Operational context

In line with global commitments, agreements, strategies and principles on increased interagency collaboration, UNHCR and WFP have created a Joint Programme Excellence and Targeting Hub. The established framework for collaboration provides a strong basis for the two agencies to provide strategic and operational support at country-level, with the objective of improving outcomes for refugees. This will be achieved through a new way of working, ensuring effective use of limited resources by targeting the right people with the right assistance, including support towards longer-term self-reliance.

Through a joint team of roving professionals, the Hub will provide support to country offices throughout the programme cycle: i) Joint situation and context analysis; ii) Integrated programme design, iii) Targeting, iv) Implementation, and v) Monitoring, learning and feedback. The team will provide remote and/or in-country support, building on existing structures and capacities.

The Joint Programme Excellency and Targeting Hub is initially set up for one year and with the capacity to support two countries throughout the entire programme cycle, and to provide support on demand for additional four countries using a modular approach (covering selected phases of the programme cycle). The Hub will be led by a Joint Coordinator, reporting to the project leads governed by the Technical Advisory Group (TAG), consisting of senior UNHCR and WFP staff from relevant units. To support the Joint Programme Excellency and Targeting Hub, UNHCR and WFP are now looking for a Joint Monitoring and Learning Officer.

Functional statement

Reporting to the Joint Coordinator, the role of the Joint Monitoring and Learning Officer will be key to ensure accountability towards Hub stakeholders. She/he will be responsible for documenting, packaging and sharing the work of the Hub for internal and external audiences. The Joint Monitoring and Learning Officer will ensure that best practices and lessons learned are made available to support capacity building efforts, UNHCR and WFP uptake of Hub outputs and fundraising efforts.

Duties and responsibilities

Responsibilities and activities include: ‘ Develop and implement a framework for the project, ensuring effective monitoring of hub results

‘ Develop and implement a strategy for information management, including innovative reporting and visualization of results and data

‘ Document, synthesize and share learning/good practice/lessons learned will be in innovative, user-friendly ways to maximize uptake at all levels across both agencies and donors

‘ Identify, address and/or escalate potential challenges in terms of project implementation

‘ Ensure effective transferring of knowledge and information between UNHCR / WFP HQ, Regional Bureaux and / country offices

‘ Enable up-to-date information about the project to donors

‘ Raise awareness on global UNHCR and WFP agreements and partnerships in countries supported by the hub

‘ Support the development fundraising proposals for multiple donors for future project funds

‘ Support the preparation of routine reports to both UNHCR and WFP as well as the US government on the implementation of the project

‘ Support the Joint Coordinator with additional tasks.

Essential minimum qualifications and professional experience required

‘ Minimum of 5 years of relevant experience with graduate degree (equivalent of a Master’s) or 6 years with undergraduate degree (equivalent of BA/BS) in International Development, Public Policy, Business Management or related field

‘ Operational programme experience with either UNHCR or WFP

‘ Experience in capacity building of senior managers and technical staff

‘ Strong writing and communication skills

‘ Fluency in English

Desirable qualifications and competencies

‘ Fluency (oral, written) in French is highly desirable

‘ Proficiency in visualisation software, e.g. Tableau

‘ Experience in assessment, design, implementation, monitoring and evaluation of humanitarian assistance
