    Job Title: MEAL Lead, Integrated Early Childhood Development (IECD)
    Reports to: Chief of Party
    Department: Asia
    Salary Grade: 10
    Note: This position is contingent upon grant and candidate approvals by the donor.

    Background
    Catholic Relief Services (CRS) was founded in 1943 by the United States Conference of Catholic Bishops to assist the poor and disadvantaged. CRS returned to Cambodia in 1991 and currently works in the sectors of Health and Education with approximately 15 Partners. CRS head office is located in Phnom Penh. CRS Cambodia is the hub office for Southeast Asia programming, including Myanmar, Laos, and Vietnam.

    CRS will be submitting a proposal for an anticipated USAID five-year Integrated Early Childhood Development (IECD) project in Cambodia. CRS Cambodia will serve as the prime on the application and will develop the proposal in consortium with other international non-governmental organizations, local imple menting partners and local government counterparts. The proposed program will promote nurturing care for the most-vulnerable newborns and young children, starting before birth, through evidence-based integrated programming in early-childhood development to provide for children’s health, nutrition, safety and security, responsive caregiving for social and emotional well-being, and opportunities for early learning. The estimated timeframe for this program is 2020-2025.

    Job Summary
    The purpose of this position is to design, manage, strengthen and provide strategic direction to the Cambodia IECD’s MEAL system, ensuring cross-learning in MEAL among Cambodia-based projects, as well as collaborating on learning across the Mekong Sub-Region. S/he will work across CRS and consortium staff to build capacity of MEAL and project staff. The IECD MEAL Lead will be responsible for coordinating and supervisin g MEAL activities, particularly during times of emergency, and assessments required for learning and adaptive management. The IECD MEAL Lead will work closely with CRS program teams and partner staff to develop high quality monitoring systems and tools that address indicators set out in the project proposal. S/he will ensure that learning from projects is systematically captured and used throughout the country program. S/he will also take learning needs into account, develop and conduct capacity building for MEAL and program staff with support of the Chief of Party (COP), Deputy Chief of Party (DCOP) and Regional Technical Advisors (RTA) for MEAL.

    The IECD MEAL Lead is expected to have a high level of self-initiative and use critical thinking skills to identify and fill gaps. S/he should have the ability to work sensitively and positively with the IECD team and promote a learning environment — success of the post relies on this.
