International Consultant to Design and Conduct a Conflict Assessment in Support of Efforts to Improve Local Policing, Home based and Baghdad/Anbar/Ninewa/ Basra/ Sala, Iraq 189 views


UNDP has a global mandate to support governments in the area of good governance and Security Sector Reform (SSR) and, has significant experience in producing policy advice and, support to governments. At the request of the Government of Iraq (GoI), UNDP has been engaging with the Office of the National Security Adviser (ONSA) to support the Government’s SSR efforts. Among others, the ongoing work focuses specifically in supporting the implementation of the GoI Security Sector Reform Programme (SSRP). In this regard UNDP maintains strong partnerships with the office of the National Security Adviser (ONSA) and relevant Government Ministries/Agencies and, also plays a central coordination role between GoI and International Partners engaged in this long- term reform process.

On 16 July 2017 the National Security Council, formally endorsed the Security Sector Reform Programme (SSRP). UNDP has provided significant technical support to ONSA and relevant GoI institutions throughout the development of the SSRP and, has facilitated numerous consultations with a wide range of stakeholders, helping to ensure broad support for this long-term reform process. Among others the overall GoI SSRP has specific focus on improving local policing under the SSR system priority Criminal Justice and Law Enforcement. The emphasis is on transition from ‘Green’ to more service oriented ‘Blue’ policing in post- ISIL Iraq with specific emphasis on liberated areas. (i.e. Ninewa and Anbar)

Furthermore, recognizing that access to security and justice and, realization of safer communities is a prerequisite for democratic advancement and, post- ISIL recovery and stability in Iraq, the Police Affairs Agency has undertaken significant efforts over the past year to advance local policing in Iraq with a specific focus on preventative and responsive policing. In this regard the Ministry of Interior (MoI) adopted the proposed ‘Local Police Service Road Map’ in November 2018 and, UNDP provided technical advice and assistance to elaborate the same. Looking forward, UNDP is expected to play a lead role in assisting MoI/ Police Affairs Agency in the implementation of the Road Map and, international partner coordination to support its implementation.

Additionally, since 2018 UNDP has also designed and, initiated delivery of specialized training courses to mid- ranking police officers in Iraq in -line with capacity building priorities identified in the recently endorsed Local Police Service Road Map. Among others this work includes specialised courses on – Improving Effectiveness of Local Policing (IELP) and, Police Management. Overall the courses involve a combination of basic training and, mentoring as well as training the trainer (ToT) courses. Furthermore, UNDP will also undertake the design and delivery of specialized courses on criminal investigations to complement the implementation of the corresponding Standard Operating Procedures (SoP) for Criminal Investigations. It was adopted in March 2019 and, directly complements crime management and, security & protection core- functions in the Road Map.

Complementing this on going and planned work, it was also identified the requirement to develop a ‘model police station’ initiative in order to improve and restore preventative, efficient and, gender responsive policing to ensure equal access to police services by the public. In view UNDP in collaboration with Police Affairs Agency, Provincial Police Commands and, MoI intends to design and pilot the proposed ‘model police station’ initiative in a selected number of provinces to be replicated more widely over time.

The overall programme of work also recognizes that increasing gender quality and, gender integration in Iraqi police is a long- term goal. Programme activities therefore are designed to act as a precursor to achieving this long- term goal.

Duties and Responsibilities

Within this backdrop the UNDP Security Sector Reform/Rule of Law Programme has identified the requirement to undertake a Conflict Sensitivity Assessment (CSA) in programme’s key target locations to understand the conflict dynamics in overall programme target locations and, ensure that all programme activities are carried out in a way that does not unintentionally cause or exacerbate tensions and, maximize the opportunities to contribute to building peace and stability in Iraq.

The overall objective of the assignment is to design and, undertaken a conflict assessment to better understand the interaction between the operational context, its conflict dynamics and, programme intervention. The findings will be linked to the overall project cycle and, utilized to avoid potential negative effects and, maximize positive impacts.

It will therefore help to ensure overall project planning, implementation and, M&E are conducted in a conflict – sensitive manner. The conflict analysis is also intended to under go an annual review and, an update. As such, following guiding principles of conflict – sensitivity will be integrated into every stage of the project implementation – participatory process; inclusiveness of actors, issues and, perceptions; gender equality; impartiality in terms of actors and issues; transparency and accountability; respect for people’s ownership of the conflict and, their sufferings; partnership and collaboration; complementarity and coherence; and, timeliness.

The key target locations for the conflict assessment will include Ninewa and Anbar with some generic focus also on Basra, Sala- Al- Din and Baghdad where appropriate.

