The fundamental mission of UNICEF is to promote the rights of every child, everywhere, in everything the organization does in programs, in advocacy and in operations. The equity strategy, emphasizing the most disadvantaged and excluded children and families, translates this commitment to children s rights into action. To the degree that any child has an unequal chance in life in its social, political, economic, civic and cultural dimensions her or his rights are violated. There is growing evidence that investing in the health, nutrition, water sanitation and hygiene (WASH), education and protection of a society s most disadvantaged citizens addressing inequity not only will give all children the opportunity to fulfil their potential but also will lead to sustained growth and stability of countries. It will accelerate progress towards realizing the human rights of all children, which is the universal mandate of UNICEF, as outlined by the Convention on the Rights of the Child, while also supporting the equitable development of nations.

Given malnutrition s multifactorial etiology, addressing it optimally requires coordination across multiple sectors. UNICEF s Systems Approach to Nutrition seeks to make five systems the food, health, WASH, education and social protection systems more accountable for nutrition results. Improving the quality of children s diets requires leveraging these systems to improve access to and consumption of nutritious, affordable for young children in all contexts.

The WASH System is critical to promoting improved access to and use of safe complementary food, water sanitation, hygiene and clean household environment for young children. As the evidence-base on Nutrition and WASH linkages continues to grow, there is need to accelerate our joint policy, programmatic and advocacy work to fully harness these synergies to reduce stunting and other forms of malnutrition among children. UNICEF, as a multidisciplinary agency, has been working to integrate its nutrition and WASH programming and has published a series of programming guidance s to maximize impacts for children of its actions, including the Complementary Feeding Action Framework to improve the quality of children s diets.

I) How can you make a difference?

Responsibility 1: Technical support for implementing a multisectoral systems approach to improving the diets of children, with a focus on Nutrition-WASH linkages in priority countries receiving global thematic funds

Working closely with Nutrition, WASH and other technical specialists,

Provides support to the regional and country offices in rolling out UNICEF s Complementary Feeding Action Framework using a systems approach to improve access to and consumption of nutritious, safe and affordable diets for young children in all contexts, with a focus on the WASH behaviours, supplies and services.

Provides technical support and guidance to the UNICEF country offices on design, implementation and monitoring and evaluation of nutrition-WASH interventions and actions. This will involve documenting and sharing best practice examples on what has worked across both development and humanitarian programming contexts.

Collects and maintains an up-to-date database on evolving evidence in the field of Nutrition-WASH programming (including hand hygiene, household water treatment, safe storage and handling, management of children s faecal waste and animal faecal waste, clean play spaces and food hygiene) and synthesize key programmatic recommendations and actions for both development and emergency programming contexts.

Responsibility 2: Intensive direct country support for implementing a multisectoral systems approach to improving the diets of children, focusing on Nutrition-WASH linkages in one priority country implementing nutrition and WASH programmes funded under DGIS multi-country grants

Provides onsite and remote technical and operational support to government counterparts, NGO partners, UN system partners and other partners on the application and understanding of UNICEF policies, strategies, processes and best practices on systems approach to nutrition, with a focus on Nutrition-WASH linkages.

Participates in regular programme field visits and/or exchange information with partners/stakeholders to identify bottlenecks, monitor progress and identify solutions. Provides technical support, takes appropriate action to resolve issues and/or refer to relevant officials for resolution.

Coordinates with UNICEF country and field offices to monitor and report progress on Nutrition-WASH programme actions.

Responsibility 3: Innovation, Monitoring and Evaluation, and Knowledge management

Applies and documents innovative approaches and promote good practices in the roll out of UNICEF s Complementary Feeding Action Framework.

Working closely with Nutrition and WASH specialists, designs and tests indicators for monitoring and evaluation of Nutrition-WASH programmes.

Identifies, captures, synthesizes, and shares lessons learned from nutrition-WASH programming across various regions and global thematic fund countries for knowledge management, to contribute to Annual Results Report and Field Reports.

Responsibility 4: Partnership engagement and coordination within and outside UNICEF

Participates and contributes to SWA Nutrition working group and other partnership platforms on Nutrition-WASH programmes.

Prepares regular programme/project updates and briefing notes for management, donors and partners to keep them informed of nutrition-WASH programme progress.

Supports development or adaptation of advocacy and communication tools (advocacy or policy briefs, PowerPoint presentations, etc.) on Nutrition-WASH programming to facilitate advocacy actions at country, regional and global level, with a focus on global thematic fund countries.

