1. Organizational Context

  • Organizational Setting

    The post is located in the PCT International Cooperation Division, PCT Legal and International Affairs Department. The PCT International Cooperation Division is responsible for the development and implementation of cooperation activities vis-à-vis PCT Member States (notably Offices of Member States in their capacities as Receiving Offices, International Searching and Preliminary Examining Authorities, and Designated and Elected Offices) and States considering accession to the PCT, with a view to contributing to the efficient functioning of the PCT system and promoting a better understanding of the PCT and the patent system among Offices’ staff, practitioners and users, covering inter alia operational, technical, procedural, legal and training activities.

  • Purpose Statement

    As Director of the Division, the incumbent is responsible for overseeing and providing a broad range of strategic and operational advice on international cooperation activities related to the PCT.

  • Reporting Lines

    The incumbent works under the supervision of the Senior Director of the PCT Legal and International Affairs Department.

2. Duties and Responsibilities

The incumbent will perform the following principal duties:

  • Plan, direct and manage the work of the Division, including formulating objectives, managing budget and human resources, supervising the staff and evaluating individual and collective performance, developing strategies to ensure timely, efficient and high quality delivery of results within the framework of the WIPO Program and Budget, and strategic planning of the Division’s work.
  • Lead strategic engagement and maintain close relations with key stakeholders and senior-level representatives of WIPO Member States with a view to addressing their needs, promoting PCT mandates, improving collaboration between PCT Members States, increasing PCT membership and international cooperation activities.
  • Oversee the planning, development, coordination and implementation of cooperation strategies and projects vis-à-vis PCT Member States and States considering accession to the PCT. Ensure the provision of high-level technical support and, policy and legal advice to such States, leading to visible, cost-efficient and measurable results.
  • Represent WIPO at senior-level meetings and other relevant events to increase collaboration between States within the international patent system, notably through the sharing of experiences and information on the use of the PCT system.
  • Perform other related tasks as required.

3. Requirements



Advanced university degree in a relevant discipline. A first-level university degree plus two years of relevant experience in addition to the experience requested below may be accepted in lieu of an advanced university degree.



At least 15 years of relevant professional experience, including at least eight years at a senior advisory or managerial level in an IP national, regional, or international Office, or in the private sector.


Experience in industrial property administration or policy development at national and international level.



Excellent knowledge of written and spoken English.


Knowledge of other PCT publication languages (Arabic, Chinese, French, German, Japanese, Korean, Portuguese, Russian and Spanish).

5. Inform ation

Mobility: WIPO staff members are international civil servants subject to the authority of the Director General and may be assigned to any activities, office or duty station of the Organization. Accordingly, the selected candidate may be required to move from time to time to new functions and/or to another duty station.

Annual salary:

Total annual salary consists of a net annual salary (net of taxes and before medical insurance and pension fund deductions) in US dollars and a post adjustment. Please note that this estimate is for information only. The post adjustment multiplier (cost of living allowance) is variable and subject to change (increase or decrease) without notice. The figures quoted below are based on the November 2019 rate of 76.7%

Post adjustment: $76,389

Salaries and allowances are paid in Swiss francs at the official rate of exchange of the United Nations.

  • Initial period of two years, renewable, subject to satisfactory performance. No fixed-term appointment or any extension hereof shall carry with it any expectancy of, nor imply any right to, (further) extensions or conversion to a permanent appointment.
