Recently, the UNOPS, UN Development Programme (UNDP) and UN Women developed the joint programme called National Resilience Programme (NRP) in Bangladesh which aims to sustain the resilience of human and economic development in Bangladesh through inclusive, gender responsive resilience building. The joint programme focuses on developing national capacities in the areas of: risk-informed and gender-responsive development planning, capacities to address sustainability and resilience in a gender responsive manner, improved capacities of selected public institutions to achieve resilient institutions through risk-informed, gender-responsive infrastructure systems, enhance women’s leadership disaster response and management; and finally, to strengthen community-level preparedness, response and recovery capacities.

Under the Joint Programme, UNOPS is providing technical assistance to Local Government Engineering Department: (LGED) and other public institutions to achieve resilient infrastructure outcomes through designing and constructing risk-informed, gender responsive infrastructure systems that lay the foundations for long-term socially inclusive infrastructure systems. In particular, UNOPS will contribute to the achievement of the over-all programme by:

  • Strengthening LGED asset management system and decision-making capacities for determining priorities associated with new development, maintenance and/or retrofitting of existing assets;
  • Strengthening project evaluation criteria and capacities within LGED and other divisions, improve coordination and reduce duplication;
  • Creating an applied understanding and capacity to introduce the concept of failure analysis to enhance build-back-better in reconstruction;
  • Strengthening LGED professional capacities for Junior and mid-level engineers in the areas of design, construction and management/maintenance of resilient infrastructures;

Within this context, UNOPS-NRP is in a need of Project Management Support Senior Associate (PMSA) who will provide support to the project implementation in the areas of liaison, communication, reporting, monitoring and evaluation.

The PMS Senior Associate shall have a direct reporting line to the Team Leader and will support in the areas of project’s monitoring, coordination and training activities with the implementing partners, assist in report preparation.

The PMS Senior Associate will report to the Team Leader. She/he will be expected to provide support to monitor and interact with project stakeholders in the implementation of the project activities. She/he will support the UNOPS Project Team Leader to develop and strengthen M&E tool reporting mechanisms of the project, in order to ensure; i) a timely and consistent reporting on project implementation, both for internal and external purposes; ii) effective support to the Team Leader and International Curriculum Specialist in the organization and delivery of the training activities; iii) an effective coordination mechanism and technical input to develop a gender marker for Local Government Engineering Department:; iv) effective management support to Team Leader to comply with the UNOPS project management compliances .

Hi/she will support the Team Leader on drafting reports for donors and any other required internal report, including financial reporting, according to UNOPS PMM requirements. Specifically the Project Management Support Senior Associate will be responsible for:a) Providing support to the project implementation monitoring, evaluation, reporting and documentation:

  • Support to develop, maintain and track the monitoring and reporting framework for the NRP (UNOPS component)
  • Work closely with the Team Leader and Project Team members to support the implementation of the monitoring and reporting plan in a standardized and coherent manner;
  • Drafting of regular project progress reports to UNOPS Management, donor and other recipients for review by the Team Leader;
  • Develop, update and track the activity schedule of the project and request inputs from the technical leads for reporting purposes;
  • Develop, update and expand the event calendar of the project to reflect it in annual, semi-annual financial and narrative report;
  • Supports the Team Leader and the whole project team to ensure all project administration tasks are completed in accordance with and internal processes and governance;
  • Support in preparing, organizing and documentation of project meetings and prepare meeting minutes;
  • Support the Team Leader in coordinating with external project stakeholders by attending meetings, preparing or editing report;
  • Document and maintain the lessons log, risks and issues of the Project implementation using the exiting UNOPS templates
  • Maintaining project’s electronic file structure and ensuring the files are readily available as and when requested;
  • Disseminate relevant information with the key project partners and other delegated personnel as maybe requested by Team Leader
  • Receive and check outputs prepared by consultants/technical personnel as per the M&E indicators/milestones.

b) Providing support in the organization and delivery of training/workshop events:

  • Prepare and maintain the training calendar and preparing budget for the planned training/workshop event
  • Prepare required documentation of the planned training/workshop event and initiate requisition for the goods and services for the training/workshop activities of the NRP UNOPS project
  • Assist with the translation/ narration of the training content during the delivery of the training/workshop programmes;
  • Support logistical preparations for training events, seminars and workshops
  • Support and follow up with processing, administrative, financial and procurement tasks required for project execution in collaboration with UNOPS support services in country office and hub office;
  • Follow up on the services by contractors and consultants in regards to completion of tasks
  • Receive and check training related invoices, financial documents and share with the project support service to get approval from the Team Leader and further processing;

c) Support to the development and piloting of the Gender Marker for Local Government Engineering Department: (LGED):

  • Communicate and follow up with LGED project team to sign and circulate information for formal/informal meeting sessions on Gender Marker development.
  • Capture the key discussions, prepare minutes and disseminate the meeting notes with the internal and external parties;
  • Arrange regular feedback meeting and present the progress of the gender marker initiatives for UNOPS management and LGED client;and

d) Liaise with appropriate LGED and Government of Bangladesh counterparts for the successful conduct of agreed actions based on the project implementation Plan:

  • Document the key action points during meetings and interactions among UNOPS, LGED and other project stakeholders
  • Coordinate and liaise with appropriate government partners as and when required;
  • Support Team Leader and Project team members to set meetings with government partners and counterparts; and
  • Follow through actions points with different government offices as required and agreed.

Education

  • .Secondary education is required

Work Experience

  • Secondary education with 7 years of relevant work experience is required. A Bachelor’s or a Master’s degree in the relevant field of studies may substitute for some of the required work experience.
  • Experience in data analysis and report writing, monitoring, reporting, evaluation and communication desired.
  • Demonstrated experience in working alongside government partners and stakeholders is a great asset.
  • Demonstrated experience in organizing and delivering training, workshops and similar activities particularly for the government sector is desired
  • Functional knowledge of M&E frameworks is desired

  • Fluency in English & Bengali is essential (must be able to effectively communicate in both oral and written)
