Position Summary:

Under the guidance of the Director Financial and Operations Support and the Mozambique Country Director, The Operations Director will be based in Maputo Mozambique and provide day-to-day oversight for operations, administration, Information technology, Human resource, financial management, and compliance for the Mozambique country office.  S/he will oversee accounting and financial management, human resource, compliant operations, including procurement, contract and grants, logistics, and facilities management; support capacity building for local partners in managing funds; and reporting in accordance with USAID rules and regulations.

Key Responsibilities:

The Operations Director will supervise country office shared service staff and ensure compliance with USAID rules and regulations and FHI 360 policies. S/he will be responsible for the following:

  • Ensure efficient operations, including but not limited to administration, logistics, procurement, budgeting, finance, and property management and provide overall supervision of operations, finance, and HR/administration staff in the Maputo office as well as any county-based operations staff.
  • Supervise the daily financial operations of the country office, which include cash flow management; financial reporting and daily monitoring of obligations, budgets, and expenditures; and compliance.
  • Manage the country project budgets, including overseeing all pipeline projections and necessary realignments, in close coordination with the COPs.
  • Oversee project procurement processes and assure the most reasonable, expeditious, and appropriate procurement choices are made pursuant to FHI 360’s Field Operations Manual.
  • Ensure compliance with FHI 360 operations and personnel policies, local labor law, tax law, and USAID regulations.
  • Ensure compliance with FHI 360 and USAID regulations, including procurement, subcontracting/grant administration.
  • Ensure procurement, administrative and personnel files are properly documented, well-organized, updated and closed upon completion of an activity.
  • Work with program and office management on technology strategy and tools to support mission and program success.
  • Ensure country and state offices informational technology needs are met and oversee all IT projects and budgets.
  • Ensure the maintenance and tracking of inventory/stock of all office equipment, expatriate household equipment, furniture and fittings, and coordination of field offices inventory records, request replacements or new supplies.
  • Make periodic visits to field offices of all FHI 360 Mozambique projects, and from time to time, to its partners or implementing agencies, to provide administrative support, advise and build the capacity of FHI 360 Mozambique partners.
  • Manage the planning and implementation of field activities which includes oversight of budgets, procurements, grants, operational plans, reporting, and procedural and financial compliance.
  • Support the timely and quality completion of program, HR, financial and grant deliverables, including Work Planning, Performance Monitoring, Quarterly Reporting and expense reporting.
  • Apply and update the standard country office operating procedures and assure consistency with USAID regulations and policies in operational matters.
  • Performs other duties as assigned.

Knowledge & Skills:

  • Proven skills in management, supervision and leadership.
  • Sensitivity to cultural differences and understanding of the political and ethical issues.
  • Ability to work well with others and to develop and maintain compatibility among project staff, subcontractors, consultants, and recipients of assistance.
  • Demonstrated expertise in building effective relationship with key internal and external stakeholders.
  • Good analytical, numerical and problem-solving skills.
  • Ability to adapt easily to changing needs and patterns of work.
  • Ability to identify and resolve problems in a timely manner.
  • Ability to travel on a regular basis (up to 40%).
  • Well-developed written and oral communication skills.
  • Proficiency in Microsoft Office applications such as MS Word, Excel, PowerPoint.
  • Ability to manage tight deadlines and deliver high volumes of work with minimal supervision.
  • Ability to intervene with staff with diplomacy and firmness.

Required Qualifications:

  • Minimum of a bachelor’s degree in management, business, accounting, or other relevant field; and a minimum of 11 years of experience with at least 5 years of supervisory experience in operations.
  • or MS/MA in Business Administration, or related field and a minimum of 9 years of experience with at least 5 years of supervisory experience in operations,
  • 8+ years of progressively responsible experience in project operational and financial management on donor-funded projects;
  • Minimum of 3 years of experience in financial management, operations, and compliance on USAID-funded projects;
  • Previous experience on a USAID-funded project in Africa region and demonstrated knowledge of USAID rules and regulations for project administration is strongly preferred;
  • Excellent verbal and written communications skills;
  • Knowledge of Portuguese will be an added advantage.
  • Other relevant professional/management certifications, familiarity with donor-funded procurement rules and regulations (particularly experience with USAID procurement regulations) would be an advantage.
  • Demonstrated success in multicultural environments is required.
