    BACKGROUND

    Civil unrest, deepening economic crisis and clashes in several states of the Darfur region. Kordofan and the capital Khartoum have exacerbated the already precarious situation of millions of people in Sudan. The deepening crisis has knock-on effects on the humanitarian situation and the number of people that require humanitarian assistance has risen to more than 8 million. Soaring commodity prices, cash and fuel shortages, and the disruption of basic services have left vulnerable people struggling, especially those who are internally displaced, and refugees.

    CARE is one of the humanitarian actors responding to the needs and priorities of women, girls, men, and boys through short term and resilience-building actions since 2009. CARE International in Sudan is present in East Darfur, South Darfur, Kassala, Khartoum, and South Kordofan states providing humanitarian assistance as well as resilience and long term peacebuilding and governance support to communities affected by conflict and extreme poverty. CARE’s presence in these areas is in line with our overall strategy of reaching communities living in remote and underserved parts of Sudan. CARE is meeting the most urgent needs of the target groups by increasing access to safe water and sanitation facilities, developing inclusive WASH management structures, providing an emergency nutrition response through a CMAM protocol for malnourished children under five and pregnant and lactating women and also providing emergency and reproductive health support through Public Health Clinics. Our longer-term work focuses on peacebuilding, inclusive governance and women’s economic empowerment. In addition to IDPs and host communities, CARE is also supporting South Sudanese Refugees displaced by the conflict with critical humanitarian assistance.

    SCOPE OF WORK

    2.1 Purpose

    CARE is seeking to recruit a consultant on a short term basis to lead on the bid development of compelling, evidence-based proposals ad reports for CARE International in Sudan to donors. The consultant will coordinate the bid development process by working with CARE program and finance experts to bring together all necessary information and resources. Central to CARE’s approach is that in order to ensure equitable utilization of services, our projects must understand and address the existing gender inequalities and discrimination across all its programs by ensuring that women, girls and other at risk groups and individuals are included in project decision-making and that targeting and service outreach is inclusive.

    2.2 Specific tasks

    2.2.1 Develop and manage clear bids structures and bid plans to fully meet the bid’s requirements, and guide and chase all necessary content contributors, reviewing all content and reaching out timely

    2.2.2 Review secondary literature and build the evidence base for the bids write up

    2.2.3 Develop proposals in collaboration with PDQ and program team including annexures within agreed-upon deadlines

    2.2.4 Ensure quality project reporting with contribution from the field and other team members

    2.2.5. Liaise with CARE Member Partners in the submission of proposals and reports, as needed, in close coordination with Program and PDQ team

    2.2.6 Provide other supports as needed (mainly program design team)

    2.3 Expected Outputs

    2.3.1 Clear plans for project design and submission

    2.3.2 Communication on clear timelines for each required information and data with roles and responsibilities outlined for the Khartoum and field office level staffs 2.3.3 High-quality proposals and reports that are submitted within agreed timeframes that meet donor and CARE’s requirements (programmatic and financial).

    1. Reporting lines

    The consultant will closely work with the Program Director, PDQ Country Coordinator, the field team and reports to the PDQ CC.

    2. Requirements and Qualification

    CARE is looking for a consultant who has a strong background in, and understanding of, resilience, gender and protection in conflict and early recovery stages with track record of leading on successful bid/proposal development and exceptional communication skills. Experience in writing proposals for different donors such as ECHO is a distinct advantage with the following capacities.

    4.1 Program competencies

    • Knowledge and skills: knowledge of CARE policies and procedures, Sphere and the Red Cross/ NGO Code of Conduct. Requires general finance, administration, information management and telecommunication skills and proficiency in information technology/ computer skills.
    • People Skills: Ability to work independently and as a team player who demonstrates leadership and is able to support and train local and international staff and also able to work with conflict-affected communities in a sensitive and participatory manner.
    • Communication Skills: Well developed written and oral communication skills. Able to communicate clearly and sensitively with internal and external stakeholders as a representative of CARE. This includes effective negotiation and representation skills.
    • Integrity: Works with trustworthiness and integrity and has a clear commitment to CARE’s core values and humanitarian principles.
    • Resilience/Adaptability and flexibility: Ability to operate effectively under extreme circumstances including stress, high-security risks, and harsh living conditions. Works and lives with a flexible, adaptable and resilient manner.
    • Awareness and sensitivity of self and others: Demonstrates awareness and sensitivity to gender and diversity. Have experience and the ability to live and work in diverse cultural contexts in a culturally appropriate manner. Has a capacity to make accurate self-assessment particularly in high stress and high-security contexts.
    • Work style: Is well planned and organized even within a fluid working environment and has a capacity for initiative and decision making with competent analytical and problem-solving skills.

    4.2 Technical Competencies:

    • Experience in WASH, health, nutrition and peacebuilding sectors
    • Proven experience combining formal expertise on gender mainstreaming and gender equality with experience of applying these concretely to specific humanitarian program sectors, plans, policies and business processes.
    • Familiar with humanitarian programming and inter-agency coordination systems;
    • Masters or advanced degree in a relevant subject area;
    • Knowledge of training tools and methods and proven experience delivering training on gender-responsive programs;
    • Ability to communicate ideas in a culturally-sensitive manner and conducive to their practical application;
    • Experience in budget development and management;
