About Arbeiter-Samariter-Bund Deutschland (ASB)

The Arbeiter-Samariter-Bund Deutschland (ASB) is a German aid and welfare organization with more than 300 branches at the national, regional, district and municipal level all over Germany. ASB has been working in Georgia from 1992 to 1997, and reopened its office in the country in late 2010, focusing on livelihood activities for Internally Displaced Persons, disaster risk reduction and the provision of social services for the most vulnerable through the promotion of social enterprises (SE).

About the Project

ASB Georgia in partnership with Charity Humanitarian Centre Abkhazeti (CHCA) and Kakheti Regional Development Foundation (KRDF) implements a four-year project PPSP a partnership for inclusive policy-making funded by the European Union. The overall objective of the project is to increase civic participation and partnerships in local social policy making, implementation, and monitoring. The project has two Specific Objectives: 1: Strengthen CSOs capacity to lobby, advocate and monitor decision making in the local social sector; 2: Promote public-private social partnerships to provide social services in rural and remote areas of Georgia.

Description of the Assignment

Arbeiter-Samariter-Bund country office in Georgia is seeking for an expert to assess the sub-granted social service delivery organizations by a tool of social return on investment (SROI). The project team selects 10 social enterprises (SE) to provide social services in the regions of Georgia. The maximum amount of direct support is 15 000 Euro for each SE. The SROI tool will be used at the end of the SE functioning that will give the opportunity to summarize the social impact measurement results. It will be crucial for the established SEs and their beneficiaries to make social value-oriented decisions in future functioning. ASB Georgia expects that the final results of the work will inform different project stakeholder organizations on which changes to base their decisions during future planning and programming.

The SROI will measure how much social value is created by each Euro of investment in the project. An invited expert will evaluate the social, environmental and economic impacts of the projects. To carry out the SROI the expert will go through the following stages: establishing a scope and identifying key stakeholders; mapping outcomes; evidencing outcomes and giving them a value; establishing impact; calculating the SROI; reporting, using and embedding.

The SROI analysis can help the targeted organizations to improve services by:

Facilitating strategic discussions and helping to understand and maximize the social value an activity creates.

Helping to target appropriate resources at managing unexpected outcomes, both positive and negative.

Demonstrating the importance of working with other organisations and people that have a contribution to make in creating change.

Identifying common ground between what an organisation wants to achieve and what its stakeholders want to achieve, helping to maximize social value.

Creating a formal dialogue with stakeholders that enables them to hold the service to account and involves them meaningfully in-service design.

Responsibilities of the expert:

Build the SROI framework

Conducting fieldwork to collect the data.

Analyzing the data

Reporting final results

Providing recommendations

Timeframe and deliverables

The expected duration of the assignment is 8 weeks.

The researcher will produce the following deliverables in English:

Phase One:

Structure of the document

SROI framework

SROI methodology and data collection methods

Phase Two

The First Draft of the Documents

Phase Three

The Final Documents including recommendations

Researchers Profile

Master s of higher in Business Administration, Social Sciences or other related fields;

Minimum 3 years of experience in the field of research and/or consultancy;

Proven written and oral fluency in English;

Ability to work independently or in a team with little direction;

Ability to work independently or in a team and under tight deadlines.

Location of assignment(s): Home country of an expert (visits to Georgia based on needs)
