Job Overview/Summary
The Deputy Chief of Party (DCoP) is responsible for managing key components of a USAID’s Office of U.S. Foreign Disaster Assistance (OFDA)-funded program that includes health and nutrition; water, sanitation and hygiene (WASH); and shelter activities to support conflict-affected populations. Entitled Amal ( hope in Arabic), the consortium will include international and Syrian partners with humanitarian response capacity. Pending donor approval of an award modification, the DCoP will collaborate with the Chief of Party (CoP) to lead the start-up and implementation of programming.
Major Responsibilities
Program Management
Support CoP to drive consortium-wide program management based on the agreed scope confirmed by USAID OFDA, including linking key components to work plans, spending plans, procurement plans, M&E plans, and other project management tools
Initiate planning within the Amal 2.0 s Consortium Management Unit, including leading remote technical working groups established to facilitate programmatic minimum standards across partners
Contribute to grant management deliverables, including financial and narrative reports, in collaboration with IRC s Grants Team. Ensure that all internal and external reporting requirements are met, and that reports are of a high quality and submitted on time
Cooperate with IRC s Supply Chain Team to ensure procurement monitoring and support align with program deliverables and partner project support plans
Support tracking of overall program budget management to ensure spending is achieved based on IRC and partner spending plans, in collaboration with Finance Team
Design, lead, and/or participate in relevant workshops and meetings to support coordination and collaboration, including quarterly partner monitoring visits and training events
As an alternative to the CoP, serve as secondary focal point to OFDA to negotiate consortium implementation and articulate key implementation constraints and risks
Partnership Coordination and Capacity building
Champion robust partner relationship management characterized by the core partnership principles from IRC s Partnership Excellence for Equality and Results System (PEERS) of responsibility, results-oriented approach, equality, transparency and complementarity
Ensure appropriate proactive and reactive communications and engagement with IRC partners to implement sub-grant agreements and complete program deliverables through regularly scheduled partnership management meetings and outside of formal partnership relationships
Drive adherence to PEERS by understanding and guiding the IRC team and partners to apply key processes, including leading quarterly monitoring visits and lesson learned reflections
Collaborate with IRC s Partnership Team to ensure sub-awards, Project Support Plans, and other required documents are established, monitored and documented based on PEERS and US Government regulations
Facilitate systematic partner feedback on IRC’s management of and performance in partnerships, as well as taking appropriate action in response to the feedback to ensure the smooth operation of the consortium
Technical Quality
Establish programmatic technical standards and work to achieve high-level program delivery across through remote management mechanisms and programmatic adaptation
Lead team of WASH, shelter, community health and protection technical experts who will support partners on technical components of programming and monitoring, as well as collaborate with IRC s Health Coordinator and key health team members to support program delivery
Liaise with IRC s Technical Units to ensure program approaches are aligned with IRC s global models and best practice, as much as possible with the contextual constraints
Ensure gender is mainstreamed within key planning, implementation, and monitoring functions, including leading the review of desegregated data on a quarterly basis to inform program adaptations
Engage M&E staff to support development and application of programmatic monitoring, including output and outcomes to drive quality implementation via partners
Support CoP to explore and establish programmatic and operational strategy to engage Syrian NGOs in pilot funding mechanism for quick impact projects
Collaborate with Syrian health partners to provide remote technical support, as permitted
Network with international and Syria humanitarian actors working in Syria to understand context and programming modalities to inform program design
Other tasks as needed
People Management
Communicate with IRC Syria management to coordinate roles and responsibilities to fulfill Amal deliverables
Maintain open and professional relations with team members across the Syria country program, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions
Take responsibility for discussing job expectations, performance, and objectives on an informal, quarterly basis with Amal staff
Ensures team members have clearly delineated function, work tasks and responsibilities to enforce accountability and clarity in role
Overall responsibility for staff timesheets, work plans and vacation schedules
With team members, identify individual training needs and ensure access to training and professional development resources appropriate to their skill gaps/needs
Lead with commitment, integrity and accountability on the IRC Way Global Standards for Professional Conduct

Job Requirements
Master s degree in relevant field is required.
Over 6 years of relevant experience in senior technical level.
Experience in project implementation as well as strong managerial and operational leadership
Expertise in health, nutrition, shelter and/or WASH sectors is ideal
Demonstrated experience in management of OFDA projects with substantial sub-grant components (including managing grants to international and national organizations)
Previous experience managing a team of technical staff preferred
Works well in and promotes teamwork, comfortable in a multi-cultural environment, flexible and able to handle pressure with professional grace
Excellent organizational and time management skills with ability to manage competing priorities and deadlines
Excellent oral and written communication skills in English, Arabic language skills preferred
Familiarity with the political, social, cultural, humanitarian and donor context of Syria is ideal
Willingness to travel to Beirut or other countries as needed
