Organizational Context

The United Nations Industrial Development Organization (UNIDO) is the specialized agency of the United Nations that promotes industrial development for poverty reduction, inclusive globalization and environmental sustainability. The mission of UNIDO, as described in the Lima Declaration adopted at the fifteenth session of the UNIDO General Conference in 2013, is to promote and accelerate inclusive and sustainable industrial development (ISID) in Member States. The relevance of ISID as an integrated approach to all three pillars of sustainable development is recognized by the 2030 Agenda for Sustainable Development and the related Sustainable Development Goals (SDGs), which will frame United Nations and country efforts towards sustainable development in the next fifteen years. UNIDOs mandate is fully recognized in SDG-9, which calls to Build resilient infrastructure, promote inclusive and sustainable industrialization and foster innovation. The relevance of ISID, however, applies in greater or lesser extent to all SDGs. Accordingly, the Organizations programmatic focus is structured in four strategic priorities: Creating shared prosperity; Advancing economic competitiveness; Safeguarding the environment; and Strengthening knowledge and institutions.

Each of these programmatic fields of activity contains a number of individual programmes, which are implemented in a holistic manner to achieve effective outcomes and impacts through UNIDOs four enabling functions: (i) technical cooperation; (ii) analytical and research functions and policy advisory services; (iii) normative functions and standards and quality-related activities; and (iv) convening and partnerships for knowledge transfer, networking and industrial cooperation. Such core functions are carried out in Departments/Offices in its Headquarters, Regional Offices and Hubs and Country Offices.

The Directorate of Programme Development and Technical Cooperation (PTC) is responsible and accountable for providing technical cooperation services to enhance the capabilities of developing countries and economies in transition to promote ISID in the areas covered by five departments: Department of Programmes, Partnerships and Field Integration; Department of Agri-Business; Department of Trade, Investment and Innovation; Department of Environment; and Department of Energy.

This position is located under PTC/ENV/MPD and as one of the implementing agencies of the Multilateral Fund for the Implementation of the Montreal Protocol, UNIDO assists developing countries through its Montreal Protocol Division

to be in compliance with their commitments under the Montreal Protocol on substances that deplete the ozone layer and/or cause global warming. While primarily concerned with the elimination of ozone-depleting substances (ODS), the activities carried out by UNIDO in this context also enable the industries concerned to achieve increased productivity and an improved economic performance in terms of lower operating costs, less maintenance and higher product quality and reliability.

PROJECT CONTEXT

The Philippines is fully committed to the Montreal Protocol (MP). It signed the Protocol on September 14, 1988 and ratified both the Vienna Convention for the Protection of the Ozone Layer and the Montreal Protocol on Substances that Deplete the Ozone Layer in July 1991. As of 1 January 2010, the Philippines has fulfilled its commitment to phase out consumption of all controlled substances with the exception of hydro chlorofluorocarbons (HCFCs). Various chemical and physical properties of HFCs and other alternatives make them suitable refrigerants and blowing agents. They also have several other industrial application-friendly properties like superior solvent abilities for which theyre extensively used in various applications like fire-extinguishers, aerosols etc.

The main consumption of HFCs in the Philippines has been observed in the refrigeration and air-conditioning applications such as: unitary air-conditioning, chiller, domestic refrigerator, commercial and industrial refrigeration, transportation refrigeration. There are also HFC consumption in other sectors including: aerosol, firefighting, foam, and solvent.

The main objective for the proposed enabling activities is to enable Philippines to proceed with the ratification of the Kigali Amendment and make recommendations for policy and regulatory actions that would enable Philippines to be in compliance with the initial HFC phase-down obligations under the Amendment.

Main Functions

Under the overall coordination of the UNIDO Project Manager at HQ and the Head of Philippines Ozone Desk POD at the Department of Environment & Natural Resources DENR, the National Expert is required to assist DENR and UNIDO in the implementation of the project activities of the MLF- funded project HFC Enabling Activities for Philippines.

The National Expert will be located at UNIDOs Country Office and will be supporting the planning and coordinating the execution of all necessary project activities:

  • Overall planning & coordination

Prepare and monitor the execution of the project work plan and provide substantial guidance on execution of project activities. All activities should always be organized in coordination with UNIDO Project Manager and NOU.

  • Stakeholder coordination

Identify and coordinate all possible involvement of stakeholders at national level. This includes the public sector,

specifically relevant ministries and legislators and the NOU.

This also includes the private industry sector, NGOs, associations etc.

  • Project deliverables

Overview and support the recruitment as well as the tasks of national/international consultants and/or consultancy firm in the preparation of the different reports activities. Update the related project implantation plan in close coordination with UNIDO Project Manager and NOU.

  • Awareness raising & dissemination

Plan and manage awareness raising activities to broad range of stakeholders. In close collaboration with UNIDO

Project Manager and NOU, plan and manage continuous dissemination of project achievements and lessons learned to all stakeholders.

  • Synergies with other projects

Identify relevant projects or international agreements that are implemented in the country and liaise with involved parties to create potential synergies and combine activities for the project.

  • Reporting

Prepare regular updates to UNIDO Project Manager and NOU on the status of the project activities, informing on

progresses/delays and propose adjustments/amendments of the work plan accordingly.

  • Ad-hoc requests

Handle ad-hoc requests initiated by UNIDO Project Manager and NOU and ensure their successful implementation.

Minimum Requirements

Education

Advanced university degree in engineering, environmental science, or other relevant discipline.

Languages

English – Fluent

Field of Expertise

  • Minimum 3 years of experience in science, environment, or engineering;
  • Previous knowledge in coordinating technical assistance projects;
  • Knowledge of the Montreal Protocol and its Multilateral Fund mechanism is highly desirable;
  • Proven knowledge of project mechanisms under MoE of Philippines is an asset;
  • Familiarity with UNIDO procedures is an asset.
