    ECODIT seeks a Monitoring and Evaluation (M&E) Manager for the potential project, Conservation through Economic Empowerment in the Republic of Congo (CEERC), as funded by the United States Agency for International Development (USAID) via its Central Africa Regional Program for the Environment (CARPE). Over five years, CEERC will strengthen green economic models and industries that reduce threats to biodiversity and carbon-rich forests in the Republic of Congo. CEERC has three proposed main components: (1) establishing enterprise models that support conservation and reduce deforestation; (2) improving the enabling environment for conservation-friendly enterprises; and (3) ensuring communities benefit from and establish conservation-friendly enterprises.

    Roles & Responsibilities:

    The M&E Manager will develop, adapt, and implement the project’s Monitoring, Evaluation, and Learning Plan (MELP) throughout the life of the project and ensure the project team has the data and analysis needed to make informed strategic decisions and to improve project implementation. The M&E Manager will work closely with the project’s Chief of Party (COP), Deputy Chief of Party (DCOP), and technical leads to incorporate both the MELP and Collaborating, Learning, and Adapting (CLA) principles and strategies. The M&E Manager will oversee a team and also be responsible for supporting all data management systems and reporting of activity progress, results, and outcomes.

    Here are additional main roles and responsibilities of the M&E Manager:

    • Works under the strategic direction of the COP and supports the entire project team;

    • Leads the design and implementation of the M&E database, programs, frameworks, and information systems; leads the analysis of data collected to inform the project’s understanding of progress and areas needed for improvement;

    • Oversees the development, implementation, review, and adaptation of the project’s MELP;

    • Ensures the availability of requisite and quality data, including for key indicators, to inform programming and facilitate donor reporting;

    • Designs data quality assurance processes and oversees their full institutionalization within the project, also including operationalization and tracking of site level results;

    • Upload data on USAID M&E systems including AID Tracker, TraiNet, etc;

    • Designs, coordinates, and provides training to CEERC staff, partners, and stakeholders;

    • Coordinates with staff, partners, and stakeholders on M&E procedures, tools and mechanisms.

    Qualifications:

    • Master’s degree (or higher) in monitoring and evaluation, natural resources, environmental studies, forestry, or equivalent;

    • 8+ years of progressive and relevant work experience in the monitoring and evaluation of large projects and/or programs;

    • Proven experience working and reporting results for USAID, including familiarity with USAID reporting requirements and indicators;

    • Superior analytical skills and ability to present critical project data, including translating data into actions;

    • Ability to initiate and maintain relationships with both national and local governments;

    • Proven experience in building capacities of partners in both M&E reporting and Management Information Services;

    • Experience in developing M&E systems for projects delivering community-based services;

    • Excellent written and verbal communication skills in English and French;

    • Experience in Congo River Basin countries, including the Republic of Congo, preferred;

    • Experience in M&E for conservation-based conservation and enterprises preferred
