EnCompass LLCis actively seeking (Senior) Organizational Development Advisorcandidates for an anticipated five-year United States Agency for International Development (USAID) monitoring, evaluation, and learning (MEL) program in Malawi USAID Malawi Learn to Perform (L2P) Activity. This anticipated project will provide USAID/Malawi with services focused on supporting and facilitating USAID s capacity to utilize MEL approaches in service of improving development outcomes, and on strengthening the organizational capacity of USAID/Malawi s strategic partners.

The (Senior) Organizational Development Advisor shall lead the activity s capacity development strategy, with an eye for creating sustainable and locally-driven capacity strengthening and organizational development approaches and partnerships. S/he will manage and lead the design and implementation of a portfolio of activities intended to identify, assess, and co-develop and facilitate a variety of activities to build the organizational, operational, business-related, as well as MEL technical skills and capacities of individuals and new USAID partners. S/he will work closely with L2P team members and relevant governmental, academic, private and CSO stakeholders in to assess capacity, using participatory frameworks and approaches, and develop plans to sustainably enhance targeted capacities.

The position will be full-time and be based in Lilongwe, Malawi with travel throughout the country.

Position Duties and Responsibilities

The (Senior) Organizational Development Advisor is responsible for leading L2P s capacity development portfolio, including potentially supervising other L2P staff and consultants. S/he will develop strategies and activities that advance organizational systems and processes, as well as individual competencies, in key target areas, including in monitoring, evaluation and learning. S/he will work closely with the Chief of Party and other L2P team members to build strong partnerships with local and regional institutions and new USAID partners in Malawi in service of strengthening capacity to achieve sustainable locally-led development outcomes.

Essential functions include:

Establish and implement a capacity building strategy for key stakeholders, including USAID/MalawiEstablish, build and maintain collaborative relationships with leading government, country and regional institutions, engaging them as partners and co-creators of capacity strengthening initiativesIdentify and build relationships with local organizations and consultants that can be engaged to deliver training and learning activities for L2PDesign training materials, deliver training, facilitate learning and communities of practice, develop learning agendas in close collaboration with L2P staff and stakeholdersDesign and maintain evaluation activities to determine effectiveness of capacity strengthening activitiesEmploy strong collaboration, learning, and adapting (CLA) practices throughout the work, with an understanding of the USAID Program CycleDemonstrated knowledge of approaches to individual and institutional capacity building within the field of international health and development, including both in-person and virtual approaches as well as novel and innovative approachesStrong interpersonal skills and ability to work sensitively in multi-cultural environments and build effective working relations with clients and colleaguesStrong planning, organization, strategic thinking and problem-solving skillsStrong communication skills, including writing and public speakingPrevious experience working in a consulting and project environment, highly desirable.High level of competence in writing reports, analyses, proposals or other technical communicationsPosition Requirements

Qualifications

A graduate degree in a social science, organizational development, development studies or a related field highly preferredAt least eight (8) years of demonstrated experience in managing or implementing capacity building programs or activities within a developing country setting to increase the capacity of individuals and institutions with respect to the analysis, communication/dissemination, and use of data; relevant experience in Malawi or within the region highly preferred

Experience and Skills

Experience building operational, business-related, and leadership/management competencies of local and regional organizations highly preferredExperience building monitoring, evaluation, and learning capacities of USAID staff, implementing partners, and government counterparts highly preferredExperience managing complex relationships with a variety of stakeholdersStrong familiarity with USAID CLA practicesDemonstrated experience applying a variety of participatory and strengths-based learning design and delivery approaches, blended learning and evidence-based learning theory preferredAbility to work with host-country governments at different levels, as well as a variety of private and public-sector organizations, and academic institutions in Malawi preferredStrong interpersonal skills and ability to work sensitively in multi-cultural environments and build effective working relations with clients and colleaguesStrong planning, organization, strategic thinking and problem-solving skillsHigh level of competence in writing reports, analyses, proposals or other technical communicationsStrong supervisory and management skillsWorking knowledge of/experience with USG-funded program management, policies, regulations and procedures preferredFamiliarity with USAID/Malawi Mission is preferredExcellent communication, both verbal and written English skillsMalawian citizens are strongly encouraged to apply
