    The Role

    The Program Support and Impact (PSI) unit enhances program quality, measures and assesses impact of program/projects, supports the methodological capacity building of staff and partners and secures alignment between Oxfam Novib program goals, country programs and Oxfam’s strategic goals to achieve Oxfam’s mission. The Country Relations Managers team is part of the Program Support & Impact Unit.

    The Country Relation Managers strengthen and enhance strategic and operational relations between Oxfam Novib and Country Offices and Regional Platforms in the context of the Oxfam 2020 interdependent network. Our aim is to contribute to high quality and impactful Oxfam programs and interventions that address poverty and injustice as laid out in the Oxfam Strategic Plan. We do so by strengthening the exchange of information, cooperation and mutual accountability between Oxfam Novib and Countries and Regions so that opportunities for Oxfam Novib to play a meaningful role in the Oxfam2020 model are taken up while risks are adequately managed.

    Oxfam Novib is looking for an Officer Program Quality that provides organizational and administrative support to Oxfam Novib’s Country Relations Managers Team.

    Main tasks

    • Conduct compliance check on Oxfam Project Agreements in close co-operations with other units in The Hague (legal, IFDR, QFC, TU, etc), Country Offices and affiliates. Coordinate and process for signature by the BoD.
    • Support the CGG member in abstracting information from the organization on country involvement of Oxfam Novib as PA and organize country meetings when necessary.
    • Maintain and further develop systematic ways of communication between the different parts the organization, for the purpose of abstracting information from the organization to feed the CRM and the organization. Current tools are Compass page, shared information boxes and quarterly country meetings in The Hague involving all people dealing with a certain country.
    • Execute administrative, logistical and operational activities in support of the Country Relations Managers Team; assess administrative problems and take action to solve them;

    • Develop and maintain professional administration, monitoring and archiving systems for the Discretionary Funding and PA-country programs, ensuring adherence to compliance to Oxfam agreements and providing information required for the Oxfam Novib policy cycle;

    • Planning, monitoring and reporting cycle
      • Overview and processing of discretionary funds for countries
      • Overview and processing of approvals and transfers to countries in some remaining legacy programs and projects that do not logically fall under the thematic units or PSI
    • Organizational support:
      • Support (Oxfam Novib) members of CGGs and RGGs in preparing meetings and agendas
      • Support for travel arrangements, including visa applications
      • Support to visits of country office colleagues to The Hague: setting up efficient agenda for inductions of Country office staff other than CD, to meet relevant units and teams in The Hague
    • Collect, process and archive digital and non-digital information such as invoices and forms;

    • Act as focal point for questions and information requests from internal and external stakeholders related to the Country Relations Managers and redirect these to the appropriate persons.

    You

    • Have at least a vocational 4 (MBO 4) or HBO (University of Applied Sciences) education;
    • Have experience in project administration, setting-up project documentation and overall archiving systems, both paper and electronic;
    • Have experience with bookkeeping; preparation of audit files is an asset;

    • Have an excellent command of spoken and written English; command of Dutch and/or French is an important asset;

    • Are a team player with a high level of flexibility and creativity; ease in building and maintaining networks, combined with a pro-active attitude;

    • Have the ability to manage stress effectively in a dynamic work environment;
    • Have a result and customer-oriented approach; problem-solving and accurate.

    Oxfam is committed to providing you with a competitive, fair, and comprehensive pay and benefits local package that is justifiable to our donors. The salary range for this position is set in scale 6 with a salary range between € 2,056.- and € 3,163.- gross based on 36 hours a week. We offer a contract for the period of one year with possibility of extension.
