CHAI s global malaria program provides direct technical and operational support to countries around the globe to strengthen their malaria programs and reduce the burden of this preventable, treatable disease. We support governments to scale up effective interventions for prevention, diagnosis, treatment, and surveillance, with the goals of sustainably reducing the number of malaria-related illnesses and deaths worldwide in the short-term and accelerating progress towards malaria elimination in the long term.
Position Summary:
CHAI is seeking a highly motivated individual to work as an Associate, Malaria Elimination Strategy and Financing to help the government in Haiti obtain the financial resources necessary to achieve historic malaria elimination. As part of the Global Malaria Team, the Strategic Planning and Financing Associate will provide direct support at the highest level of government. Areas of support consist of working alongside country and technical experts to develop Haiti s National Strategy for Malaria Elimination, leading the development of a costing model to assess financial resources needed, conducting cost optimization analysis for health strategies, and forecasting resource needs over the next decade. The Associate will also help the Haiti Ministry of Health and associated partners develop the 2021-2023 Global Fund application (~$30M) in order to secure key financial resources to help the country achieve its elimination targets. For context, the Global Fund is the largest multi-lateral for Aids, Tuberculosis, and Malaria, mobilizing more than $4B USD. These activities will help government malaria programs ensure that they are able to maximize the use of existing resources but also help them plan for and seek out the additional resources they need to achieve elimination. The Associate will report to the Manager of the Global Malaria Finance Team.
The Associate will bring outstanding analytical, problem-solving, organizational, and communication skills. The Associate must also be able to work independently and have deep personal commitment to producing results. The Associate also will be expected to be fluent in Excel and have a high business proficiency in both English and French. This is a 6 month position with a flexible location for Haiti, Panama or the United States. Travel to Haiti up to 75% is expected.
Responsibilities
Work with national malaria staff and CHAI country teams to optimize and cost national malaria programs by building Excel-based costing and budget modelsConduct costing and financial analyses and support the development of funding proposals and operational plansAssist government programs and donors with addressing the long-term sustainability of malaria funding, by: forecasting future funding gaps, mapping and assessing funding opportunities (both innovative and traditional), and working other technical teams and partners to streamline and integrate malaria services to lower costsEngage with and cultivate donors, including individuals, corporations, and organizations interested in supporting malaria programsServe as a trusted advisor to CHAI country teamsServe as liaison between CHAI regional technical teams and country partners and stakeholdersBuild strong relationships with stakeholders across government, non-governmental organizations and the private sectorDraft presentations and reports for internal and external stakeholdersCoordinate meetings and facilitate knowledge sharing between government programs and partner organization in the region to ensure coordinationProvide program and budget updates for donor reporting and best practice sharing

Qualifications
Fluent in English and French
4+ years of working experience with increasing levels of responsibility and leadership in finance, management consulting, or another relevant field
Master’s degree in Business, Policy, Public Health, or related field, or Bachelor’s degree with equivalent work experience; minimum of a Bachelor s degree
High levels of proficiency in Microsoft Word, Excel, and PowerPoint
Demonstrated excellent analytical, quantitative, and problem solving skills
Ability to oversee multiple work streams simultaneously, to set priorities, and to work independently and flexibly with a strong commitment to excellence in high pressure situations
Exceptional written and oral communication skills
Strong diplomatic and interpersonal skills and ability to build relationships in a challenging multicultural environment
Willingness to live and/or travel to Haiti up to 75% of the time for a period of six months
