    Rationale for the Research

    The overall objective of the wider project is to shift power to women, young people and their organizations in protracted crises in order for them to reduce the vulnerability of women and young people through protection and resilience building activities. There are three components to the project: (i) women led community-based protection, (ii) accountability and localization, and (iii) social and economic resilience. “Shifting power” to communities themselves and in particular women and young people runs across all three components.

    The KABS assessment and the ensuing work related to changing harmful gender norms with the aim to reduce violence against women and women’s protection risks falls under (i).

    The assessment will provide an understanding of people’s knowledge, attitudes, behaviours and skills in relation to women’s rights and the gender norms which contribute to, allow or enable VAW, and which limit women and girls’ opportunities to live safe and dignified lives. The KABS assessment will also include a stakeholder and power mapping analysis – identifying the key actors to influence who can drive change in each community.

    Gender norms are social norms that relate specifically to gender differences. The term ‘gender norms’ refers to informal rules and shared social expectations that distinguish expected behaviour on the basis of gender. It is anticipated that the consultant will use and adapt the Gender Equitable Men (GEM) scale to develop the tools for the KABS survey.

    The results of the KABS survey, the stakeholder and power mapping analysis, as well as the Protection Risk Assessment which has been undertaken by the Women Protection Action Groups in early 2019, will all be used to develop specific action plans to tackle harmful social/gender norms that contribute to violence against women and transform these into social/gender norms that uphold women and girls’ equality, safety and dignity.

    The consultant will work with the Women’s Protection Action Groups (WPAGs) and young women and men members of the Youth-led Agents of Change Initiative (YACI).

    Deliverables:

    1. Develop KABS assessment tools and survey methodology in Arabic and English.

    2. Design and deliver a 5 day intensive training for KABS assessment. participants (YACIs) on (i) knowledge, attitudes, behaviours and skills related to women’s rights, gender norms and VAW, and (ii) the skills to conduct/facilitate the KABS assessment in the community.

    3. Training Report in English.

    4. Oversee the conduct of the KABS assessment in both Mafraq and Zarqa.

    5. Analyse the assessment data and prepare a report in Arabic and English.

    6. Conduct community feedback sessions on the findings and analysis.

    7. With YACI and WPAG leaders develop a detailed 2 year action plan – with interventions at the individual, relationship and community levels – to prevent violence against women and girls in Mafraq and Zarqa.
