The UNICEF programme in Mongolia has an emphasis on influencing social policies, systems and budgets for children, and is strongly connected with delivering results for children at the local level. Key strategies include provision of high level technical expertise in child related areas, generation of high quality data and analysis, and sustained advocacy to develop child sensitive policies, programmes and budgets. Investment in networking and leveraging national and international stakeholders around child priorities are other important strategies, as well as brokering of international knowledge by facilitating horizontal cooperation as a way to connect Mongolia to global innovation and best practices for children.

The UNICEF Mongolia operations team provides IT, finance, supply, administration and human resources services in support of UNICEF’s programme in Mongolia. The HR team is responsible for staffing, capacity development, performance management and personnel administration across the office.

How can you make a difference?

We are looking for a dynamic and innovative human resources professional to join the team in delivering effective HR services to UNICEF’s staff and programmes. The HR Officer will work as a recruitment expert and focal point for staffing, coordinate the office learning and development programme, support staff and managers in performance management and compile and provide HR data and analytics in support of decision-making. In particular, he/she will:

  • Lead and coordinate recruitment for UNICEF Mongolia. Implement effective and efficient recruitment practices in line with established principles, keeping abreast of and implementing industry best practices
  • Work with recruitment agencies, job boards and media partners to develop outreach strategies and approaches to find talent. Actively promote UNICEF’s brand as an employer of choice
  • Ensure highest quality of recruit. Search for appropriate profiles, build talent pools, oversee prescreening and conduct shortlisting of applicants
  • Coordinate the procurement process for individual consultants and contractors including the review of TORs, outreach and advertisements, review of proposals, and contracting
  • Oversee communications with and on-boarding of newly appointed staff and other personnel
  • Participate in the identification of training needs, preparation of training proposals, arrangements for implementation and evaluations of training, and impact on performance
  • Compile and analyze HR related data and information to support decision-making. Contribute to office HR strategy formulation by providing feedback and making recommendations on HR process improvements. Introduce innovation through sharing of best practices.
  • Provide advice to colleagues on HR processes and policies, ensuring the highest level of client orientation.
  • Coordinate HR transactions, personnel actions and payroll. Monitor contracts and ensure appropriate and timely action for renewals. Oversee the filing and safekeeping of HR and personnel records. Ensure job descriptions are current, properly recorded and duly classified
  • Oversee benefits and entitlements in accordance with applicable UN/UNICEF policies such as annual and sick leave, dependency allowances, language allowances, education grants, home leaves, pension fund entitlements, etc.
  • Participate and support in other areas of operations as needed

To qualify as an advocate for every child you will have…

  • University degree in human resource management, business management, international relations, psychology or another related field
  • At least three to five years of professional experience in human resources management in the public or private sector
  • Solid understanding of the labor market in Mongolia. Knowledge of major recruitment agencies and headhunters, and experience from working with them
  • Background in recruitment. Knowledge of testing tools, interview techniques and assessment methods. Familiarity of companies providing services in this field
  • Experience from developing and delivering training and workshops, and facilitating staff development
  • Technical knowledge of human resource management principles and concepts
  • Understanding of HR related data and analytics to support decision-making
  • Experience and/or familiarity with international organizations is considered an asset
  • Fluency in English and Mongolian
