Since its creation in 2009, ALIMA has treated more than 3 million patients. Today ALIMA works in 10 countries in Western and Central Africa. In 2018 we plan to work in 41 projects including 10 research projects focusing on malnutrition, Ebola and Lassa fever. All of these projects will support national health authorities through more than 320 health facilities (including 28 hospitals and 294 health facilities). Alima intervenes in response to humanitarian crises and patients are at the heart of all our actions. We work in partnership whenever possible to ensure that our patients benefit from the best and most relevant expertise wherever it is, whether within their own country or in the rest of the world.
ALIMA’S TEAM: more than 1800 people are currently working for ALIMA. The field teams, closest to the patients, receive their support from coordination teams generally based in the countries’ capitals. These receive support from the 3 desk teams and the emergency and opening team based at the operational headquarters in Dakar, Senegal. The Paris and New York teams are actively working to raise funds and represent ALIMA. The rest of the ALIMA Galaxy includes individuals and partner teams working on behalf of other organizations such as medical NGOs BEFEN, ALERT Health, SOS Doctors / KEOOGO, AMCP, research organizations PACCI and INSERM, Bordeaux or Copenhagen Universities, the INGO Solidarités International and many others.

The humanitarian crisis in Nigeria’s northeast and the Lake Chad region is one of the most severe
ongoing crises in the world, now entering in its ninth year and shows no sign of abating. In 2018, at
least 7.7 million people are in need of humanitarian assistance in the worst affected states of Borno, Adamawa and Yobe, while more than 1.6 million people remained internally displaced in these three states in November 2017. 86% of internally displaced persons (IDPs) do not believe that the current context allows for a safe and dignified return, and nearly 1 in 4 IDPs have expressed their intent to settle in their current place of displacement instead of returning (OCHA HRP 2018).
An estimated 440,000 children under the age of 5 are malnourished across the 3 most-affected States (HRP, February 2018), while 47% of them are in Borno State (207,521 SAM children, HPC Nutrition Figures, November 2017). Furthermore, The Nigerian Cadre Harmonisé (November 2017) states that in Borno State alone 1,575,414 individuals were facing critical food insecurity. The Maiduguri Metropolitan Center (MC) and Jere Local Government Authority (LGA) are still categorized as “in food crisis” by the IPC (Integrated Food Security Phase Classification).
In 2017, ALIMA continued to implement projects in Muna Garage in Jere LGA, where ALIMA performs general consultations for children under 5 and provides Sexual and Reproductive Health (SRH) to pregnant and lactating women (antenatal and postnatal consultations). ALIMA partners with UNFPA to manage victims of sexual and gender-based violence (SGBV). An Outpatient Therapeutic Feeding Program (OTP) is also available for children under 5 suffering from severe acute malnutrition (SAM) in the clinic, where women and caretakers are trained to screen their children for malnutrition using the MUAC tape.
In Maiduguri MC, where ALIMA is working in partnership with the University of Maiduguri Teaching Hospital (UMTH), the Inpatient Therapeutic Feeding Center (ITFC) manages children under 5 suffering from SAM with medical complications in a 30-bed capacity building. In the same way, ALIMA has continued working in Monguno in 2019 in 6 IDP camps (GGSS, GSSS, GDSS, Kuya, and Waterboard), in local host communities (Gana Ari, Abari, Bakassi) and in the Maternal and Child Health Center (MCH). In Monguno, ALIMA is the lead agency for the health and nutrition sector. In the IDPs camps and in the host communities, ALIMA delivers primary health care and OTP to children under 5. In the MCH, ALIMA provides sexual and reproductive health care including Basic Emergency Obstetric and Newborn care (BEmONC) and Comprehensive Emergency Obstetric and Newborn care (CEmONC) in Monguno General Hospital. For SAM cases with medical complications, ALIMA is running Inpatient Therapeutic Feeding Center in the MCH. In IPD center we provide health care services for all under 5 years and lifesaving services for above 5 years. ALIMA Monguno project support also the MOH in the management of outbreaks (Measles, cholera,.) by providing health care and mass vaccination campaign in the LGA. Based in Monguno, a rapid response team conducted an emergency intervention in Baga and Doro towns (Kukawa LGA) in November 2017 to provide emergency OPD, OTP and SRH in 2 sites. The emergency team also responded to cholera outbreak from August to November 2018 in Maiduguri and Monguno, joining its efforts and coordinating its actions with the State Ministry of Health and partners. In January 2018, ALIMA in partnership with Borno state government via ministry of rehabilitation, Ministry of Health and Hospital management board start the 3 years’ early recovery project funded by DEU and will be implemented in 4 LGA, Askira-Uba, Hawul, Ngala and Monguno focusing on strengthens of health staff capacity and rehabilitation of hospital and PHC.
ALIMA’s teams in Nigeria represents 392 National staff and 35 expatriates.

