Organizational Setting

The Department of Safeguards (SG) is the organizational hub for the implementation of IAEA safeguards. The IAEA implements nuclear verification activities for some 180 States in accordance with their safeguards agreements. The safeguards activities are undertaken within a dynamic and technically challenging environment including advanced nuclear fuel cycle facilities and complemented by the political diversity of the countries.

The Department of Safeguards consists of six Divisions: three Operations Divisions: A, B and C, for the implementation of verification activities around the world; three Technical Divisions: Division of Concepts and Planning, Division of Information Management, and Division of Technical and Scientific Services; as well as three Offices: the Office for Verification in Iran, the Office of Safeguards Analytical Services and the Office of Information and Communication Services.

The main objective of the Department is to maintain and further develop an effective and efficient verification system in order to draw independent, impartial and timely safeguards conclusions, thus providing credible assurances to the international community that States are in compliance with their safeguards obligations. The departmental operating environment is interactive, participative and dynamic with continuous inputs received from the Board of Governors, the General Conference, policy- and decision-makers, as well as counterparts in Member States and in the international development community.

The Development Section provides ICT services to the Department of Safeguards and Member States, working cooperatively with staff in the Operations Divisions and the Technical Divisions to plan, establish and maintain information systems. The Section specializes in providing system analysis, software design, and implementation and maintenance services. The Section follows and implements best practices in the areas of software engineering, project management and quality management and continuously monitors the Department’s information related needs so that they can be met through requests for new or enhanced ICT solutions.

Main Purpose

As a manager reporting to the Division Director, the Section Head plans, guides, coordinates and supervises, in line with the strategic directions of the Division, the work necessary to design, build and maintain integrated ICT systems for the Department of Safeguards, ensuring that these systems are aligned with the overall vision of the Department and reflect the user requirements.

Role

The Section Head is: (1) a human resources manager for a group of approximately 35 staff; (2) a planner, motivator, and implementer of the programme of activities for the Section; (3) a decision taker, relying on excellent technical and process advice from competent sources as well as her/his own competencies; and (4) a programme manager, making every effort to ensure that the appropriate staff, financial, equipment and time resources are made available for the provision of ICT services to the Department of Safeguards.

  • Plan and manage the programmatic direction and work of the Section in line with the programme and budget, including the establishment of concrete objectives, milestones and performance indicators.
  • Lead and manage an innovative and effective team of professionals and staff in a manner that promotes motivation and collaboration, internal and external, to optimize the outcomes from the available resources.
  • Ensure, through relevant training and effective recruitment, an appropriate balance of skills and resources for the provision of ICT services to the Department of Safeguards.
  • Contribute definitive expert advice in the development of the IAEA’s information system, in IT quality standards and procedures, in the design and development of state-of-the-art ICT solutions, in project management, and on ICT strategies and trends.
  • Deliver new systems and services according to the work plan and budget by respecting deadlines.

Qualifications, Experience and Language skills

  • An advanced university degree in computer science, information systems or another related field.
  • At least ten years of experience in software development and delivery of ICT systems and services, including service oriented architecture.
  • Demonstrated experience in disciplined approaches to project and software product management.
  • Experience in strategic planning, operational planning, cost benefit analysis, budgeting, allocation of resources, procurement, quality control and quality assurance.
  • Demonstrated experience in responsible positions of a supervisory/managerial nature, with special emphasis on ensuring skills and resources to deliver complex ICT solutions.
  • Excellent oral and written command of English. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian and Spanish) is an asset.

Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $87108 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $ 35801*, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; 6 weeks’ annual vacation, home leave, pension plan and health insurance
