The mission of WHO’s Health Emergencies Programme (WHE) is to help countries, and to coordinate international action, to prevent, prepare for, detect, rapidly respond to, and recover from outbreaks and emergencies. The overall objective of the programme is to reduce health consequences of emergencies and disasters, and to support restoring of regular health programmes and services as soon as the emergency situation is over with minimum interruption.
Following are few specific objectives: Objective 1: Support assessment and needs analysis activities, including the health cluster and Ministry of Health and Sports (MoHS) EWARS surveillance sites and systems with analysis, critique, feedback and advice along with information products, including the standards for Public Health Information Services.
Objective 2: Support the design and development and manage the content of databases building on existing ones, spreadsheets and other data tools; understand, document, and ensure the quality of high-value health data for accuracy, consistency and comparability.
Objective 3: Liaise with information management officers of partners in other sector/clusters
share information as appropriate and identify and gather information from other sector/clusters which can inform sector response and preparedness decisions.
DESCRIPTION OF DUTIES
Under the direct supervision of Technical Officer (WHE) and in close coordination with the NPO (WHE) based in Naypyitaw, and with overall guidance of WHO Representative to Myanmar, the incumbent will perform the following duties:
- Provide information management services as part of the WHE-ERM team and the Health Cluster (HC) at Yangon and subnational levels for decision making as per the standards for Public Health Information Services. These services include data management processes relevant to emergency risk management or health cluster, including maintaining 4Ws (who does what, where, and when). This may require building additional and appropriate capacity through the training of staff members of the cluster partners;
- Support ERM team, health cluster and MoHS for EWARS (Early Warning Alert and Response System) and Public Health Situation Analysis (PHSA) especially the development of communication products arising from emergency risk management and the interface with related WHO programmes;
- Gather and share information
especially for background data and sources of information in-country in support of WHE-ERM and universal health coverage;
- In collaboration with the relevant focal person in the country office, support to manage content on WHO Myanmar and other relevant web platforms, undertake quality control for the platform and ensure content is current, comprehensive and follows relevant metadata standards; work with external counterparts on related web platforms such as OCHA, Myanmar Information Management Unit (MIMU) and cluster websites to facilitate cross-site search and interoperability;
- Produce and update information products as specified in the ‘Standards for public health information services in activated health clusters and other humanitarian health coordination mechanisms (the Global Health Cluster, May 2017)’ such as reports and relevant maps for health cluster bulletins, surveillance reports, 4Ws, resources and gap needs, and sitreps. This further includes necessary charts and infographics (by turning data into graphical products) to convey messages and a storyline;
- Development of simple, user-friendly emergency risk monitoring and reporting formats, building on existing forms in consultation with the local authorities, providers of humanitarian and related health assistance and other key stakeholders;
- Support information gathering and coordination with all relevant health partners, both for preparedness and response to emergencies.
- Identify secondary data and information resources prior to deployment for rapid onset emergency response as appropriate;
- Adapt appropriate existing information management tools including those available in-country (including from other clusters) and global level;
- Identify barriers for information collection, collation, analysis and sharing and work with the sector coordinator to develop appropriate supportive strategies which includes convincing agencies of the purpose and importance of collecting and sharing data/information by providing a timely, added value service to all stakeholders;
- Support communication products by WHO Myanmar.
- Liaise with OCHA, MIMU and information management Focal Points in other sector/clusters
share information as appropriate and identify and gather information from other sector/clusters which can inform HC response and preparedness decisions.
- Work with OCHA, MIMU to establish the systems and processes needed for effective information sharing with sector/cluster partners related to inter-cluster coordination
- Promote and support training of other WHO staff, HC partners, government and humanitarian personnel and capacity building of humanitarian partners, especially in relation to enhanced communication capability.
15. Submit regular accomplishment reports.
16. Provide relevant contributions in planning, implementation, monitoring and evaluation of the WHE emergency risk management-related matters as contained in WHO Country Cooperation Strategy 2019-2023, MoHS-WHO collaborative programmes 2020-2021 and beyond, Myanmar National Health Plan 2017-21 and beyond, Myanmar’s Sustainable Development Plan 2018-2030, WHO SEARO Regional Director’s regional flagships, and Humanitarian Response Plan for Myanmar 2020 and beyond.
17.Any other relevant tasks that may be required to achieve the objectives of WHE-ERM team.
- Essential: Degree in Information Technology or degree in basic sciences from a recognized university or institution of higher learning
- Desirable: Post-graduate degree, certificate or equivalent professional training, self-study or work experience in information management in health or related fields.
- Essential: At least one (1) year of related work experience with information management for humanitarian health emergency preparedness or response.
- Desirable: Previous work experience with UN agencies or NGOs in the information management including early warning for disease surveillance for humanitarian health emergency response at national level in Myanmar.
- Excellent knowledge of MS Excel, MS Access or other comparable database software;
- Working knowledge in geographic information system or equivalent cartographic outputs and ability to collect and organize data to support their production;
- Ability to present information in understandable tables, charts and graphs;
- Data storage and file management expertise;
- Assessment, Survey, and Monitoring and Evaluation expertise;
- Communications and technical writing using both graphic, and narrative presentations;
- Information Technology and networking skills;
- Previous experience in epidemiological analysis software (ex. Epi Info, Access) is an asset

- Use of Language Skills
- Essential: Expert knowledge of English. Expert knowledge of Myanmar.
Desirable: of local dialects.
Remuneration comprises an annual base salary starting at USD 22,591 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
