    Project Summary:

    APIK’s overall objective is to improve the ability of Indonesians to manage climate and disaster risk. APIK works to strengthen the capacity of Government of Indonesia to integrate climate change adaptation and disaster risk reduction at national, provincial, and local levels. APIK also works directly with communities and the private sector to proactively manage risks, and improve the capacity of stakeholders to access, understand and communicate climate information.

    APIK’s specific objectives are: integrating climate change adaptation (CCA) and disaster risk reduction (DRR) into national and subnational frameworks; increasing the capacity of local communities and the private sector to address climate change and weather-related natural hazards; and increasing the use of information for climate and disaster risk management among key stakeholders.

    Position Summary:

    The team leader will supervise a team consisting of subject matter experts and research associates. His/her primary responsibility is to design and manage the evaluation and produce a high-quality report. The assignment will require six weeks of field work in Indonesia, which will begin mid to late January 2020, with at least two weeks of travel outside of Jakarta required. Some preparatory work will be required prior to arrival in Indonesia.


    • Lead the team to produce a rigorous evaluation methodology and work plan, including producing data collection instruments and a data analysis plan.
    • Ensure all deliverables are submitted on schedule and in accordance with USAID and MSI quality standards. This includes responsibility for the work plan, required presentations and the draft and final reports.
    • Effectively manage and supervise team members.
    • Plan and manage coordination with MESP and USAID/Indonesia throughout the evaluation period, including, for team planning, design and methodology discussions, and periodic progress reviews.
    • Present preliminary findings and recommendations to USAID/Indonesia, the implementing partner and the Government of Indonesia, as required.

    The team leader will work under the direct supervision of MESP’s Jakarta-based Chief of Party.


    • Minimum of ten years of experience in development, with significant experience in one or more of the following areas: climate change management, rural development, natural disaster risk reduction, institutional capacity building.
    • Must have prior experience leading a USAID climate change related evaluation that had a significant adaptation focus.
    • Familiarity with USAID climate change adaptation programming approaches, and/or similar experience with programs implemented by other bilateral or multilateral donors. Knowledge of disaster risk reduction is also highly desirable.
    • Significant performance evaluation experience, including prior experience designing data collection instruments.
    • Prior work experience in Southeast Asia is required, and prior experience in Indonesia is preferred.
    • Demonstrated leadership experience in managing multi-disciplinary technical teams, and excellent written and oral presentation skills.
    • Advanced degree in a relevant discipline, such as natural resource management, public administration, public policy, rural economic development or a similar field.
    • The Team Leader will work under the direct supervision of MESP’s Chief of Party and will coordinate with, and be supported by, MESP evaluation specialists and research assistants.
    • Familiarity with USAID’s Evaluation Policy.