The consultant will work closely with UNDP SSR/ RoL Programme Manager and, Policing and Criminal Justice Technical Specialists in undertaking the above consultancy.

Objectives of the assignment:

  • To analyse the potential effect of the current conflict dynamics on programme delivery and ,its impact on target groups and, beneficiary population.
  • To provide sound analysis and, an assessment report on the key conflict dynamics and related factors/ triggers, which have the potential impact on programme implementation and, its target groups.
  • To provide key recommendations on mitigating the effect of those factors and, ways forward on how programme implementation can be further improved to better respond to the emerging needs of the operational context.

  • * The SSR/RoL Programme Manager shall certify and authorize all payment instalments and accompanying payment invoices prior to payment.
  • *For each payment a certification of payment shall be signed and approved by the SSR/RoL Programme Manager attached to it explaining the accomplishment of the deliverables corresponding to the respective quarterly progress report.
  • *The consultant will be reimbursed for the daily living allowance in Iraq based on the actual days spent in Baghdad and, where necessary above-mentioned locations in Iraq. (e.g. Ninewa, Anbar, Sala- al- Din and, Basra).

Reimbursement costs/ travel costs will be paid on the basis of actual expenditure and should not exceed the approved amount in the contract calculation sheet.

  • Reporting:
  • The Consultant will report directly to SSR/RoL Programme Manager. They will develop a mutually agreed monthly deliverable activity plan with appropriate timelines.

This will be combined field based (Iraq) and a home-based assignment. Within a total of 40 working days, the consultant will undertake following estimated field missions to Iraq:

Any change to the preliminary travel plan/schedule hereunder, in such cases, UNDP will cover travel costs in accordance with corporate regulations and rules.

  • Consultant shall provide the Reimbursable Lump Sum of travel cost. UNDP will process the payment upon actual receipts provided for ticket (should not exceed the unit price provided in the financial offer) and boarding passes/passport stamps (entry and exit) for each travel;
  • Unit price for tickets should be provided on most direct economic class (business and first-class airfare are not permitted as per UNDP rules and regulations);
  • Payments will be made upon confirmation of UNDP of satisfactory performance;

If unforeseen travel outside the consultant home based city is requested by UNDP and not required by the Terms of References (ToR), such travel shall be covered by UNDP in line with applicable rules and regulations and upon prior written agreement. In such cases, the consultant shall receive living allowances not exceeding the United Nations (UN) Daily Subsistence Allowance (DSA) rate for such other location(s).

Contract Duration:

  • Technical Proposal: (which will include the following):
  • A letter explaining why he/she considers him/herself the most suitable candidate for the work.

  • UN P11 Form (‘CV Form’) – Annex 2 attached. UNDP-Iraq reserves the right to disqualify any submissions that have omitted this form.
  • A language assessment will be conducted [if needed] for the purpose of verifying fluency in English;

  • A brief Methodology on how the candidate will approach and conduct the work. (The expert is asked in his/her offer submission in the methodologies section to bring the description of the above-mentioned points in 2. Scope of Work.)
    • Financial proposal:
    • Submission of Financial Proposal.
    • The financial proposal will specify a total lump sum amount and payment terms around specific and measurable (qualitative and quantitative) deliverables. Payments are based upon output, i.e. upon delivery of the services specified in the TOR. Financial Proposal Form, providing a breakdown of this lump sum amount (including travel, per diems) is to be provided by the offeror.

Required Skills and Experience

Work Experience:

General Qualification: At least 10 years professional experience as a conflict sensitivity/ conflict prevention expert/ advisor or relevant dicipline.

Experience relevant to the assignment:

  • At least 10 years proven experience in designing and conducting conflict assessments and/ or research on conflict and, its causes or approaches to conflict sensitivity and conflict transformation in a multi-lateral setting is essential;
  • Proven expertise in conducting conflict and/ or research on conflict in complex emergency settings in the security & justice sector or policing spheres is essential;
  • Sound theoretical knowledge of development theory/ or programme management and, implementation in UNDP/UN agencies or INGO sector is highly desirable.
  • Proven capacity to engage with national and international stakeholders at a senior level with strong liaison capacities and experience.
  • Experience of working in a post- conflict context such as Iraq is highly desirable.
  • Field experience in crisis and or/ post -conflict environments supporting police reforms at strategic level is highly desirable.
  • Excellent analytical and, writing skills in English are essential.

Languages Required:

Proficiency in English (written and oral) is essential.

Working knowledge of Arabic would an asset.
