    Chemonics seeks a short-term macroeconomic institutional improvement expert for the ongoing USAID/Kosovo Economic Governance activity. The activity is a 5-year initiative to support Kosovo partners in implementing significant reforms to strengthen public financial management, reduce public perception of and opportunities for economic corruption, and make governance of Kosovo’s business environment more inclusive and self-reliant. The short-term expert will conduct a complete review of the structures, management, and operations of the Ministry of Finance Macroeconomics Unit for the Government of Kosovo and develop recommendations for ensuring that the unit can operate independently and without donor support. This assignment is estimated to occur between January 2019 and March 2020 and requires up to 35 days of work with at least one trip to Kosovo. We are seeking individuals who have a passion for making a difference in the lives of people around the world.

    Responsibilities include:

    • Obtain a clear understanding of the historical context of the Macroeconomics Unit and conduct a thorough review of what systems and operations currently exist in-country

    • Propose key medium- to long-term functions for the unit, as well as changes for the current organizational structures of its macro-fiscal functions

    • Recommend an optimal number of staff and propose the division of tasks and responsibilities between them

    • Propose opportunities for increased managerial oversight outside the unit that would increase overall performance within the unit

    • Identify skill gaps for possible trainings in the future

    • Propose human resource solutions for increasing skill retention and ensuring the transmission of knowledge and skills both within the unit and to new hires without continued donor support

    • Propose operational metrics to measure self-reliance of the unit that can be used by institution management as part of routine oversight and to reinforce credibility

    • Identify if any of the proposed recommendations require legal changes

    • Assist unit staff in drafting a medium-term (3-year) plan to effectively implement recommendations

    Qualifications:

    • Advanced degree in economics or related field with knowledge of business process analysis

    • At least 10 years of international experience in the development of macro-fiscal institutions or similar functions in government entities

    • Demonstrated permanence of previous reform recommendations

    • Proven experience with successfully implemented institutional reorganization or operational improvement

    • Advanced knowledge of Excel and other Microsoft Office tools, as well as statistical software packages

    • Demonstrated leadership, versatility, and integrity

    • Professional proficiency in written and spoken English
