IOM – International Organization for Migration in Belize City
The Western Hemisphere Regional Migration Program, financed by the Bureau for Population, Refugees and Migration (PRM) of the Department of State of the United States, seeks to advocate for the adoption by governments (Belize, Costa Rica, the Dominican Republic, El Salvador, Honduras, Haiti, Guatemala, Mexico, Panama and the Caribbean) and its associates of civil society, of well-managed, regular forms of migration that concurrently reduce flows of irregular migration and vulnerabilities of migrants in transit, while countering the efforts of human traffickers and migrant smugglers.
Under the direct supervision of the Head of in Belize, and in coordination with relevant units at the Regional Office (RO) in San Jose and in close coordination with the Administrative Centres in Manila (MAC) and Panama (PAC), also, with the Division of Accounting and Financial Reporting (ACO) at Headquarters (HQ), the successful candidate will be responsible and accountable for coordinating the budgetary, financial, human resources and administrative functions of the Mission. In particular, he/she will:
Core Functions/Responsibilities
- In coordination with the HoO, assist in monitoring compliance with general instructions of IOM and relevant permanent instructions for the whole mission, namely in the areas of administration, finance and human resources.
- Assist in monitoring and overseeing the financial management for all activities in Belize including the oversight of financial expenditure and accountability; undertake financial analysis of projects in the Mission.
- Assist in the procurement and logistic services, ensuring that contracts with suppliers of goods and services are in line with the Organization’s procedures, regulations and guidelines; as well as the review the vehicle and buildings maintenance.
- Prepare donor financial reports in accordance with IOM regulations and established procedures in close coordination with the Head of Office as well as relevant units in HQs or MRF in the Regional Office in San Jose.
- Forecast cash flows according to activities in the Mission and ensure daily control of funds disbursed; ensure funding is received in accordance with donor agreements.
- Assist in preparing annual budget for the Mission, monitor budget control and report variances between budget and actual expenditures, and assist in the preparation of budgets for new programmes.

- Check payroll versus budgets, ensuring that salaries are correctly allocated to projects consistent with IOM’s projectization criteria.
- Suggest procedural improvements and assist in training local staff in the relevant areas of administration and finance.
- Assist in the supervision of the Mission’s administrative functions, including recruitment, retention, promotion, separation, and other related activities, in accordance with the Organization’s policies and procedures.
- Liaise with other internal functional units of the Mission, as well as banking, donors and government counterparts and other stakeholders as required in the performance of the accounting function.
- Liaise with relevant units at HQs and MRF in the RO in San Jose regarding the financial and administrative activities of the Mission.
- Perform other duties as may be assigned.
Required Qualifications and Experience
Education and Experience
- University degree, preferably in Accounting/Business Administration, or a professional qualification with an accounting or financial orientation. Two years of experience in finance, accounting and administration. Knowledge of human resources management an advantage. Ability to prepare clear and concise reports, supervise staff and coordinate administrative activities. Good level of computer literacy, in particular, experience in computerized accounting systems and software. Good knowledge of MS Office specifically EXCEL.
- Good communication skills. Strategic and creative thinking. Personal commitment, efficiency, flexibility, drive for results. Good analytical skills. Ability to work effectively and harmoniously within a team of colleagues from varied cultures and professional backgrounds.
