    About the job

    The Project Manager (Site Management) will manage and technically oversee DRC’s Site Managment work in Libya. He/She will offer needed technical support to staff in DRC’s office rolling out the ambitious new program and building an energetic and well skilled team. DRC is currently implementing a Site Management project in urban areas of Tripoli. The project is within its infancy and requires a candidate willing to lead and build a strong team working efficiently with other DRC departments and external organisations.

    The Project Manager (Site Management) for Tripoli, Libya will plan and oversee the implementation of project activities as per the program stragey and workplan, provide technical guidance and capacity building to the Site Management team, taking the lead in developing, improving and planning new activities according to the country and Site Management strategy and engage with key stakeholders. He/She is additionally expected to manage the Site Management team leaders and officers and overseeing the project cycle management in close collaboration with the Area Manager in Tripoli.

    The position is required to have significant experience designing and implementing area-based programs in urban settings. In particular, the Project Manager (Site Management) will play a key role in providing hands-on, field-based management and capacity building to DRC’s Site Management teams. The position will collaborate closely with DRC’s Protection, Shelter and Livelihood teams, contributing to more hollistic programming and efficiencies and to ensure technical rigor and the consistent application of DRC’s approaches, methods and tools. Your main duties and responsibilities will be:

    Project management

    • Support on the development of DRC Strategy, ensuring that the strategy is informed by sound analysis, with consultations with teams and concerned stakeholders and that programmes strategies are devised in promotion of DRC’s values, culture and beliefs; and that the strategy is gender and conflict sensitive.
    • Develop and undertake needs assessments to inform program design and strategic direction. Conduct frequent rapid needs assessment of the situation in the event of emergency in collaboration with other stakeholders to address related problems
    • Develop and manage programme monitoring and implementation tools and processes pertaining to the effective management of the programme, including project workplans, monthly workplans, weekly team meetings, review meetings, SOPs etc.
    • Contribute to the development of the site management strategy and programme, generating evidence to guide programme design and interventions.
    • Oversee the planning and implementation of activities by programme staff to ensure the effective and timely implementation of all projects.
    • Support in the development programme and monitoring tools in collaboration with the MEAL team
    • Monitor programme objectives, outputs, indicators and activities – ensuring team remain on track as per agreed donor commitments

    Ensure learning from the programme is documented/captured, consolidated and disseminated, contributing to knowledge building and sharing within Libya and globally to influence policies and programme planning

    • Identify and develop strategic and complimentary entry points into other DRC programming sectors and/or externally
    • Undertake quality control and site monitoring to ensure that services provided are according to international best practice standards.
    • Ensure the timely and quality delivery of all Site Management-related organizational and project reports and staff contributions to organizational monitoring and evaluation requirements to ensure project quality, relevance and accountability to DRC’s beneficiary populations.
    • Collaborate with the Area Manager to ensure field-based records and documentation are properly managed and compliant with DRC requirements and best practices

    Coordination:

    • Participate in coordination at country level representing DRC Site Management program as needed.
    • Develop and build a robust referral system with actors external to DRC
    • In coordination with the Protection Manager coordinate at the technical and operational level with other Consoritum members to ensure effective collaboration and synergies on the implementation of the projects. To this end, contribute to the joint planning of activities and facilitate services referrals.

    Technical support:

    • Provide technical oversight of all Site Assessments, Complaints and Feedback Response Mechanism setups and Communicating with Communities activities in compliance with DRC and Global CCCM guidelines.
    • Contribute in the design and contextualization of all assessment tools and guidelines according to international standards and best practices, ensuring technical rigor and the consistent application of CCCM/out-of-camp/area-based approaches, methods and tools.
    • Promote improved understanding of Site Management issues among relevant stakeholders, including area-based approaches and specific issues related to the management of urban crises.
    • Ensure that ethical and statistically-sound data collection and Site Management-related information management systems are in place and used for analysis, planning, evaluation, and advocacy.
    • Technically lead needs assessments as needed, including developing appropriate tools to inform program design as well as identify risks and vulnerabilities, including those related to gender, age and diversity.
    • Oversee the designing and development of programmatic plans related to Site Management
    • Develop and facilitate trainings and workshops for staff, beneficiaries and other stakeholders
    • Ensure in collaboration with the Protection team that Protection is mainstreamed in Site Management activities
    • Collaborate closely with DRC’s Tripoli based Protection Manager to ensure technical rigor and the consistent application of DRC’s protection approaches, methods and tools into Site Management
    • Contribute to the strategic direction of Libya’s programming as a whole through active and ongoing participation in and contribution to strategic planning meetings and development of strategic documents.

    Human Resources:

    • Directly manage staff in line with DRCs performance management processes, providing on-going mentorship and support to all staff
    • Support recruitment processes for the Site Management teams and ensure that relevant staffing structures are in place and are reflective of appropriate gender balance.
    • Promote professional development by identifying training and capacity building opportunities and ensure Site Management staff are well versed in core Global CCCM and Area-based management concepts and guidelines, DRC’s code of conduct, accountability, respectful dialogue with the refugee population, and prevention of sexual exploitation and abuse.
    • Set clear objectives for the Site Management team and do timely performance evaluations.

    Finance/Grants management

    • In coordination with the Finance Manager, ensure the effective financial management of the differents projects budgets. To this end, plan and authorize expenditures as per existing budgets, review cash books and BFUs, produce budget forecasts and cash flow projections etc
    • In coordination with the Head of Programme, the Grants Coordinator and the MEAL Manager develop project proposals/CNs and project revisions based on identified gaps and needs as well as strategic priorities. To this end, define programme activities, logframes and budgets based on baseline assessments and internal learning.
    • In coordination with the Area Manager, the MEAL Manager and the Grants Coordinator, produce and consolidate donor/project reports by providing programme activities so as to ensure accurate, coherent and timely reporting.
    • Ensure appropriate financial and project documentation on all project activities in collaboration with the Area manager, DRC finance and support team

    About you

    To be successful in this role we expect you to have minimum 5 years of experience in an entry to mid-level position, preferably with experience in the field of humanitarian response and refugee protection working for an international NGO or UN agency in a management role. Moreover, we also expect the following:

    Required

    • Solid experience in project development and management; including ability to lead on assessments, design, implementation, monitoring; with good skills in proposal writing/reporting and budget
    • Experience in urban programming, out-of-camp displacement or area-based approaches
    • Experience with capacity building, and organizing and facilitating trainings and workshops.
    • Excellent interpersonal and demonstrated ability to establish effective and working relations with staff members and other stakeholders.
    • Commitment to integrate gender, conflict sensitivity and accountability into programming
    • Strong capacity in influencing and engaging a range of stakeholders; with proven representational skills and the ability to advocate in line with humanitarian principles
    • Demonstrate ability in thinking creatively and practically to improve the quality of programming and achieve greater impact
    • Ability to work well under pressure and in adverse conditions with experience in working in cross-cultural, multi-sector, insecure, and/or remote environments.
    • Commitment to learning and implementing organizational policies and procedures.
    • A Bachelor degree in social sciences, humanitarian or international development studies, or other relevant field from a recognized institution.
    • Excellent verbal and written proficiency in English.

    Desirable

    • Arabic language skills are highly preferable
