Background

As a party to the United Nations Framework Convention on Climate Change (UNFCCC), Bosnia and Herzegovina (B&H) has undertaken important steps towards understanding and addressing climate change issues. It is increasingly recognized not only by the Government and scientific community, but also by its citizens that climate change is an issue of key strategic importance. B&H has put great emphasis on climate change as one of the most significant development challenges facing the country. The importance of adaptation was clearly reflected in its Second National Communications and Climate Change Adaptation and Low Emission Development Strategy (CCA LEDs), adopted in 2013. In 2015, B&H submitted its Intended Nationally Determined Contributions (INDC), as part of the negotiations leading to the historic Paris Agreement, which it signed in April 2016.

Authorities of Bosnia and Herzegovina and key domestic stakeholders realize the increasing threat posed to them and the development of the country by climate change and the need of adapting to it in order to avoid or minimise negative consequences. The government is motivated to support and implement the national adaptation planning (NAP) process as adaptation issues are becoming very important for the country’s further development.

The overall project’s objective is to support the Government of Bosnia and Herzegovina to advance the national adaptation planning process. Green Climate Fund (GCF) resources will be used to enable the government to integrate climate change related risks, coping strategies and opportunities into ongoing development planning and budgeting processes. The project will advance adaptation planning in B&H with a focus on most vulnerable sectors such as water management, agriculture, forestry etc., upgrading the knowledge base for adaptation, prioritizing adaptation interventions for the medium term, building institutional capacities for integrating climate change adaptation and demonstrating innovative ways of financing adaptation at the sub-national/local government level.

Duties and Responsibilities

Support to implementation of Project components

  • Support to formulation of projects strategies and implementation within the assigned areas;
  • Support to design and formulation of work plans, financial and procurement plans within the area of responsibility, translating project goals into local/cantonal/entity and national interventions;
  • Collection, analysis and presentation of information for monitoring and evaluation of project implementation against project targets;
  • Monitors quality of delivery of inputs provided by the consultants, beneficiaries and contracted companies and communicates findings to supervisor;
  • Support Project Manager in coordination of project activities with project team and other partners (responsible parties);
  • Introduction of performance indicators/success criteria, targets and milestones;
  • Assist in evaluation of the project impact. Monitoring and analysis of the project environment and timely adjustments if ineeded;
  • Monitoring and collection of GCF project indicators for reporting purposes;
  • Ensures effective dissemination of, and access to, information on project activities and results;
  • Support the project outreach and PR activities in general, including keeping the project web-site up to date in coordination with the Communications Team.

Support to the Project Manager in administrative activities

  • Manage day-to-day Project operations, particularly with respect to the provision of administrative services and support;
  • Support to financial and substantive monitoring and evaluation of the project, identification of operational and financial problems and development of solutions;
  • Contribute to finalization of agreements, determination of required revisions, contribute to formulation of mandatory and budget re-phasing exercises;
  • Maintains up to date business and financial documentation, in accordance with UNDP and project reporting requirements;
  • Support Project Manager in contracts management, through monitoring of quality of delivery provided by the consultants, beneficiaries and contracted companies;
  • Supports procurement activities and processes;
  • Maintains the inventory of project assets/equipment and project correspondence and files;
  • Drafts various correspondence concerning finance, operations and budgetary issues as required;
  • Organizes meetings, business correspondence and other communications with the project partners;
  • Maintain the Project’s files and supporting documentation for payments.

Support to creation of strategic partnerships and implementation of the resource mobilization strategies focusing on achievement of the following results

  • Provide background information in order to support Project Manager in development of partnership with all government levels in BiH, international financial institutions, bi-lateral and multi-lateral donors, private sector, civil.
  • Support project Manager in analysis and research of information on donors, prepare background information on possible areas of cooperation, , active support to the overall office effort in resource mobilization.

Support to the Project Manager in effective mainstreaming of gender equality:

  • Provides effective support to the Project Manager in mainstreaming gender equality in the project implementation and makes sure that knowledge on gender equality is incorporated in the project knowledge management activities and products;
  • Provides effective support to the Project Manager in incorporating gender equality in all the areas of implementation of project components, in the organization of the project evaluations and audits;
  • Ensures that all the data, when collecting and compiling inputs related to the project, are gender and age disaggregated and evaluated from the gender point of view;
  • Ensures minimum 30% participation of the other gender in the preparation of meetings/consultations/trainings/commissions.

Facilitation of knowledge building and knowledge sharing within the project

  • Support in the organization of project knowledge management activities;
  • Synthesis of lessons learnt and best practices in the project;
  • Sound contributions to relevant knowledge networks and communities of practice.

Required Skills and Experience

Education:

  • University degree in Environment, Economics, Development sciences or Engineering sciences
  • Secondary education with additional three years of experience may be accepted in lieu of university degree,

Experience:

  • Three years of relevant project experience with university degree (six years of experience with secondary education is required at the national or international level.
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and advance knowledge of spreadsheet and database packages, experience in handling of web- based management systems.
  • Knowledge of PeopleSoft system would be an asset.

Language Requirements:

  • Fluency in spoken and written English and in BHS languages