II) Training component: Learning elements and expectations

Placement of the incumbent in the first year at UNICEF Headquarters followed by the second year in one of the priority countries, will provide the incumbent a unique learning opportunity. This approach has been planned to support relevant learning progression through first exposure to vision, guidance and programming at the global level followed by on the ground programme implementation.

In addition, the JPO will benefit from the following specific learning opportunities in the receiving office:

Exposure to nutrition and WASH-related programmes and expertise at HQ level, with hands-on learning experience on evidence review, data collection, analysis and coordination with UNICEF regional and country offices.

Learning UNICEF s cross-sectoral work with sectors beyond nutrition and WASH (health, protection and ECD, emergency) and cross-divisional work (Data, Policy and Research Division, Office of Evaluation, and Supply Division).

Exposure and hands on learning through designing and implementing WASH-Nutrition programme in one of the UNICEF country offices. This will also provide opportunity to understand the functioning of overall country programme and work with national government and partners.

Encourage field missions in the first year and participation in global network meetings in second year

Access to on-line learning courses available on Agora in the area of Nutrition and WASH. For example, Infant and young child feeding online course, the 8 modules of the WASH 1010 Course, the Agora courses on WASH Enabling Environment etc.

The JPO training programme includes the following learning elements:

Pre-Boarding: UNICEF Context, organizational culture and values;

On Boarding: Build and expand core knowledge of UNICEF s functional context; Human Resources /Ethics;

JPO Orientation Programme Designed towards development of professional skills and personal insights into performance and collaboration and create and understanding of how the organization functions and carries out its missions around the world;

E-learning opportunities in performance management: create the conditions for high performance and development;

E-learning opportunities on basic UNICEF programme & operational Strategies: assimilate UNICEF s approaches to programming and operations; thematic programme areas; as well as cross-cutting function areas;

JPO Coaching, Mentoring and Buddy Programme driven by individual needs and targeted towards insights into organizational culture and targeted training opportunities and support.

Stretch assignments- opportunity, normally from two max of six months that goes beyond the current description and creates an opportunity to learn new skills in a different Duty Station, Division or Section. The stretch assignment can be covered by the Duty Travel and training allowance as explained in the next paragraph.

The JPO position includes a Duty travel and training allowance (DTTA) of $4000 per year which may be used for learning activities related to the assignment and career development.

III) Supervision

Title of supervisor: Nutrition Specialist/ Level 4

Content and methodology of supervision

The supervisor will provide support and guidance to the JPO s professional development and compliance with the Terms of Reference and timely delivery of the expected outputs/results.

UNICEF uses Achieve (an electronic performance appraisal system) that enables staff and supervisors to set up, monitor, and evaluate their annual work plan. Work outputs and development goals are discussed and rated by supervisor and supervisee.

There are 3 phases of the annual Achieve Cycle:

Phase 1: Performance planningthis is a joint exercise between the staff member and supervisor aimed at creating work plan deliverables

Phase 2: Performance progress an open time during the year between Performance Planning and Performance Assessment when staff members track and update their work plan deliverables

Phase 3: Performance assessment – this involves reviewing and qualitatively assessing the staff member s performance against agreed work plan deliverables and core competencies.

In addition, year-end JPO monitoring reports will be completed as required by the Government of The Netherlands.

To qualify as an advocate for every child you will have

Amaster s degreein nutrition, public health, engineering, development studies, international relations/public affairs, epidemiology, social science or any other relevant field.

A first-level university degree (Bachelor s degree or equivalent) in combination with qualifying experience (at least 3 years of relevant working experience) may be accepted in lieu of an advanced university degree.

Part of the candidates’ academic training (either BA or MA or both) must have taken place in a developing country that appears on the following list of eligible countries of the Dutch JPO Programme.

A minimum of two and maximum of four yearsprofessional experience in a developing country in one or more of the following areas is required: nutrition, public health, nutrition planning and management, or maternal, infant and child health/nutrition care, sanitation and hygiene promotion. Skills with data, quantitative analysis and planning are preferred.

Experience in both WASH and Nutrition programming would be ideal.

Experience in health/nutrition/WASH programme/project development in a UN system agency or organization is an asset

All paid work experience since obtaining Bachelor s degree will/can be considered. Internships and voluntary work are an asset.

Fluency in Englishis required.Knowledge of Frenchdesired. Knowledge of another official UN language or local language of the duty station is considered as an asset.
