I. Background on ACTED

ACTED is looking for professionally confident, self-motivated, experienced and committed team player to fill the Senior CCCM Officer position based in Hargeisa, Somaliland.

II. Position Profile

The Senior CCCM Officer under the supervision of the CCCM Specialist manages the provision of information to the camp residents and to the camp self-governance structures on ongoing/planned operations within the camp. Furthermore, while guaranteeing an appropriate level of information to camp residents on operations that affect their daily lives, the Senior CCCM Officer ensures the establishment/support of processes to collect camp residents’/self-governance structures’ feedbacks on ongoing/planned operations in the camp and ensure that they influence any decision on operations in the camp. While completing the above-mentioned tasks, the Senior CCCM Officer supervises the Community Mobilization team composed of the CCCM Officers, assistants and Community mobilizers).

Key Responsibilities

  1. Implement an effective communication with communities’ scheme:
  • Manage CCCM CwC activities in the sites, and public information announcements to the community.
  • Engage actively with the community in CwC activities FGDs through which relevant campaign topics are identified.
  • Ensure immediate action is taken to address site residents request for information on service provided within the camp.
  • Ensure that camp residents feedbacks are fed-back during operational/sectorial/ad hoc meetings and influence the partners’ implementation strategy.
  • Prepare and share with relevant stakeholders (i.e. actors active on site, regional coordination bodies, local authorities) monthly report on CwC activities in the camp, reporting on completed activities/challenges, communicating on planned ones and stress out potential gaps/foreseeable challenges
  • Participate and coordinate organization of sensitization, awareness campaigns and trainings for the community tailored to the needs and including proactive and reactive campaigns.
  • Ensure involvement of governance structure in the planning and facilitation of campaigns and sensitisation activities.
  • Consult other CCCM units on campaign needs and involve them in campaign planning and implementation.
  1. Facilitate and strengthen governance structures:
  • Manage CCCM Self-governance activities in the camp, including preparing a schedule for

community consultation on favoured governance structures, organization of elections/appointment (if required) and draft site governance structure ToRs (if required);

  • Develop/provide trainings to the appointed head of self-governance structures in the sites (i.e. Humanitarian Principles, SPHERE Standards…) in consultation with other CCCM units as relevant;
  • Facilitate the organization / monitor self-governance structures’ monthly meetings in consultation with other CCCM units as relevant.
  • Organize community-lead event in consultation with heads of self-governance structures.
  • Prepare and share with relevant stakeholders (i.e. actors active on site, regional coordination bodies, local authorities) monthly report on Self-governance activities in the camp, reporting on completed activities/challenges, communicating on planned ones and emphasize potential gaps/foreseeable challenges
  • Support coordination with community leaders and their accountability for representation of the wider community.
  1. Management and planning of CwC/governance activities.
  • Support CCCM managers in devising weekly and long-term work plans for the implementation of CwC and self-governance activities.
  • Ensure regular follow-up on weekly and long-term work plan implementation of CwC and Self-governance activities.
  • Provide inputs for the elaboration of procurement plans and BoQs as requested by managers.
  • Attend weekly CCCM team meetings.
  • Flag directly foreseen challenges / issues arise in link with the CwC and Self-governance activities to CCCM managers, including security incidents.
  • Support to CCCM managers in identifying areas for improvement and developing site strategy.
  • Ensure accurate record keeping of project documentation, including photos, as requested by the CCCM managers.
  • Ensure thorough reporting (i.e. externally: monthly CwC and Self-governance activities internally: weekly to CCCM managers).
  • Motivate staff and oversee performance, build staff capacity where required.
  1. Ensure protection mainstreaming through the CwC/self-governance activities.
  • Support and consider gender, protection, and GBV concerns in all aspects of activities;
  • Promote and adhere to Prevention of Sexual Exploitation and Abuse principles and guidelines (for site residents, ACTED staff, partner agencies);
  • Support and promote participation of women, youth, and marginalised groups.
  • Refer immediately protection cases identified.
  • Consult with ACTED Protection Officer for referral to protection actors.
  1. HR
  • Participation in recruitment of new staff, under guidance of the CCCM Specialist.
  • Day to day supervision and management of CCCM Officer, Assistant and Community Mobilizers (i.e. attendance sheet signature, follow-up with finance…)
  • Commitment to continuous learning through trainings and timely identification of capacity-building needs and opportunities, in coordination with the CCCM Team managers / HR department.

Qualifications/Skills and Experience Required

Required:

  • University degree in relevant field (Sociology, Phycology, Public Administration, Communication, Gender Studies)
  • At least 2-3 year working experience in Information Management / Administration / Gender Based Programming, Social Work or Communication for an NGO (Nation or International)
  • Proficient skills with the Microsoft Office Suite (i.e. Word, PP, Excel);
  • Experience facilitating FDG and KII for quantitative data collection.
  • Fluency writing and speaking English and local language with the ability to translate document as needed.
  • Positive attitude and a willingness to learn.
  • Ability to operate in a cross-cultural environment requiring flexibility.
  • Ability to work independently.
  • Strong attention to details.
  • Does not reside in the camp.

Desired:

  • Certificate/Training in Training of Trainer, Communication, Negotiations, Community Engagement, Inclusivity;
  • 1 year managerial experience, including leading/supervising staff, report writing, meeting facilitation
