Org. Setting and Reporting

This position is located in the Secretariat to the Fifth Committee and Committee for Programme Coordination, Office of the Under-Secretary-General for Management Strategy, Policy and Compliance (OUSG/DMSPC).
The Department of Management Strategy, Policy and Compliance, based out of UN Headquarters in New York, plays a critical role in realizing the Secretary-General’s vision of a more agile, effective, transparent, accountable, decentralized and people-focused United Nations that supports renewed vitality and innovation and that empowers management, staff and partners to better deliver on organizational mandates. The incumbent of the position reports to the Under-Secretary-General for Management Strategy, Policy and Compliance.

Responsibilities

Under the overall guidance and direction of the Under-Secretary-General for Management Strategy, Policy and Compliance, the incumbent is responsible for the overall planning, development, management, coordination and delivery of a full range of administrative and technical support services to the Fifth Committee (Administrative and Budgetary) of the General Assembly and the Committee for Programme and Coordination. The Executive Secretary will be responsible for the following duties:

-Directs all the activities of the Secretariat of the Fifth Committee and CPC, reviews policies and practices, organises processes for recommendations to fill vacancies in subsidiary and other appointments and ensures effective and efficient delivery of administrative and technical services to those two major subsidiary organs of the GA in all aspects of their respective mandates.
-Provides strategic guidance to the Bureau of each Committee, determine and analyse their workloads, organize their various annual and resumed sessions, supervise the preparation and scheduling of meetings and agendas, status of documentation, advise the presiding officer on the application of the Rules of Procedures and the organisation’s regulatory framework.
-Coordinates the work programme of oversight bodies reporting to the Fifth Committee. In organizing and managing the proceedings in the Fifth Committee and CPC, in cooperation and coordination with the substantive entities, the incumbent ensures that the substantive inputs to these intergovernmental bodies are translated into effective, coherent and orderly proceedings, and are responsive to legislative authorities or other appropriate mandates.
-Arranges, coordinates and supervises all necessary technical and substantive Secretariat support services, ensures that the relevant substantive entities are informed on current and foreseeable developments and relevant trends, maintains liaison with the Secretariat of the ACABQ and assists the CPC chairman at ECOSOC.
-Undertakes the programmatic/administrative tasks necessary for the functioning of the Committee Secretariat, including preparation of budgets, reporting on budget/programme performance, evaluation of staff performance (PAS), recruitment of staff taking due account of geographical balance and gender.
-Manages, guides, develops and trains staff under his/her supervision and fosters teamwork and communication among staff in the Office and across organizational boundaries.

Education

Advanced University degree (Master’s or equivalent) in business administration, law, political affairs or international relations. A first-level degree (Bachelor’s or equivalent) in the specified fields with two additional years of relevant work experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of fifteen years of progressively responsible experience in financial management, human resources, administration, law, international relations or programme management, of which (10) years at the international level is required.
At least three years of senior managerial experience leading and managing teams is required.
Experience in the provision of substantive support to intergovernmental processes and legislative machinery in an international organisation is required.
Experience in application of the relevant rules of procedures of the General Assembly and the Economic and Social Council (ECOSOC) is desirable.
Experience with the Financial Regulations and Rules of the United Nations (or comparable international organization) and the Rules Governing the Programme Planning, the Programme Aspects of the Budget, the Monitoring of Implementation, and the Methods of Evaluation (PPBME) is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of French is desirable. Knowledge of another official UN language is an advantage.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by a competency-based interview.
