Organizational Setting The Land and Water Division aims at enhancing the agricultural productivity and advancing the sustainable use of land and water resources through their improved tenure, management, development and conservation. It addresses the challenges member countries face in ensuring productive and efficient use of land and water resources in order to meet present and future demands for agricultural products, while ensuring the long-term sustainability of the land and water quantity and quality. It promotes equitable access to these natural resources with a view to enhancing productivity, livelihoods and ecosystem services. It provides assistance to member nations in developing policies, programmes, best practices and tools in the fields of irrigation and drainage, soil conservation, drought mitigation, water rights, access to natural resources, and improvement of land markets. The post is located in the Land and Water Division of FAO headquarters, Rome, Italy.

Reporting Lines The Programme Officer reports to the Senior Water Officer, under the overall guidance of the Director, Land and Water Division (CBL).

Technical Focus The incumbent will support the lead of CBL project Strengthening Natural Resources Management Capacities to Revitalize Agriculture in Fragile Contexts, with the effective development, quality control and timely management of the project activities.

Key Results Develop, implement, monitor and evaluate assigned programme/projects.

Key Functions

  • Carries out basic research on selected aspects of programmes, operations and other activities; collects, analyses and presents statistical data and other information gathered from diverse sources;
  • Provides substantive support for policy coordination and evaluation functions, including the review and analysis of emerging development issues and trends, participation in impact evaluation or equivalent studies;
  • Participates in survey initiatives; issues data collection tools, reviews, analyses and interprets responses, identifies problems/issues and prepares preliminary conclusions;
  • Contributes to the preparation of various written outputs, e.g. draft background papers, analytical notes, sections of reports and studies, inputs to publications;
  • Undertakes outreach activities; participates in the development of training workshops, seminars; participates in and makes presentations on assigned topics/activities;
  • Participates in field missions, including provision of substantive and administrative support, data collection, etc.;
  • Coordinates activities related to budget funding (programme/project preparation and submissions, progress reports, financial statements) and preparation of related documents/reports (pledging, work programme, programme budget).

Specific Functions

  • Supports the development and effective operational implementation of the project, including supervision and coordination of activities with project partners at global and country level, budget monitoring and reporting to donors according to donor requirements;
  • Supports the coordination activities, including planning, operations and monitoring tasks, in collaboration with stakeholders and beneficiaries;
  • Contributes to raise awareness and visibility of the projects and ensures stakeholders’ and beneficiaries’ engagement;
  • Analyses data and information from project target countries to assess capacity needs in the land and water fields, working in collaboration with the assessment team;
  • Supports the project capacity building events and provides support to the design of dedicated modules, taking into account the countries’ assessed needs;
  • Supports the selection of service providers and implementing partners, drafts agreements/contracts and supports the preparation and completion of workshops and trainings in consultation with government stakeholders and consultants;
  • Assists in developing programmatic and financial documentation to government stakeholders and relevant parties
  • Contributes to the development of knowledge sharing tools relation to the project and prepares reports (monthly – final), project related technical briefs, manuals, case studies and best practices, in coordination with technical consultants;
  • Provides support for ensuring the proper implementation of the monitoring framework, carries out data collection and surveys, backstop monitoring and evaluation of field activities;
  • Participates in partner meetings to present project results;
  • Performs any other duties, as required.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

  • Advanced university degree in natural resources management, international relations, environment, hydrology or related fields;
  • Three years of relevant experience in land and water resources related activities, including water resources assessment, operations and management;
  • Working knowledge of English and limited knowledge of another FAO official language (Arabic, Chinese, French, Russian or Spanish).

Technical/Functional Skills

  • Work experience in more than one location or area of work, particularly in field positions is desirable;
  • Extent and relevance of experience in trainings and capacity building programmes and in providing support to with stakeholders and institutional partners;
  • Extent and relevance of experience in collecting and analysing technical information and data;
  • Extent and relevance of experience in the preparation, editing and revision of technical/scientific documents and in organizing meetings and workshops.