MISSIONS ET ACTIVITES PRINCIPALES
Participate in the definition, planning and monitoring of medical activities and programs in the field in accordance with ALIMA protocols, and coordinate the human and material resources needed to ensure the quality of medical care provided by ALIMA.
§ Ensure actively in the Monguno project that ALIMA’s charter, policies and image are respected with regards to national employees, populations, authorities and partners.
§ With support of the PC, steer and supervise the implementation, monitoring and evaluation of the project in collaboration with the project team and according to the internal and donor indicators in order to evaluate the level of achievement of the project objectives.
§ Participate in different meetings on the management of the project: Cluster meeting, technical meetings… in order to maintain effective and good collaboration with different stakeholders and improve thereby the implementation of the project.
§ Provide and redact reporting (medical sitrep) to the medical coordination and project coordinator on project’s evolution and propose corrections if needed.
§ Provide inputs on the budget processes and participate in the monitoring of the budget holding of the approved yearly budget.
§ Ensure that excellent communication and effective working relationships are maintained between ALIMA and partners.
§ Ensure that skilled, highly motivated and duly registered (by respective professional regulator bodies) health staffs are provided to the project to support ALIMA staff. In the same view, ensure the quality of the recruitment processes, follow up and coaching of staff is maintained.
§ Supervise full implementation of safety and health protocols, reporting to the Medical Coordination on risky behaviours, in order to ensure safe working conditions for the project staff.
§ Collaborate with the coordination team for the international medical orders.
§ Assist medical team members when they have questions or problems, and oversees medical team member work for quality and guidelines compliance.
§ Ensure a data collection and epidemiological surveillance system, in agreement with the medical coordination, in order to define medical and technical programs and preventive protocols for the targeted population.
§ Manage the project pharmacy to ensure efficiency and validate medical orders to the central for project activities.
§ Implement the health policy for national staff; provides all prophylactic and preventive necessary measures, structures and emergency plans; manages any medical evacuation in order to ensure ALIMA staff health.
§ In collaboration of the MONGUNO LGA management team, ensure that all dispositions necessary for the trainings of MoH staff from LGA’s are provided, in accordance of the project objectives.
§ Contribute to the operation and running of any research projects where appropriate by providing clinical advice on the relevance of research projects and attending research team meetings.
§ Perform any other duty as assigned by the organization through the head of the medical department/Project

All ALIMA staff must be flexible and willing to assist in ALIMA operations as and when required.

EXPÉRIENCES et QUALITÉS
· Essential Medical Doctor diploma.
· Essential minimum 2 years’ experience as a similar position in medical activities related jobs.
· Desirable working experience in ALIMA or other NGO’s in developing countries.
· Experience in the position of referent doctor
· Project experience combining hospital and OPD activities
· Mission language essential ( English), local language desirable.
· Essential computer literacy (word, excel, internet)
· People Management.
Contract term: contract under French law, 3 months, renewable
Desired start date: as soon as possible
Salary: Depending on experience
Minimum net salary: 2000 Euros per month,
ALIMA pays for:
· Travel costs between the expatriate’s country of origin and the mission location
· Accommodation costs
· Medical cover from the first day of the contract to a month after the date of departure from the mission country for the employee
· Evacuation of the employee
