The main purpose of the endline evaluation is to measure the development outcomes and identify the project impact that can inform the design of future projects.

The evaluation defined the following specific objectives:

  1. Assess the performance against stated objectives and approved program targets.
  2. Assess the impact and sustainability of the intervention on the beneficiary households and groups.
  3. Evaluate the effectiveness and relevance of the complementary interventions to achieve intervention’s outcomes.
  4. To estimate the endline values of outcome indicators and present comparison with baseline.
  5. To identify and document lessons learned including strengths and challenges.
  6. To identify key recommendations to inform future food security and resilience programming in the target locations.
  7. Qualifications and Roles

The Evaluation Team Leader and the Sector Specialists should meet the following minimum requirements:

  • The team leader: should have postgraduate degree and at least 15 years’ extensive development and humanitarian program evaluation with proven experience in carrying out large scale and multi-sector USAID development and humanitarian response program evaluations.
  • In addition to evaluation expertise, the team leader should also provide sectoral expertise in one of the sectoral components promoted by the CARB project, preferably expertise in resilience programming, food security, agriculture, and livelihoods.
  • The evaluation team leader will take specific responsibility for assessing and analysing the project’s impacts and achievements against the targets.
  • Three Sector Specialists – This includes Food Security/Agriculture Specialist, Nutrition Specialist and Peace Building Specialist. They should have at least a Master’s degree in respective areas of expert and at least 10 years extensive experience in development and humanitarian program evaluation with proven experience in carrying out large scale and multi-sector USAID/BHA/FPP funded program evaluations.
  • Statistician: should have Master’s degree in Statistics or Applied Economics, or Epidemiology and at least 10 years extensive experience in development and humanitarian program evaluation and data analysis skill with proven experience in carrying out large scale and multi-sector program evaluations.
  • The sector specialists must have significant program management and evaluation experience in developing country preferably in South Sudan and East Africa.
  • Proven track record leading USAID/BHA/FFP project evaluations and producing quality reports.
  • Proven knowledge and experience in monitoring and evaluation of USAID development and resilience programming, extensive qualitative evaluation, and quantitative data analysis experience.
  • Proven ability to work with community and the Republic of South Sudan.
  • Proven consultancy and/or work experience with international NGOs, preferably with USAID projects as well as experience with other international organizations on food security, nutrition, agriculture and livelihoods, resilience programming and peace building
  • Good knowledge of Project Cycle Management and USAID Evaluation Policy and Procedures
  • Excellent writing and presentation skills
  • Good teamwork spirit and inter-cultural sensitivity
  • Excellent team leading, communication and analytical skills.
  • Fluency in written and spoken English is required and flexibility to work either remotely or undertake field visit to the project location in South Sudan.
