The OSCE Programme Office in Dushanbe is involved in a wide range of activities, ranging from counter-terrorism and border management projects to supporting cross-border markets and free economic zones, human rights, media development, and legal reform initiatives.

Tasks and Responsibilities

The National Procurement Officer will work under the Extra-Budgetary Project of ‘Stabilisation of Tajikistan’s southern border region with Afghanistan’. This is a professional function role supervised by the Project Manager and if you are selected as the National Procurement Officer, you will perform the following duties:

1. Issuing tenders and purchasing contracts, as well as all preparatory works for this, including:

Directing the conduct of market research; – Overseeing the preparation of ITB, RFQ, RFP documents and prequalification notices; – Assisting in the examination and evaluation of tenders; and – Collecting the specifications, terms of references, scope of works from Technical Officers, prepares solicitation documents, participates in bids openings and in the administrative and financial part of the evaluations.

2. Administering the issuance of tenders for locally and internationally purchased items. This includes: – Preparing comparative tables to analyse bids; – Presenting purchases to the OSCE Contract Committee; – Monitoring vendor’s performance; – Following up on deliveries and conformity with purchase orders.

3. Reviewing and approving purchase requests to check whether they are complete, are within the allocated budget, contain detailed technical specifications and quote realistic delivery times. Preparing POs, contracts and contract administration;

4. Ensuring the timely delivery of goods, services and civil works is monitored;

5. Collecting information for the preparation of technical and legal contracts and interviews suppliers to assess the ability to meet the project’s specifications for performance, price and delivery of goods, services and civil works, as well as obtains terms of purchase;

6. Ensuring accuracy and correctness of standards in accordance with OSCE Procurement Rules and Regulations;

7. Ensuring that the movement of goods take place in accordance with work safety rules which at all times must be evaluated, and makes sure that staff adhere to precautionary measures;

8. Ensuring the suppliers database in ORACLE is maintained;

9. Briefing project staff on the application of Procurement Regulations/Instructions and ORACLE Purchasing and Assets Applications;

10. Preparing periodic reports on procurement activities for the Project Manager’s review and further submission to the OSCE Secretariat;

11. Performing any other tasks as assigned.

Necessary Qualifications

  • University degree in business and management, law or equivalent. Recognised certification in procurement and contracting (e.g. CIPS Level3 or higher, or equivalent);
  • Holding a valid driving license;
  • A minimum of four years of professional experience in procurement and contracting, working on high-value and potentially complex actions preferably be with an international organization or international non-governmental organization;
  • Computer literacy, with practical experience in using Microsoft Office applications;
  • Excellent oral and written communication skills in English and Russian and local languages;
  • Ability to work with people of different nationalities, religions and cultural backgrounds;
  • Demonstrated gender awareness and sensitivity, and ability to integrate a gender perspective into tasks and activities.

Remuneration Package

Monthly remuneration, subject to social security deductions, is 1,399.00 EUR. Social benefits will include participation in the medical insurance scheme and the OSCE Provident Fund.
