A (senior) development cooperation professional; ideally well versed in capacity development, knowledge-management, the health sector of development cooperation, advancement of rights-based approaches; wide focus (NTDs/NCDs), experienced in advancing/facilitating/M+E complex interventions, participatory developing log-frames in resource-scarce settings, ideally: familiar with corporate health management, preferred: previous work experiences in the Arab States Region, necessity: support for plan:g’s ambitious change agenda.

- Arabic (basic skills essential, and willingness to acquire working knowledge in order to communicate with the team)
- Capable and experienced working in, around and with conflict regions and adapt to conflict-related challenges
- Proven in-depths familiarity with regional beliefs and traditions as in-country preparation cannot be facilitated and understanding needs and communication of the counterpart´s target groups is vital for the assignment
- Curious and bold enough to develop new approaches to cooperation and make creative use of strategic innovations and strategies in challenging environments
- Willing and experienced in the combination of local field work and administrative support
- Capability to develop and formulate work plans and programmatic proposal
- Readiness to develop and work with strategies of health care that are based on paramedical staff, budget limits and other conditions of restricted access of capacity
- Outstanding networking skills in development cooperation and ability to liaise with various stakeholders
- Previous experience in working with and training professionals on various levels
- Self-propelled and thriving to make lasting change
- Passionate in understanding, teaching and motivating others
- Aware of the multiple dimensions of health (care, medical, administrative …)
- Proven readiness to change personal behaviour in the light of a world anticipating drastic change
- Readiness to engage in the nitty-gritty details of project work
Activities:
- Together with assigned counterparts, contribute to development, review and support implementation of NLTBP/NTD programs in the field to enable their continuation and advancement
- Together with assigned counterparts, develop and implement network activities with related NGOs with improved capacity of sharing knowledge and skills among different specialists
- Together with assigned counterparts, develop and implement strategies to improve data-validation in the field as a main aspect of professionalization in health care
- Together with assigned counterparts, increase early detection and treatment by training and awareness activities towards communities and community leaders
- Undertake transfer of skills, knowledge and capacity to staff and nominated medical and paramedical persons (especially in the areas of management support, including program planning, finance and knowledge-management)
- Together with counterparts, develop tools, guidelines and other interventions to support knowledge management and M+E
- Together with counterparts, develop, implement and distribute information and awareness material with focus on resilience strengthening of poor and marginalized population towards health and related life conditions
- Together with counterparts, analyse potentials and deficits in the building and maintenance of health facilities in the field, mainly concerning durability, hygiene and effectivity in local conditions
- Together with counterparts, development of pilot studies and recommendations in improving the practice in construction and maintenance of health posts in rural and remote areas
- Together with counterparts, develop and implement pilot projects based on PHC and SPHERE recommendations in order to serve as a model for others
- Together with assigned counterparts in Yemen, improve logistic and institutional as well as personal management capacities to strengthen capacities of counterparts to be able to increase program resilience in a war-ridden region at great stress
- Raising awareness for and advancing counterparts’ knowledge in essential principles (PHC) of humanitarian cooperation (SPHERE), and rise such awareness among partners in government and communities
- Develop and establish a cooperation among related counterparts in the region concerning exchange of lessons learned (especially regarding information campaigns), and good management and program practices
Results:
What will the technical advisor have achieved after 2 years? What are the results of the advisor’s activities?
The secondment of the TA will result in
- more effective performance and an increased impact of anti-leprosy work in Sudan and Yemen, that shall be better integrated in local structures and wider NTD activities
- stronger partnerships between nongovernmental health organizations, governmental organizations and other institutions on appropriate treatment of communicable and non-communicable diseases, including prevention.
- an increased professionalization of partner and cooperating NGOs and enhanced ability to implement new programs with ensured funding
- an increased professionalization of field staff in health stations or other partners in the states in their management of cases and performance, using M + E and other tools
- increased access to information on best practices and standards for health awareness, early detection and treatment
- the increased awareness and knowledge to analyse and improve hygiene and environmental conditions based on the example of health units
- the development of guidelines and recommendations for such conditions to be used among partners and related stakeholders
- the establishment of a functioning communication network with and within health and humanitarian stakeholders in the Hadramaut region in Yemen
- a professionalization of ATHS NGO in Yemen and their counterparts and their acceptance as reliable and effective partners for new forms of cooperation and funding
- an improved ability of partners in the Hadramaut region of Yemen to support health programs and humanitarian actions
Remuneration, working hours, further information:
plan: g is a member of HORIZONT3000, the largest Austrian organization in non-governmental development cooperation. HORIZONT3000 is a specialist for seconding technical advisors. The monthly salary is based on a basic salary. The successful applicant will also receive maintenance and housing subsidies. This will results in approx. 2000, – Euro net per month.
