  • UNDP has an extensive and growing Governance portfolio in PNG covering a wide range of work and services to its partners and clients in line with the key priorities of the PNG Government and UNDP Country Programme Document. These include policy and advisory support on democratic governance and development issues, finance management, parliamentary strengthening, political party reforms, peacebuilding and conflict prevention, electoral support, private sector engagement and promotion of human rights and gender equality through work on gender-based violence prevention and supporting women’s leadership roles. UNDP also works to support development of policy, promoting civic engagement to advance the 2030 Agenda on the Sustainable Development Goals.

    Under the guidance and direct supervision of the Assistant Resident Representative responsible for Governance, the Programme Analyst is responsible for management of UNDP programme within the thematic/sectoral areas assigned. The Programme Analyst analyzes political, social and economic trends and leads formulation, management and evaluation of programme activities within his/her portfolio, provides policy advice services.

    The Programme Analyst will assist with supervising the programme support staff and coordinating activities of the Governance portfolio. The Programme Analyst will work in close collaboration with the operations team, programme staff in other UN Agencies, UNDP HQs staff and Government officials, technical advisors and experts, multi-lateral and bi-lateral donors and civil society ensuring successful UNDP programme implementation.

    Ensures implementation of programme strategies focusing on achievement of the following results by support the Governance portfolio through the following:

    Ensures effective management of the CO programme within the thematic/sectoral areas assigned  focusing on quality control from formulation to implementation of the UNDP PNG Country Programme Document (CPD) on support such as:

    Ensures creation of strategic partnerships and implementation of the resource mobilization strategy by supporting the portfolio on work such as:

    Ensures provision of top quality policy advice services to the Government and facilitation of knowledge building and management by undertaking work such as:

     Education:

    • Master’s degree in social policy, public policy, politics, economics, development studies or a related area.
    • Where a candidate has no Master’s degree, a Bachelor’s degree with a minimum of 4 years of relevant experience will be considered.

    Experience:

    • 2 years (with Master’s degree) or 4 years (with Bachelor’s degree) of relevant experience at the national or international level in providing management advisory services, hands-on experience in design, monitoring and evaluation of development projects.
    • Experience in the usage of computers and office software packages, experience in handling of web-based management systems.

    Language Requirements:

    • Proficiency in English.
