Background and Context

In the Gambia, Sixty two percent of the population has access to improved sanitation with 1% still practicing open defecation, while 30.9% of the Gambia’s population do hand washing with soap or other detergent (MICS2018). Identified hot spots for open defecation are public spaces such as beaches, ferry terminals, markets, and motor parks. The 2012 National Assessment for Emergency Obstetric and New born showed only 8% of the health facilities in Upper River Region (URR)one of the six Regions in the Gambia had piped water, and 67% relied on boreholes and 17% relied on open wells.

UNICEF Gambia through its implementing partners Ministry of Health and Ministry of Fisheries and Water Resources has contributed to the above improvements in the sector through provision of safe drinking water and sanitation facilities and promotion of good sanitation and hygiene practices in communities, schools and health facilities across the country. To promote adoption of good sanitation and hygiene behaviors, community led Total Sanitation (ClTS) approach has been implemented in rural areas since 2009.

Although some data is available from administrative reporting and from surveys, however the data is not real time and credible data is not available at community level. The need for community data on both Water and Sanitation (ODF) is critical to plan, measure the progress and for advocacy for allocation of resources. For the last part it is critical that the data, status of water supply, Open defecation can also be visualized. It was in this background that need for GIS survey for Water and sanitation was agreed.

Justification

Despite these achievements, data collection and management especially about functionality of water and sanitation facilities countrywide is a big challenge. In addition to this, there appears to be a mismatch in the ODF data

It’s against this background that GIS mapping and mobile data inventory of all WASH facilities (functional and non-functional) and ODF communities is being organized. All data collection tools for assessments, evaluation and monitoring are still using paper questionnaires, which are cumbersome and time demanding. Using GIS mapping and mobile data collection tools can virtually minimize / eliminate constraints encountered in monitoring WASH facilities, monitoring of OOF and 00 communities, ease data collection and entry thus facilitate timely and accurate analysis.

The consultancy is therefore to facilitate GIS mapping and Mobile Data Collection, analysis and management needs for the WASH Unit and DWR in The Gambia.

Objectives

The main objective of the consultancy is to determine the actual water, sanitation and hygiene status in the country through mobile data collection and GIS mapping, primarily using ICT4Dtools’.

Specific Objectives

The specific objectives of the assignment are;

  • To enhance the knowledge and skills of implementing partners on mobile data collection and GIS mapping using ICT4D tools that maybe necessary.
  • To conduct mobile data collection and GIS mapping of all ODF/OD communities and municipalities, sanitation facilities in schools and Health care facilities in the country.
  • To develop digital maps of the components of WASH in communities (rural and urban), schools, health facilities, public places, ODF and OD communities.
  • Sharewater points data on open source WPDx (Water Points Data Exchange )https :/lwww.waterpointdata.org/ (d. status WCAR countries Link to update the matrix).

Description of Assignment

Activities

Specifically, the Consultant will do the following:

Conduct a training for Implementing Partners (MoH/WASH unit and DWR) and data collectors on mobile data collection using open data kit from survey authoring, designing forms, advanced survey authoring, and hosting of survey data (i.e. building questionnaire, uploading to mobile phones, data collection, downloading data collected to server, etc.).

Coordinate with Water Charity/CSR WASH DEPAFDB funded project under the Ministry of Fisheries and Water Resources for data on Water points, and EPI programme/ consultant on Geo Codes for Health facilities. Also receive feedback in terms of access to trained data collectors on the ground from water charity and EPI programme

Prepare and submit a training manual for participants, this will be used as a reference document for data collectors while in the field and after.

Geo coding of all WASH facilities (water and sanitation) in communities, schools, Health Facilities, public places, markets, river crossings and all ODF communities both in rural and urban areas.

Conduct national mobile data collection, GIS mapping of all WASH facilities (water and sanitation) in communities, schools, Health Facilities, public places, markets, river crossings and all ODF communities both in rural and urban areas in collaboration with Ministry of Health and Department of Water Resources and other partners (water charity and EPI programme) as applicable.

Develop digital maps of WASH facilities and ODF communities and print out hard copies in A3 sizes for dissemination in relevant offices.

Produce inventory of all WASH facilities (functional and nonfunctional) in all communities, schools, health facilities and public places.

Support in update of the National WASH data base which will include CLTS updates.

Communicate to UNICEF the necessary requirement for the effective delivery of the training for trainees like Gmail acct, android mobile phones, laptop, post training evaluation, etc).

Prepare GIS Mapping and Mobile Data Collection reports and share with UNICEF Country office as well as MoH/WASH unit and DWR not later than 2 weeks after completion of the assignment.

Train and transfer of skills, competencies and knowhow to MoH/WASH unit and DWR on the O&M of the system.

Work closely with the MoH and DWR to put in place mechanisms to enable updating on monthly basis the database and platform from the communities, Districts, Regional to the National level.

Qualifications: Skills and Competencies

  • The consultant should have in-depth knowledge and practical experience on mobile data collection: demonstrated ability to use mobile phones in data collection using Kobo Collect ODK and Qgis; and data analysis using MS Excel and/or SPSS.
  • Must have proven practical experience on GIS mapping and use of ICT4Dtools and data management.
  • At least 5 years professional experience in M&E, data collection, Analysis, ICT4D, and reporting on development interventions
  • Strong Analytical and Technical Expertise.
  • Experience in conducting research preferably in WASH and or Health among development organizations in developing countries would be an added advantage;
  • Excellent report writing and presenting skills in English;
  • Fluency in English is required.

Schedule

The assignment will be in 65 days (10 inception, actual mobile data collection (MDC) 35 days, generation of maps

10 days and reporting 10 days), including pre and post training activities. The assignment will be conducted nationally (all the regions and Councils) in The Gambia. The table below presents the indicative work plan for the assignment.
