    DRC Bangladesh:

    The Danish Refugee Council (DRC), one of the world’s leading NGOs, with a focus on responding to displacement, have been registered in Bangladesh since 2013. In 2017, in response to the Rohingya influx, DRC launched an integrated program of support to the government in site management, shelter/NFI and protection. In 2018 and 2019 DRC implemented aid projects in support of the host communities most affected by the influx of refugees. As a key part of this, DRC opened a main office in Cox’s Bazar, and a support/liaison office in Dhaka.

    Overall purpose of the role:

    The Protection Coordinator has the overall responsibility for the programme strategy, quality and development of protection of DRC. S/he will work closely with all other Coordinators and Programme Managers to provide integrated programming, support mainstreaming activities and aspire to the provision of a continuum of care throughout DRC camps and host communities where there are programmatic interventions which are both evidence based and quality assured. The role provides technical guidance, quality monitoring and support to the Protection Case Management, Protection Monitoring, Community-Based Protection, Gender-based Violence and Child Protection Programmes by DRC in Rohingya Refugee Response. S/he will be responsible for coordinating with the internal DRC sector teams, including camp management, shelter and infrastructure, grants and MEAL; as well as the external communication including the Inter Sectoral Coordination Groups (ISCG), sector technical working groups, donors and relevant UN agencies

    RESPONSIBILITIES:

    Programming and Coordination

    • Develop the Protection Programme Strategy and guidance for Rohingya Refugee Response and Bangladesh Country programme in consultation with HOP and other technical coordinators
    • Ensure program quality in protection programming across DRC country program and provide technical guidance/support to timely protection deliverables; in addition to ensuring quality donor reporting, advocacy and policy notes and other protection reports
    • Provide oversight of technical aspects of protection staff’s work in ensuring quality implementation of protection activities at field and data level;
    • Identify gaps and opportunities for protection programming and lead/support on proposal development not only in Cox’s Bazar but seeking national opportunities also in coordination with the HoP and other sector coordinators;
    • Develop strong collaborative approaches with all sector coordinators and managers to ensure that optimal evidence based, relevant and agile programming can be achieved that is responsive to the needs of the beneficiaries.
    • Develop and roll out protection mainstreaming strategy and provide inputs to, and advocate for, mainstreaming protection in proposals and interventions;
    • Provide trainings and capacity building for Protection Managers, Team Leaders and other staff based on need;
    • Conduct regular technical monitoring for the teams on site in field locations;
    • Ensure project accomplishments according to specifications and targets;
    • Provide trainings on protection mainstreaming and other specialized topics as per need;
    • Maintain up to date knowledge of protection issues and share this information with donors, coordination meetings, all teams and senior management as appropriate;
    • Provide technical advice on planning assessments; participate in protection assessments as needed;
    • Ensure protection related information products are standardized and up to date in collaboration with the Advocacy Advisor and manage information flows to and from the field in addition to Sector meetings
    • Support advocacy initiatives in the country programme and on the Rohingya Refugee Response
    • Develop/strengthen a protection data collection and management system as required working closely with the Protection Monitoring Team, Protection Information Manager and DRC MEAL ensuring that all activities are being appropriately monitored, evaluated and lessons shared;
    • Support program standardization and sharing of experiences, lessons learned, and best practices across DRC-supported sites and with other agencies;
    • Act as the DRC Bangladesh focal point for PSEA providing training and awareness raising and be an active member of the PSEA Network
    • With the teams identify potential local partners to work with in protection activities
    • Working with the team develop a succession and nationalization plan

    Representation

    • Attend national level protection cluster as well as other protection related meetings as is relevant; respond to requests for information from protection cluster and related sub-clusters; attend donor meetings with HoP as appropriate.
    • Provide feedback to the SMT regarding any issues identified from meetings
    • Advocate and guide advocacy on protection issues;

    Organisation, administration and personnel management

    • Provide technical questions and support to interviews for protection expat and national staff recruitment and management
    • Provide support and insight to, technical specialists and consultants as required

    Training and capacity building

    • Identify training gaps among protection staff;
    • Organize and facilitate capacity building plan to protection staff based on identified needs, updates from HQ and other resources that may be available
    • Provide trainings and updates to new staff members on PSEA at induction both expat and national
    • Offer trainings on protection issues to ensure there is mainstreamed understanding by all sectors

    Accountability

    • Ensure that DRC’s protection programming meets accountability obligations and is carried out in accordance with the Common Humanitarian Standards and Quality Management (ref. Program Handbook Annex 15 and related tools).

    To be successful in this role you should have,

    Experience and technical competencies:

    • Master’s degree in law, social science, or other relevant field.
    • Minimum of 5 years’ experience providing technical advice and capacity building in protection;
    • Significant demonstrated implementation experience in protection in refugee camp and host communities, in disaster, conflict and post conflict settings;
    • Knowledge of related international standards and frameworks;
    • Demonstrated experience with strategic programming and planning, monitoring and evaluation;
    • Proven analytical skills and ability to work with others to develop strategy into action and communicating and influencing this to a wider audience;
    • Ability to influence and liaise effectively with key Stakeholders with successful track record in initiating Cultivating and securing support from donors, Partners and authorities;
    • Demonstrated ability to improve program quality through the provision of technical advice;
    • Demonstrated ability to work creatively, innovatively and effectively with limited direct supervision;
    • Commitment to DRC’s overall aims and policies and experience of promoting gender equity and ensuring vulnerable people’s needs are met;
    • Excellent interpersonal skills and demonstrated ability to establish effective and working relations with national staff members and other stakeholders.
