports based on M&E indicators and highlight, promote the C4D intervention and results. Develop appealing presentations outlining the C4D interventions and results.
- Develop grants reports of C4D activities and explain the efficiency of budget management and value for money.
3. Technical and operational management
- Participate in program proposal writing and ensure all the C4D activities are well integrated and the added-value of the C4D in polio eradication is well explained.
- Participate in budget planning and management of C4D programme funds and prepare financial plan for C4D initiatives. Monitor/track the use of resources as planned and verify compliance with organizational guidelines, rules and regulations and standards of ethics and transparency.

- Participate in coordination with regional offices, immunization communication network support, compilation of reports, technical guidance and human talents support in C4D operational aspects
4. Advocacy, networking and partnership building
- Identify, build and maintain communication partnerships through networking and proactive collaboration with strategic partners, social networks; celebrities, journalist, media to pursue opportunities for C4D advocacy.
- Collaborate with communication, UN sister agencies and community engagement partners to coordinate messaging and use of multiple media and communication platforms to enhance C4D outreach, especially in hard to reach areas.
- Participate in the government led Emergency Operations Center EOC and provide C4D technical advice, updates on activities and advocate the UNICEF led social mobilization activities.
- Participate in the UN communication group meetings and with the government in order to consult and update the group on C4D activities, joint planning and enhanced communication coordination.
5. Innovation, knowledge management and training
- Implement communication innovative practices, approaches and latest technology on multiple media and social/digital platforms and networks for C4D that are appropriate/available for the target audience.
- Institutionalize /share communication best practices and knowledge learned/products with staff and stakeholders to build capacity of communication health workers in the field.
- Organize/implement communication training initiatives to enhance the effectiveness of the polio messages and social mobilization.
- Manage the planning, implementation and outcomes reporting of C4D training activities by implementing partners, communication firms and health communication training partners.

Education: An advanced university degree in one of the following fields is required: social and behavioral science, communication and science, public relations.
Experience: A minimum of five years of professional experience in one or more of the following areas is required: communication for development, public relations, strategic communication, public advocacy.
Language: Fluency in English and local languages of Dari and/or Pashto is required.
