Background

The Joint UNDP-UN Environment Poverty-Environment Action for Sustainable Development Goals (PEA) programme is a global programme for the four-year period 2018–2022. Poverty-Environment Action builds on the deep experience of the UNDP–UN Environment Poverty-Environment Initiative (PEI). Over the past decade, PEI has pioneered integrated approaches to mainstreaming poverty-environment linkages in national development planning and implementation processes—first in support of national efforts to achieve the Millennium Development Goals, and now as a model for implementation of the 2030 Agenda and the Sustainable Development Goals (SDGs).

By building on PEI’s legacy, PEA is uniquely placed to ensure that the environmental dimension is not left behind when addressing poverty. Leveraging broader 2030 Agenda and SDG implementation processes provides new entry points not only to mainstream environmental sustainability and related climate concerns for poverty eradication, but also to gradually shift government priorities and resource allocation towards addressing these issues. Further, it provides opportunities to improve the quality of private sector investments to support poverty-environment objectives. This represents the new focus of PEA —aligning finance and investment with poverty, environment and climate objectives to accelerate SDG implementation.

PEA assists government decision-makers and a wide range of other stakeholders seeking to manage the environment in a way that improves livelihoods and leads to investments in sustainable growth that ensures economic growth and poverty reduction initiatives are not at the expense of the environment, with an overall aim to bring about lasting institutional change and to increase investment in pro-poor environmental and natural resource management.

PEA is being implemented in 4 countries in Africa (Malawi, Rwanda, Mozambique and Mauritania) with a hybrid technical assistance project in Tanzania. Furthermore, at up to 5 new Technical Assistance Projects are planned to be launched in Africa and Asia regions in late 2019 or in 2020. PEA is seeking to engage a national service contract holder to support the PEA Global Expert team in the following areas as outlined in the section Duties and responsibilities.

Duties and Responsibilities

The objective of this assignment is to provide technical advice on the development and implementation of technical assistance proposals as well as the implementation of Poverty-Environment Action projects in the Africa region.

1. Provide Technical Advice on the Development and Implementation of PEA Technical Assistance Proposals.

  • Co-ordinates an initial review of all new TA proposals.
  • Leads on the preparation of TA proposals in Africa and provide input to the development of TA proposals in Asia
  • Coordinates TA lessons learned
  • Provide Technical advice on the implementation of Technical Assistance Proposals in Africa including supporting identification of consultant(s), providing technical advisory input, and supporting in country workshops.
  • Monitor implementation of TA’s and coordinate reporting to ensure it feeds into the broader PEA global framework.
  • Collate reports from the TA’s ensuring they contribute to the PEA global reports, UNEP Africa and UNDP Global Policy Centre reporting processes.
  • Support in packaging and communicating findings from technical reports to maximize policy impact

2. Provide technical advice on the implementation, monitoring and reporting of Poverty-Environment Action projects and activities in African countries

  • Provide technical advice and inputs on work plans and reports and ensure sufficient focus on poverty and gender
  • Technical Support to the preparation of workshops, project board meetings as well as documenting key achievements.
  • Support to integration PEA objectives in UNCT processes e.g. UNDAF/UNSDCF etc.
  • Coordinate inputs from PEA country projects in Africa to global PEA and UN Environment reporting and monitoring requirements.
  • Monitor work plan implementation and provide guidance when needed, through progress reports, regular communications and in-country support missions.
  • Coordinate engagement with donors to update them on PEA and supporting and helping draft submissions to donor working groups.
  • Provide technical inputs for gender integration into PEA workplans and technical products for the Africa region
  • Coordinate and promote collaboration with UN Women, UNDP and UN Environment Gender teams, including for further activities re the cost of the gender gap and climate smart agriculture.

Implementation Modalities of the Assignment:

The Service Contractor will work under the supervision of the PEA Chief economist for the work related to the Africa region and under the overall guidance of the PEA Co-Managers for the Technical Assistance components.

This assignment is based in Nairobi.

Travel and daily allowance costs to the above destinations and any additional travels requested by UNDP will be covered separately as per UNDP rules and guidelines.

Required Skills and Experience

Education:

  • An advanced degree (Master’s degree or equivalent) in environment, development or other relevant fields.

Experience:

  • Minimum Eight (8) years’ experience in international development and/or environmental management, with at least 3 years’ experience with poverty-environment mainstreaming.
  • Demonstrated competence in analysis and mainstreaming of gender issues as a key component of poverty-environment mainstreaming
  • Demonstrated experience with working with Planning/Finance ministries on poverty-environment mainstreaming
  • Demonstrated experience in working in the UN system, preferably with a range of UN agencies
  • Demonstrated experience with results-based management and reporting

Language skills:

  • Excellent demonstrated verbal communication and writing skills in English.
  • Knowledge of another UN language is an advantage.
