UNOPS in Sri Lanka is based in Colombo and is responsible for helping the Government of Sri Lanka and partner organizations deliver social and economic rehabilitation in areas affected by the 2004 tsunami and decades of armed conflict. UNOPS in Sri Lanka helps partners achieve their project goals in sectors including physical infrastructure, the environment and poverty mitigation.Office on Missing Persons (OMP) established under the Office on Missing Persons (Establishment, Administration and Discharge of Functions) Act No. 14 of 2016 has a primary mandate to provide an appropriate mechanism for searching and tracing of missing persons, and to clarify the circumstances in which such persons went missing and their fate. The OMP’s mandate extends to persons who went missing in connection with the conflict which took place in the Northern and Eastern Provinces or its aftermath, in connection with political unrest or civil disturbances or as an enforced disappearance. The OMP’s mandate further includes members of the armed forces or police who are identified as missing in action. The OMP’s mandate requires it to establish regional offices in order to ensure better access to affected families across the country.

Under the guidance and direct supervision of the Chair of the OMP, the Coordinator is expected to assist the OMP Commissioner and senior staff member to assist to develop the capacity of its regional offices in the North and East. The position will be based in OMP Field Office in North or East with frequent travel among the offices. 

  • Oversee regional offices through the supervision of regional coordinators
  • Contribute in establishing new regional offices, including identifying suitable office space and assisting Head Office in the recruitment of staff for the regional office.
  • Sound contributions in evaluating capacities of staff in regional offices and assist in the training and re-training of staff, including regional coordinators.
  • Provide support to the regional office and OMP headquarters in drawing up annual plans and activity plans of regional offices
  • Management support in ensuring the smooth and effective functioning of the regional office, including administrative and financial systems and reporting to Head Office on progress of activities.
  • Assist with the regional offices to organize outreach.
  • Assist in the identifying of protection needs and planning of protection strategy in regional offices.
  • Monitor developments in the region to identify measures to be taken by OMP, including at policy level and follow up with Ministries and other State Institutions.
  • Liaise with Head of Data for proper data management.
  • Share learning with regional coordinator in the regional offices outside the North and East.
  • Required to travel within the area of the Regional Office and perform any other task assigned by the senior management of the OMP.

  • Close monitoring of the activities
  • Develop, maintain and update a comprehensive information tracking system to record all documents and information

  • Has to be willing to travel and temporarily reside in different parts of the North and East.

  • Displays cultural, gender, religion, race, nationality and age sensitivity and adaptability
  • Computer proficiency including professional office software packages (Microsoft Office);  

Education

  • A Degree in Law/ Human Rights/ Management/ Administration/ Human Resource Management/ Public Management or relevant subject area is preferred. Secondary education as a minimum is required.

Experience

  • A minimum of 8 experience in the relevant field to the post; A degree in the relevant field may substitute some of the required years of experience.
  • Demonstrated knowledge of relationship building and managing staff;
  • Knowledge in the field of human rights and or disappearances;
  • Experience in dealing with multiple stakeholders including state entities;
  • Experience dealing with families affected by disappearances and other human rights violations;
  • Knowledge and experience of working with the Office on Missing Persons is an asset;

Languages

  • Excellent written and oral communication skills in English and Tamil;
  • Knowledge of Sinhala is preferable.
