BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

 

In line with the recommendations of the Gender Policy (2015-2020) evaluation, the Gender Office is planning to comprehensively review and update/replace the existing mandatory gender cross-cutting indicators, in order to reinforce the measurement of gender equality results within the new Corporate Results Framework (CRF), and align the indicators with the new Gender Policy, which is expected to be approved in 2022. To this purpose, the Gender Office is seeking a monitoring consultant, who will lead the identification, formulation and piloting of new CFR cross-cutting gender equality indicators, and (if relevant) review and update of existing ones. This assignment will form the basis of a broader exercise to develop a realistic and practical gender results pathway from the country level to the CRF reporting. Where feasible and practical, the incumbent may also provide advice and recommendations on the formulation of this approach. The contract duration may be further extended, on a full-time or part-time basis, to also cover the piloting of new indicators.

 

 

 

ACCOUNTABILITIES/RESPONSIBILITIES:

 

  1. Review the Gender Policy (2015-2020) evaluation and CRF mid-term review conclusions, as related to gender equality indicators. Review the draft Gender Policy (2022-2026) to understand the direction for advancing gender equality and women’s empowerment by WFP and consider how these might influence the development of new CRF indicators.
  2. Conduct a desk review of i) existing and tested measurements of gender equality internal and external, including they key spheres of measurement; and ii) existing and tested gender equality related indicators
  3. Conduct consultations with key gender and monitoring WFP stakeholders at HQ, RB and CO level, and external experts in measurement of gender equality.
  4. Identify and outline the gender equality dimensions, related to WFP mandate, which could constitute the potential focus of the new mandatory gender cross-cutting indicators.
  5. Based on the selected dimensions, propose a long list of potential new CRF cross-cutting gender equality indicators (existing or new), in line with new WFP Gender Policy (2022-2026), Gender Policy (2015-2020) evaluation conclusions, and CRF mid-term review recommendations.
  6. As relevant, propose any review and adjustment of existing gender cross-cutting indicators and their methodologies (if retained).
  7. Engaging key internal and external stakeholders, prepare and validate short list of potential new CRF cross-cutting gender equality indicators. Based on stakeholder feedback, validate and document final indicator selection.
  8. Draft detailed methodology for each final indicator, including rationale, applicability, data sources, sampling requirement, disaggregation and interpretation; data collection form/survey, and guidance note.
  9. Prepare background material for piloting of the new indicators.
  10. Any other duties related to CRF or other gender indicators as assigned by the Gender Office.

 

 

DELIVERABLES AT THE END OF THE CONTRACT:

 

  • Brief note outlining process, findings and recommended areas / spheres / focus of the new CRF cross-cutting indicators.
  • Brief summary of consultations carried out with key stakeholders at the diverse stages.
  • Long list of potential CRF gender equality indicators.
  • Short list of potential CRF gender equality indicators, including rationale.
  • Draft and final indicators, with indicator data collection forms, methodologies and guidance note.

 

 

 

QUALIFICATIONS & EXPERIENCE REQUIRED:

 

 

Education:

 

University degree in statistics, economics, social sciences or similar.

 

Experience:

 

  • At least 8 years of progressively responsible experience in monitoring and assessments, preferably with WFP at diverse levels. 
  • Experience in developing and piloting indicators, and in developing related data collection tools and instruments.
  • Experience monitoring gender equality related results, including the development and validation of gender-related indicators.
  • Field experience engaging with diverse beneficiaries.
  • Experience in engaging / coordinating with a wide range of stakeholders.
  • Knowledge of main gender equality related concepts and issues.

 

 

Knowledge and Skills:

 

  • In-depth understanding of WFP monitoring systems, tools (CRF, data collection tools etc.), processes and stakeholders.
  • Ability to plan and lead engagement of a wide range of stakeholders, listen to a variety of opinions and integrate them in work outputs.
  • Familiarity with, or sensitivity to, gender mainstreaming, in particular in the context of monitoring.
  • Ability to work independently, in a timely and organised manner, and produce quality outputs.

 

Language:

 

Excellent knowledge of English is required. French and/or Spanish are a strong asset.
