Syria/MENA Program

ICMP Syria/MENA program aims to establish the foundations for an effective and sustainable mechanism to address the issue of the missing in a future post-conflict Syria. The program will focus on the following:

1) contributing to increased understanding among victims, civil society and key stakeholders regarding processes, standards and rights of victims and survivors who are involved in accounting for missing persons;

2) establishing the conditions to launch a participative process of data collection that empowers and engages families of the missing; and

3) increasing the capacity of Syrian families, legal experts and other stakeholders to foster an impartial and law-based approach to accounting for missing persons in post-conflict Syria.

The primary stakeholders of the Syria program are families, in particular women, with relatives missing from the conflict, who are currently displaced in neighboring countries and, also where possible, those who are still in Syria.

Position Background

The Data Coordination Officer implements of ICMPs strategies to support the establishment of data collection process on persons that went missing as a result conflict in Syria. This position serves as a focal point in between ICMP and the Civil Society Organizations (CSOs) that have signed the Data Partnership Agreement. This position will provide direct support, monitoring and shall give guidance to the CSOs in data and reference collection, data entry as well as data analysis, as per the relevant guidance and best practices in place at the ICMP.

Under the overall guidance and supervision of the Head of the Data Coordination Division, the duties of the Data Coordination Officer will include, but may not be limited to:

Identify and to support in the identification and the assessment of potential Data Partnership Organisations;Take the lead in creating Project Implementation Agreements and to ensure proper implementation of activities and other obligations as per the project agreements;Design, conduct and assist training programs for the relevant Data Partnership organizations, as well as ICMP staff, in processing of data, reference collection and in use of ICMP iDMS software applicationBe the focal point for the data processing under the Data Partnership Agreement and to provide relevant support, coaching, mentoring and monitoring throughout the project durationConduct and coordinate activities during the data collection campaigns, including reference sample collection, and to ensure proper implementation of protocols and best practices in placeReport and contribute to the preparation of relevant internal and external reports and correspondence, as well as to assist the CSOs in preparation of relevant reports in line with the Implementation AgreementsOther duties as assigned.RequirementsUniversity degree in Social Sciences, Computer Science, Mathematics or related discipline is desirableAt least five years of relevant experience in working on large data sets, data collection and data analysisProven experience in project managementExperience in data collection and data analysisProven experience in the design and delivery of capacity building, training and mentoringProven experience in documentation of human rights violations or working directly with the victimsDemonstrable conceptual, analytical, documentation and presentation skills, including report writingPrior experience or in-depth understanding of the Syria conflict and the region is an advantageExcellent planning and prioritization skills, including the ability to think and operate strategicallyExperience working with international organizations in Lebanon, Turkey, Iraq and/or JordanDiscretion, tact and professionalism.

Mandatory requirements

Legally entitled to work in Lebanon Proficiency in Microsoft applications, including Word, Excel and Power Point Professional fluency in written and spoken English and Arabic; Turkish and/or Kurdish is desirableProven ability to interact positively with colleagues regardless of culture, nationality or genderAbility to travel at short notice and to work flexible hours including weekends and eveningsCommitment to the underlying objective of helping the authorities and families of the missing to account for missing persons in an impartial and transparent mannerPhysical and mental resilience, with the ability to operate effectively in hostile environmentsWillingness and ability to work and live in hardship conditions with limited infrastructure and personal privacy.Benefits
