    Program Delivery (PDEL) – Pact exists to help create a world where those who are poor and marginalized exercise their voice, build their own solutions, and take ownership of their future.     Position Overview

    The Program Manager, Global Programs, plays a significant role in directly contributing to successful global program delivery in keeping Pact’s promise of improving the lives of those who are poor and marginalized by coordinating, and delivering technical, management, financial, and administrative assistance to a project portfolio, and by guiding program delivery and technical teams in supporting this portfolio. The Program Manager also supervises the Global program delivery team in addition to providing targeted support to a country(s) portfolio. The Program Manager reports to the Senior Vice President, Country Programs and Operations.

    Key Responsibilities

    The Program Manager, Global Programs, supports Pact’s larger portfolios and programs from a technical, budget and management perspective. The position takes leadership responsibility for the Global programs portfolio support in DC and may manage program officers, program specialists, and interns at all levels to achieve high-performance program delivery results. The position, as a senior team member, is expected to meet their performance objectives independently.

    Program Management:

    • Manage projects under the Global Programs portfolio, coordinating workplans, budgets, monitoring, staffing and risks. Produce project reports and communications materials
    • Identify and analyze program-level quantitative and qualitative performance indicators and deliver a range of management, technical, administrative, and operational support services to empower and enable global programs in achieving +90% time and scope objectives on a quarterly and annual basis
    • Productively partner and collaborate with other Pact departments, including global project teams, Regional Program Delivery and Program Advancement, Agreement Management, Opportunity Development, Finance and Human Resources to ensure that portfolio-wide support is given when and where necessary, and build strong internal professional relationships with members of these support units
    • Develop functional technical experience and subject matter expertise in at least one core Pact program advancement area as appropriate in supporting their portfolio
    • Manage partner/donor relations on global projects where Pact serves as a subpartner
    • Contribute to consortium partner management and coordination where Pact serves as a prime partner
    • Partner with Pact operating unit executive and senior leadership (Pact UK, Pact Ventures, Pact Institute, etc.) and platforms (Mines to Market, Energy for Prosperity, etc.) to ensure that global engagements are effectively supported and managed in accordance with program delivery standard operating procedures

    Portfolio Leadership:

    • Manage and mentor Program Delivery, Global programs team members in successfully meeting team and individual performance objectives and professional development goals
    • Promote a culture of inclusion, learning, support, diversity, innovation, and risk-taking within their team and across their portfoli
    • Demonstrate engagement, creativity, and a drive to solve issues at a corporate level to create future and lasting efficiencies and quality improvements

    Thought Leadership:

    • Engage, cultivate, and build an extensive professional network related to portfolio-level programmatic areas with clients, donors, partners, and technical experts
    • Establish and maintain working relationships with the regional development community for building/maintaining/expanding the global portfolio
    • Meet with donors, partners and other stakeholders in DC and in-country
    • Represent Pact at external events
    • Promote interregional and global learning through the support of thought leadership through regional exchanges and peer learning

    Grow and Diversify:

    • Make a substantive, measurable contribution to portfolio-level annual new business targets by providing support across a range of opportunity development roles and responsibilities, including but not limited to, strategic prepositioning, small proposal management, technical research and writing, serving as proposal champion, thought leadership, recruitment, and pricing
    • Engage regularly with Program Advancement directors and other senior leaders around the organization to assess global opportunities, develop global opportunity development priorities, and ensure that extended, sometimes multi-year global opportunity capture plans, are supported and executed
    • Contribute to operationalization and implementation of Pact’s strategy to expand global programming in coordination with opportunity development, technical, and regional team
    • Conduct occasional travel, both domestically and internationally, to support global portfolio growth opportunities, coordinate with other Pact operating entities, and support project scoping, startup, and close down
    • Perform other duties as assigned by supervisor

    Basic Requirements

    • Bachelor’s degree in a field related to Pact’s mission, such as in international development, international relations, regional studies, economics, business, environmental studies, or public health
    • At least ten years of program management experience in international development or a related field (or 8 years with a Master’s degree)
    • Prior experience managing or supporting programs funded by major international development organizations, especially USAID
    • Prior experience supporting new business and strategy development
    • Ability and willingness to travel to low- and middle-income countries for three or more months per year
    • Fluency in English

    Preferred Qualifications

    • Proficiency in at least one other relevant language
    • Prior global opportunity business development experience and/or familiarity with global program management
    • Master’s degree in a field related to Pact’s mission, such as in international development, international relations, regional studies, economics, business, environmental studies, or public health
