    • The Monitoring, Evaluation and Reporting Associate (MER) will be responsible for designing and implementing the Monitoring and Evaluating (M&E) activities of the Project; assisting the Project Manager in preparing Quarterly/Annual reports on project progress and will monitor the project activities on a regular basis, and will be responsible for the collection & analysis of different data in relation to the project activities. As such the M&ER will carry out the following tasks:
    • Conduct an M&E readiness assessment including stakeholders’ capacity to participate in project M&E using the agreed indicators in the RRF;
    • Develop and strengthen monitoring and evaluation procedures; 
    • Develop or enhance M&E tools; 
    • Monitor all project activities, expenditures and progress towards achieving the project output; 
    • Recommend further improvement of the logical frame work; 
    • Develop monitoring and impact indicator for the project success; 
    • Monitor overall progress on achievement of results; 
    • Progressively assess the relevance, effectiveness, efficiency, impact and sustainability of the project; 
    • Provide feedback to Supervisor suggesting what strategies the project supervisor, staff and stakeholders could use to improve project implementation and management 
    • Identify project implementation bottlenecks in completing activities and develop plans to minimize or eliminate the bottlenecks; 
    • Orient project staff and project implementation partners/stakeholders on aspects of project M&E and reporting.
    • Participate in regular and annual project reviews to finalize reports and to plan ahead;
    • Coordinate project M&E across all levels and components of the project; 
    • Organize and support project monitoring and evaluation missions involving Government line Ministries, Departments, and Agencies (MDAs), delegates to visit project activities of implementing partners; 
    • Familiarise self with PBF project reporting requirements including format, cycle and content.
    • Produce analytical and visualized reports in a timely fashion;
    • Under the guidance of the Project Manager lead the development and submission of monthly and quarterly reports as might be required by both PBF and UNDP in order to meet internal corporate requirements; 
    • Generate data and relevant statistical information captured in project reports (monthly, quarterly, annual);
    • Disseminate and ensure utilization of project evidence through drafting appropriate briefing notes and reports (e.g. donor reporting updates, internal thematic briefing notes for senior managers, and activity-specific briefing notes 
    • Maintain contact with project stakeholders by developing technical working relation-ships (e.g. with the government, LCN, CCN, SADC and UN agencies) to assist them to submit quality project reports in a timely fashion; 
    • Organize and support project meetings assisting the Project Manager, staff and stakeholders to prepare relevant project talking points and minutes; 
    • Support the Governance Cluster activities to prepare and distribute minutes, organize meetings; and to enable it to serve as the general secretariat for the project board meetings; 
    • Prepare Project Board meeting minutes for review by the Project Manager before submission to UNDP 
    • Perform other duties as required and requested. 
    • Project strategies, mission and targets are attained effectively and efficiently. 
    • Improved analysis of the results achieved by funded project at the outcome level. 
    • Complete, accurate, timely, and verified reports from staff and implementing partners. 
    • Complete, accurate, timely and verified report ready for submission to PFB
    • Well informed decision-making in the overall management of the project through quality data collection and analysis presented in a timely and well-prepared reports;
    • Staff and partners excellently enhance the overall governance and management of the Fund and inform decisions about best use of resources available by providing timely and appropriate information about the performance of the funded project portfolio.
