Pakistan was the sixth country in the world to sign and ratify the Convention on the Rights of the Child, less than one year after it was adopted by the United Nations General Assembly in 1989. However, children and adolescents living in Pakistan still face acute challenges.

UNICEF supports the Government of Pakistan to accelerate progress for children, work to achieve the Sustainable Development Goals (SDGs) and help children realize their rights under the Convention on the Rights of Children. This will be made through, among others things, strong partnerships with provincial authorities, teachers and health professionals, frontline workers and social mobilisers, communities and families, and of course the children and adolescents themselves.

  • Every child is protected from violence and exploitation and registered at birth.

UNICEF is working in Khyber Pakhtunkhwa Merged Districts (KPMD) (erstwhile FATA) of Khyber Pakhtunkhwa province through different donor funding streams. i.e. DFID, Canadian High Commission, etc. and implementing integrated programme in health, education, WASH, child protection and Nutrition, in order to build stability and reduce poverty to help sustain the return and restructuring process in KPMD.

Under the supervision and guidance of the Programme Manager, the Programme Officer (Reporting & Knowledge Management) will be primarily responsible for production/strengthening of evidence and result-based reports. S/he will also support quality assurance of programme implementation through, reporting, preparation of situation reports, internal and external updates, periodic donor reports and knowledge management including field monitoring and third-party monitoring reports.

How can you make a difference?

The incumbent shall be responsible for the following duties:

Within the delegated authority and the given organization set-up, the incumbent will be accountable for the following major duties and end results related to programme management in KPMD:

1. Reporting and Documentation

  • Ensure timely preparation of high quality internal and external progress reports by standardizing formats, contents and ensuring adherence to donor/UNICEF global standards and requirements/agreements. Provide support in financial verification, reporting and quality assurance.
  • Coordination with programme sections for development of inputs followed by review and consolidation.
  • Support the programme components to effectively monitor and report on the sectoral and cross-sectoral programme component results and facilitate programme coherence and convergence, including progress on the implementation of the cross-sectoral strategy.
  • Compile programme implementation and monitoring information/data and make them available to programme sections. Contribute to the preparation of reports drawing on monitoring and analysis of key indicators. Assist in the preparation of reports on systemic issues or any other analysis or data related to programme implementation.
  • Support in producing updates, reports, presentations for government departments.
  • Effectively liaise with all government counterparts/NGO partners to gather the information required for the reports and other program documents.

2. Knowledge Management for Programme

  • Ensure that area/country programmes are strengthened by knowledge management through data collection and analysis, complete and accurate reporting as well as participation in the Programme Knowledge Network system of ‘lessons learned’ and other corporate-level databases.
  • Develop partnerships and collaboration with internal and external counterparts, including those of the UN and national partners, in order to improve the ability to collect and disseminate development data and information, exchange information on programme/project status and implementation.
  • Establish and maintain linkage with UNICEF Country Office to ensure the availability of current and accurate programme data.
  • Package a resource pack (profile brochures, success stories, case studies) by developing essential material such as maps, pictures and information to improve understanding of the issues in the context of work done by UNICEF to create an appreciation of the interventions UNICEF has undertaken on ground to address the myriad issues affecting children in the tribal districts.
  • Act as a Safeguarding/Grievance Redress Mechanisms (GRM) representative for UNICEF and also collate, update and report on online portal for safeguarding, GRM tool, etc.

3. Optimum Use of Programme Funds

  • Support development of costed work-plans, financial forecasts and monitoring of the financial progress.
  • Support allocation and disbursement of programme funds, ensuring that funds are properly coordinated, monitored and liquidated.
  • Ensure financial efficiency and delivery through transparent approach to programme planning, monitoring and evaluation.
  • Participate in key events, review meetings and represent UNICEF as where required.

  • Develop and periodically update Value for Money (VfM), Risk Assessment, Asset Register, etc.

To qualify as an advocate for every child you will have…

  • A university degree (Bachelor’s or higher) in social sciences or other relevant discipline is required.
  • A minimum of two years of relevant work experience is required; special preference will be given to experience working on DFID funded programmes, especially DFID related documents, such as: Value for Money, Grievance Redress Mechanisms, Conflict Analysis, Risk Registers, Asset Registers etc.
  • Fluency in English is required. Knowledge of local language of the duty station is an asset.
