    Plan International is seeking a Gender Specialist for the anticipated USAID-funded Quality Education and Skills Training Activity in the Philippines (QUEST). The project is anticipated to work with the Philippine government, education and training institutions, and the private sector to develop qualifications aligned to the needs of industries, strengthen quality assurance among education and training institutions, and improve the information to stimulate better jobs-skills alignments, productivity, and demand for qualified professionals and technicians.

    The Gender Specialist will report to the Deputy Chief of Party, and is responsible for providing leadership to ensure that project activities address the gender roles of youth in livelihoods development and in the workforce; in accessing market information and networks; in linking to financial services through savings and credit; and in creating recognized and appreciated roles in the community. This position is contingent upon award of the project by the donor. The role will be based in Makati City, Philippines.

    QUALIFICATIONS:

    • Minimum of seven (7) years of experience in gender issues as they relate to livelihoods development through entrepreneurship and formal workforce engagement.
    • Bachelor’s degree required or Master’s degree preferred in International Development, sociology, ethnology, anthropology, education, gender studies, or other relevant degrees in social science.
    • Work experience in effective development and execution of gender-specific participatory training, and other capacity development endeavors, particularly for youth engagement and community development and mobilization projects
    • Knowledge of gender dynamics of educational institutions, such as technical-vocational education, and institutional links to government agencies, financial services entities (formal and non-formal), and the private sector.
    • Previous work experience on USAID projects is strongly preferred.

    • Fluency in English (both spoken and written). Must be able to produce high-quality reports in proficient English, in a timely fashion.

    • Applicants must have the right to work in the Philippines without restrictions. Local applicants are preferred.
