Role overview:

The role holder will be responsible for financial management and reporting for the projects in Sierra Leone, lead on compliance management in line with VSO policies and grants agreements and will support the Project Implementation Lead in managing project financial resources and maintain oversight of asset management and assets safeguarding.

We are looking for an experienced financial management professional with a certified public accountant (CPA) or chartered accountant (ACCA) license and strong technical accounting skills. The ideal candidate should have at least 5 years financial management experience of restricted donor funding, reporting, procurement procedures, grant management and donor rules and regulations for non-profit organisations. You have strong knowledge of internal controls, year-end procedures and internal, external and project audits. In terms of personal qualities, you are able to work effectively in a complex global organisation, build capacity within the Sierra Leone team and have exellent advisory, communication and networking skills.

Task responsibilities:

Financial Management

Lead in all financial matters of the project, including formulating financial strategic direction and supporting the Project Implementation Lead to assess implications of financial issues.
Ensure full compliance with the Month End Close and Reporting Process (including managing the accurate preparation and posting of journals including accruals and prepayments and other tasks) • Accurately record transactional journals of income and expenditure on an ongoing basis.
Enforce all internal controls and ensure that there are sufficient mitigations over financial risks in projects and the Sierra Leone operations.
Produce monthly balance sheet reconciliations for the Sierra Leone Business Unit and ensure that all balances are current and recoverable and that provisions are maintained at adequate levels at all times.

Produce monthly grant reconciliations for all in-country grants ensuring that income is claimed when due and cost recovery targets are met (including for staff time, International Overhead, Shared Operational Costs and other people cost model recoveries).
Effectively manage project and country cashflows and ensure that optimum cash balances are maintained in local bank accounts for smooth operations and follow-up outstanding disbursements from donors.
Reconcile and ensure completeness and accuracy of all intercompany accounts.
Maintain the fixed asset register and post depreciation in line with the VSO Global Finance Manual and conduct regular assets verifications as required by the Global Finance Manual

Statutory compliance, Tax and audits

Prepare and file tax returns, and process tax payments accurately and timely in line with local statutory requirements.
Coordinate the successful completion of the Self Audit process, internal audits and grants/project audits.
Coordinate the completion of year-end processes and act as the main contact for external auditors.

Reporting

Produce monthly financial management and budget variance reports and analysis ensuring that the variances are understood, document and follow-up agreed corrective actions to ensure project finance targets are met.

Partner Management

Ensure all partner finance due diligence checks are conducted (including financial capacity assessments and sanctions checks).
Ensure that disbursements to partners are done in line with sub-grant agreements and partner liquidations followed up in a timely manner.
Conduct field visits to partners to follow-up on implementation, compliance and provide orientation and training.

Payment Authorization, Vouchers and Filling

Maintain VSO Sierra Leone authorization guidelines to ensure clear responsibilities.
Ensure approval of payments in line with VSO policy.
Ensure all transactions have the appropriate supporting documents a filled away correctly and sequential for easy retrieval.

Other Duties

Fulfil other appropriate level responsibilities as defined by the line manager from time to time;

Abide by VSO core values and other VSO policies regarding, Safeguarding, Gender Sensitivity, Child Protection, Data Protection Act, Anti-Bribery, Confidentiality and Security.
