UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

The Fiji Multi Country Office (MCO) covers 14 Pacific countries, with field offices/presence in 6 countries, and five ‘focus countries’ (Fiji, Vanuatu, Solomon Islands, Tonga and Samoa). Each field presence is led by a national Country Programme Coordinator. UN Women, in partnership with Pacific Islands Governments, regional organizations, CSOs, donors and UN agencies, focuses on delivering within four interlinked programme areas:

  • Women’s Political Empowerment and Leadership (WPEL)
  • Women’s Economic Empowerment (WEE)
  • Ending Violence Against Women and Girls (EVAWG)
  • Gender and Protection in Humanitarian Action (GPiHA) and Disaster Risk Reduction

UN Women is the IASC-endorsed lead for the Pacific Humanitarian Team (PHT)’s Pacific Humanitarian Protection Cluster (PHPC). The situation varies by country, with national clusters led by government (typically Women’s Ministries). During disaster response, UN Women leverages its existing programmes to support local development partners to respond to the needs, for example, of people with disabilities, GBV survivors, and general provision of psychological first aid. Through the combination of coordinator and responder roles, UN Women promotes gender- and protection-sensitive disaster preparedness, response and recovery. In addition to its response capacity, the Fiji MCO also manages a growing portfolio of longer-term projects on gender and resilience.

About the Position: Reporting to the Humanitarian and Protection Specialist, the Programme Analyst contributes to the effective management of UN Women programmes in the MCO by providing substantive inputs to programme design, formulation, implementation and evaluation. The Programme Analyst guides and facilitates the delivery of UN Women programmes by monitoring results achieved during implementation and ensuring appropriate application of systems and procedures and develops enhancements if necessary. The Programme Analyst is expected to engage proactively with local and regional women leaders and UN Entities, particularly the Pacific Humanitarian Team (PHT), Protection Clusters and national protection committees to ensure gender issues are addressed on efforts related to humanitarian action, DRR and climate change at the regional and national level.

The Programme Analyst works in close collaboration with the programme and operations team, UN Women HQ staff, Government officials, multi and bi-lateral donors and civil society ensuring successful UN Women programme implementation under portfolio.

Duties and Responsibilities

Contribute technically to the development of programme strategies in the area of gender and humanitarian action:

  • Provide substantive inputs to the design and formulation of programme/ project proposals and initiatives on gender equality programming in humanitarian action, including disaster preparedness, disaster risk reduction and early recovery activities to country offices in the Pacific region and climate change;
  • Identify areas for support and intervention related to the programme;
  • Provide inputs to regular reviews and assessments of programming by the Fiji MCO on humanitarian issues.

Provide substantive technical support to the implementation and management of the gender and humanitarian programme:

  • Provide technical inputs to the annual workplan and budget;
  • Lead the implementation of programme activities including donor funded programmes;
  • Lead the coordination of the call/request for proposals, including the organization of technical review committees, and capacity assessment of partners;
  • Review, coordinate and monitor the submission of implementing partner financial and narrative reports;
  • Train partners on Results Based Management and monitor implementation.
  • Provide technical inputs to in pre- and post- disaster needs assessments to ensure gender aspects are adequately reflected and addressed;
  • Travel to disaster areas to support national disaster management offices and Departments of Women Affairs in mainstreaming gender equality and women’s empowerment through the Protection Cluster or alternate mechanisms as appropriate;

Provide technical assistance and capacity development to project/programme partners:

  • Draft and implement tools and capacity-building training activities in the region to enhance stakeholders’ skill and knowledge of humanitarian systems on gender mainstreaming in disaster preparedness, risk reduction, humanitarian response and recovery;
  • Coordinate and provide technical support in the implementation of programme activities;
  • Maintain relationships with national partners to support implementation and expansion of the gender, humanitarian action programme;
  • Identify opportunities for capacity building of partners and facilitate technical/ programming support and trainings to partners, as needed;
  • Build and maintain partnerships with member states and non-governmental partners in the region for key programming initiatives and build synergies for effective gender equality programming and advocacy;

Provide technical inputs to the monitoring and reporting of the programme/ project:

  • Monitor gender and humanitarian regional and country programme performance and track progress to assess impact and compliance with sustainable development goals and results-based performance indicators and to provide inputs to future programme orientation;
  • Monitor the delivery status and prepare periodic written progress updates – both narrative and financial – in relation to the agreed work plan and implementation strategy;
  • Draft reports on monitoring missions, programme results s, outputs and outcomes;
  • Provide substantive inputs to the preparation of donor and UN Women reports.

Provide substantive inputs to building partnerships and resource mobilization strategies:

  • Provide substantive inputs to resource mobilization strategies; analyze and maintain information and databases;
  • Draft inputs to relevant documentation such as project summaries, conference papers, briefing notes, speeches, and donor profiles;
  • Participate in donor meetings and public information events, as delegated.

Provide technical support to inter-agency coordination on gender, humanitarian action and disaster risk reduction to achieve coherence and alignment of UN Women programmes with other partners in the country:

  • Provide substantive technical inputs to the Pacific Humanitarian Team and Humanitarian Clusters; the Protection Cluster within the Pacific Humanitarian Team and at the national level during emergencies and for disaster preparedness;
  • Provide technical support to the MCO Management on inter-agency coordination related activities by drafting background reports and briefs;
  • Participate in and support relevant regional inter-agency and inter-governmental forums and UN system-wide inter-agency tasks forces in the region.

Provide substantive inputs to advocacy, knowledge building and communication efforts:

  • Promote the use and improvement of knowledge management mechanisms to share information about gender and humanitarian action related initiatives;
  • Identify and Share lessons learnt, technical and strategic position papers, presentations, advisory and briefing notes, as needed;
  • Provide technical inputs to the development of relevant advocacy and communication/information materials at the regional and national level to address gender (in) equality issues, including support to HC/RC advocacy efforts.

Required Skills and Experience

Education and Certification:

  • Master’s degree or equivalent in social sciences, human rights, gender/women’s studies, international development, environmental studies or a related field is required;
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree;
  • A project/programme management certification would be an added advantage.


  • At least 2 years of progressively responsible work experience in development programme/project implementation, coordination, monitoring and evaluation, donor reporting and capacity building;
  • Technical experience in the gender, disaster risk reduction and/or climate change;
  • Experience working in humanitarian response as an asset;
  • Experience working with civil society organizations and networks in the Pacific;
  • Experience coordinating and liaising with government agencies and/or donors is an asset.


  • Fluency in English is required;
  • Knowledge of the other UN official working language is an asset.
