The Feed the Future Bangladesh Aquaculture and Nutrition Activity (BANA) is built on the achievements of the Feed the Future Aquaculture for Income and Nutrition Activity (AIN) to sustain positive aquaculture sector growth through an inclusive market system approach.

The overarching goal of the Activity is to achieve inclusive aquaculture sector growth through a market system approach. This goal will be achieved by separating activities into three main purposes: Purpose 1: Increased productivity, production and quality of aquaculture output from ponds and ghers;

Purpose 2: Strengthened aquaculture value chain; and

Purpose 3: Increased awareness and adoption of nutrition-related behaviors.

The Activity aims to improve the sustainable livelihoods for a large number of smallholder farmers (i.e. 400,000 men, women, and youth), providing them with skills and knowledge on aquaculture to thrive in a growing market and will stimulate aquaculture sector growth, increase employment and incomes, and food and nutritional security for rural households. It will serve a facilitating role by coordinating linkages among value chain actors in private, public, and civil society sectors. The approach involves developing the capacity of women and men private sector actors such as hatchery owners, nursery owners, fish fingerling sellers, fish feed manufacturers, feed dealers, and a broad range of supporting services so that the firms will be able to continue to develop the capacity of all value chain players even after the Activity ends.

Fish feed is the most important input in food-fish production. This is particularly important when feed safety becomes as the major issue in recent context for human food safety. In order to prevent fish feed adulteration, it is equally important to ensure that harmful contamination does not take place neither at the warehouse of raw materials, processing system, nor at post-production steps. Contamination can be avoided when the ‘critical points’ at the different stages of feed production are identified and preventive measures are taken accordingly. In order to ensure effective preventive measures, it needs to be figured out what mitigation actions have to be done at what stages, when (interval) it must be done, how (method and supplies) it should be done, how it will be monitored and recorded, who will do what, etc. etc. The Activity believes comprehensive guidelines for cleaning and disinfecting feed mill, storage of raw materials and finished products, waste management, and maintaining personal safety and hygiene could facilitate streamlining safe feed production.

The objective of this consultancy is to develop guidelines for fish feed millers in order to avoid contamination during storing raw materials, feed processing and storing finished products, and to ensure personal safety and hygiene.

Key Responsibilities

  • Review the EMMP of the Activity, existing fish feed rules of Bangladesh, product regulation of The Food and Drug Administration (FDA/USA), FDA’s animal feed safety system (AFSS), Good Practices for the Feed Industries (FAO/IFIF), Hazard Analysis and Critical Control Points (HACCP) manuals, international certification manuals and other manuals relevant to this assignment.
  • List down and illustrate each of the individual steps of the production system viz. managing raw materials, feed processing and packaging, and storing finished products.
  • Develop checklists to identify sources of contamination (including personal hygiene issues) at each of the individual steps of the production system.
  • Conduct a thorough and in depth practical investigation at each of the individual steps of the production system of several feed mills.
  • Identify the critical control points (CCPs) (with sufficient number of photographs to visualize the scenario) for contamination and personal safety and hygiene issues at each of the individual steps of the production system.
  • Referring to the identified CCPs, determine the effective mitigation actions (with sufficient number of photographs to visualize the process) in order to avoid contamination, and to ensure personal safety and hygiene issues at each of the individual steps of the production system. The mitigation actions must come up with:

a) The process and/or method by what the actions need to be done.

b) What chemicals and/or materials will be needed for what purposes; please note that the chemicals must be approved by the FDA. c) How the waste and/or residue, that would be generated following the day-to-day activities and/or as a result of the mitigation actions, will be managed. d) What personal safety and hygiene protocol needs to be followed for what purposes and/or to take what mitigation actions.

  • Referring to the identified mitigation actions, illustrate explicitly how the mitigation actions will be monitored and reported at each of the individual stages of the production system; please note that required log-sheets need to be developed for record keeping/reporting in this connection.
  • Referring to the identified mitigation and monitoring actions, determine explicitly who will take what mitigation actions, who will fill out the log-sheets, who will monitor and oversee what; please note that each of the aforesaid tasks must be stated along with schedule/time table.
  • The guideline should have two parts: narrative and summary tables. The narrative part should be illustrated with flow charts, diagrams, etc. as and where necessary.

Deliverables

  • The checklists to identify sources of contamination (including personal hygiene issues) at each of the individual steps of the production system (as stated at #3.3 of the SOW) need to be shared with the reporting supervisor for his consensus within 7 days of signing the contract.
  • Identify the critical control points (CCPs) (with sufficient number of photographs to visualize the scenario) for contamination and personal safety and hygiene issues at each of the individual steps of the production system (as stated at #3.5 of the SOW) need to be shared with the reporting supervisor for his consensus within 14 days of signing the contract.
  • The summary tables that would illustrate CCPs, mitigation actions, monitoring actions, and responsibility with schedule (as stated at #3.8 of the SOW) need to be shared with the reporting supervisor for his consensus within 30 days of signing the contract.
  • The log-sheets that would be used to record the mitigation and monitoring actions (as stated at #3.7 of the SOW) need to be shared with the reporting supervisor for his consensus within 30 days of signing the contract.
  • The annotated table of content (TOC) of the complete guideline need to be shared with the reporting supervisor for his consensus within 30 days of signing the contract.
  • The first draft of the complete guideline need to be shared with the reporting supervisor for his consensus within 35 days of signing the contract.
  • The final version of the complete guideline need to be shared with the reporting supervisor for his consensus within 45 days of signing the contract.

Requirements

This consultancy contract is open to National Consultant with the following skills and qualifications:

  • Master of Science in Aquaculture, Marine Science, Animal nutrition or related subject.
  • More than 10 years of work experience in fish feed sector out of which at least 6 years of practical work experience in fish feed production, and located in any feed mills/plants as a full time employee is required for lead consultant.
  • Experience in Hazard Analysis and Critical Control Points (HACCP), and other certification systems would be an advantage.
  • Familiarity with Bangladesh Fish Feed Rules, regulations of FDA/USA, FAO standards would be an advantage.
  • Excellent documentation skill in English is a must.

Availability of Experts

Experts must be available throughout the duration of an assignment. The duration can range from weeks to months. In some cases the assignment can be shortened or extended depending on business needs. Experts maybe required to travel to countries where we work.

Location and Duration

This position is open for national consultant and will be based in Dhaka, Bangladesh with field visits. The selection of consultant will be based on the relevant qualification and experience, and the most competitive proposal. The interviews are expected to be held in December 2019 and only shortlisted consultant will be notified and expected to attend the interview. The successful consultant should be available to commence for maximum of 45 working days in between December 2019 till February 2019.
